6 United States of America DEPARTMENT OF AMOOR-E-KHARJIA (PUBLIC AFFAIRS) 90-Day Public Affairs Department Objectives July 19, U.S. House of Representatives Resolution (H. Res) Work with the US Congress to pass H. Res. 764 (sponsored by the House Foreign Affairs Committee Rep. Smith - NJ) calling for repeal of Pakistan s blasphemy laws, restoration of religious minority rights and protection of religious freedom. Hold meetings with the Chairman of the Tom Lantos Human Rights Commission and solicit support of the 28 co-sponsors of H. Res. 764 to speak for one minute on the house floor condemning the acts of violence against the Ahmadiyya Muslim Community on May 28, Summary of the Resolution is as follows: Expressing the sense of the House of Representatives on the importance of inter-religious dialogue and the protection of religious freedom and related human rights for persons of all faiths and nationalities in the Islamic Republic of Pakistan. 2. Grassroots Work - Activate 73 Chapters (Secretaries) in the USA Jama at to meet with at least one local, state, and federal elected official (city mayor, state governor, senator, and congressperson) and at least one intellectual (professor, author or commentator) by September 1, 2010 using a standard presentation describing Who are the Ahmadi Muslims? to educate each on the benefit to the US if Congress passes H. Res 764 appealing to Pakistan to restore human rights and minority rights by curbing religious extremism. Track and invite contacts to Jalsa Salana Special Hearing on 5/28 Lahore Attacks Request a hearing to be held to brief the US Congress on the events of May 28, 2010 in Lahore, Pakistan calling for Congress to actively work on three subjects: a. Repealing Ordinance XX and the Second Amendment given Pakistan s recent ratification of the International Covenant on Civil and Political Rights (ICCPR); b. Repeal of the 2002 Executive Order in order to restore voting rights to Ahmadi Muslims; c. Consideration for Priority 2 Group Refugee Status for Ahmadi Muslims of countries designated by the U.S. Commission on International Religious Freedom (USCIRF) as countries of particular concern

7 City Officials Outreach To contact your state officials, search for [city name] city official contact and visit that website for individual contact information. o Target the Mayor o Also try to meet the Chief of Fire and Police Follow the sample letter provided for pro-forma A few things to note: o Work toward meeting the Mayor or the Chief. Starting with a staff member is good, but work through making the Ahmadiyya Muslim Community important to the staff so that a meeting with the Mayor comes with ease. You need to build a relationship with the community, and the Mayor is an important link. o Read about the Mayor you are contacting prior to contact so you know what s/he cares about. o Be sure to tailor the letters to the individual you are writing to. o Focus on how the Ahmadiyya Muslim Community is integrated to the wider city community. Mayors and Chiefs like to see that we are working as volunteers, that we have an organized youth workforce, that we donate time and money, that we are good citizens. A list of years of service projects and photos will always win favor. o Offer to beautify the city (e.g., donating trees, working on making parks clean, etc.) o Invite the Mayor to the Community Center to speak about how the Ahmadiyya Muslim Community can help the city if you ask they will usually accept in mid range size cities and towns. Obviously adjust expectations of who you will meet if you are trying to meet with the Mayor of NY City versus the Mayor of Columbus, Ohio. Key is to localize your message of service and community don t go into world politics and persecution. A Mayor wants to meet a neighbor with a plan to help other neighbors. Make sure you follow up with a thank you letter after a meeting is held Track your conversations and s

8 State Officials Outreach To contact your state officials, visit: Follow the sample letter provided for pro-forma A few things to note: o Work toward meeting the Governor s Chief of Staff or the Governor. o Read about the Governor you are contacting prior to contact so you know what s/he cares about. o Be sure to tailor the letters to the individual you are writing to. o Focus on how the Ahmadiyya Muslim Community is National and located in many cities across the state. An organized community across the state will appeal to the Governor. Develop a list of leaders defining how the Ahmadiyya Muslim Community is helping to create jobs, helping to lead institutions that the State would recognize, and that we are motivated to use that network to help the State s agenda. o Invite the Governor or State Representative local to the community to the Community Center to speak about how the Ahmadiyya Muslim Community can help the state Key is to demonstrate how our community is networked around the state and the national scene with leaders at all levels of industry and state recognized organizations. Demonstrate our influential capability alongside our service to the community don t go into world politics and persecution. A Governor wants to meet a network of influential citizens with a plan to help the state e.g., job growth is a good 2010 topic. Make sure you follow up with a thank you letter after a meeting is held. 9 Federal Officials Outreach To contact your Congressional House Representative or Senator, visit: Follow the sample letter provided for pro-forma A few things to note: o Only contact the Representative/Senator that represents your district or state. Given the diverse composition of most AMC chapters you can usually find members with district addresses connecting to more than 5 congressional representatives. Connect with all congressional members in your district. Special attention should be placed on congressional representatives that are part of the following committees: House Foreign Relations Committee Tom Lantos Human Rights Committee Judiciary Committee Members that are part of these congressional districts should make additional efforts to volunteer time and make personal contact. o Read about the Representative/Senator you are contacting prior to contact so you know what committees s/he may serve on and what his/her political passions are. All of this information will be available after you select the appropriate Representative/Senator from the above websites o Be sure to change the name of the Representative or Senator you are addressing in each new /letter. Form letters have no appeal personalize the letter to make it clear that you are writing the congressman o Presently our national focus is on H.Res 764 build upon the congressperson s understanding of who we are by using the PowerPoint presentation take along 3 hardcopies for a meeting and a computer in the case that they have a projector in a conference room. o Invite the Congressman to speak to the community. 10 Intellectual Outreach Identify who your proper audience is: o Academic Professors: Law Politics Sociology Public Policy Religion o Think Tanks Legal Political Political-Religion Public Policy o International Organizations NGOs UN Research who in your audience is the most appropriate for you to communicate with. To do this, search the appropriate person or organization and what their area of expertise is. Keep all initial communication brief. Communicate primarily via , unless the recipient requests a different method. Introduce yourself, the Ahmadiyya Muslim Community, and your interest in writing to that particular recipient to discuss the issue you are focused on. Be sure to indicate to the recipient how s/he or the organization can assist you. Do not write general interest letters. Focus on engaging the intellectual in a deeper study of Ahmadiyyat/Ahmadiyyat in America. Res. 764 Dear Congressmen, The Ahmadiyya Muslim Community of Metro Detroit requests a thirty-minute meeting with you by August 1, 2010 on a matter of great importance support of H. Res. 764 sponsored by Rep. Smith (NJ) calling for the restoration of minority rights in Pakistan. Our community has endured a great loss of life during the horrific terrorist attacks of May 28th, 2010 in Lahore Pakistan at two of our Mosques. 86 of our brethren lost their lives with bravery and courage, with 120 more seriously injured. Of those killed in Lahore, we in Metro Detroit have direct family relationships with 16 of the victims among 6 families. We have received kind condolences from community leaders, friends, and interfaith organizations alike along with questions as to how it is possible that the Muslim terrorists would attack two mosques full of Muslims during prayer. It is within this question that we can begin to find the answers we all need. Since its inception in 1889, the Ahmadiyya Muslim Community shares values such as loyalty, liberty, and peace with our community at large in America and around the free world. We have unique insight on the origins of radical Islam and how clerics created doctrines over 100 years ago that managed to migrate from the fringe to center stage in Pakistani society. This ascension to center stage came as a result of laws that were passed in Pakistan that legitimized persecution of minorities. If you can spare thirty minutes with us, we will attempt to methodically outline with a presentation the events in history during the mid 1800s that shaped the modern day Taliban how they used a new doctrine, based on a merger of politics and Islam, and political pressure to pass laws to give them absolute control over Pakistan s society. Indeed, we come to you to ask for your help on H. Res. 764; however, we also hope to give you insight and education from the perspective of a community that has over 100 years of experience in countering the voice of the Taliban. Ahmad was arguably the most influential civil servant in Pakistan, with supervisory authority over all three ministries. During M.M. Ahmad s service, Pakistan underwent rapid industrialization and growth. In 1967, President Ayub Khan appointed M.M. Ahmad as adviser to the new president and was given the rank of a Federal Minister. 25 We defended Pakistan in the highest ranks of the military Major General Iftikhar Khan Janjua known in Pakistan as the hero of Rann of Kutch, as he was a brigadier in command of 6th Armored Division. Lieutenant General Abdul Ali Malik was a Pakistan Army engineer officer and a high-ranking military general. He is a well known figure from the Chawinda tank battle during the 1965 Indo-Pakistani war. Lieutenant General Akhtar Malik was a distinguished war hero of the Pakistan Army in the Indo-Pakistan war of United States of America

27 We have been fighting extremism in Islam for over 100 years and are experts on the origins and root causes of extremism 1866 Taliban started in Deoband, India Six Clerics in Deoband start a Madrassa that spreads across Asia teaching: (1) a Muslim's first loyalty is to his religion, (2) Muslims should recognize religion as the only border, and (3) Muslims have a sacred right and obligation to go to any country to wage jihad to protect the Muslims of that country. Students were called Taliban. Today the Taliban have created a known extremist political party called JUI 1941 Maududi power - Political Islam Cleric Maududi starts the first political party of Pakistan Jamaat-e-Islami (JI) opposed to Jinnah s vision of Pakistan. Later, the Ahrar and Taliban join JI s objectives: (1) establishment of a pure Islamic state, (2) governed by Sharia law (3) opposed to Westernization, (4) opposed to ideologies such as capitalism, socialism and secularism Ahmad rejects clerics Jihad Ahmad rejects the concept of violent Jihad with proof from Islam s Quran and Hadith. Some radical clerics declare Ahmadi Muslims as heretics for not supporting the call to wage Jihad Jinnah s free Pakistan wins Pakistan is formed with a democratic vision of freedom, secularism, and minority protection. Radical Islam fails to win significance Combating the ideology of the Taliban, Ahmad said, the prevalent tradition among the Muslims of attacking the people of other religions, which they call Jihad, is not the Jihad of Islamic Jurisprudence. It is against the clear instructions from God and His Messenger and is a grievous sin. United States of America

28 The Radicalization of Pakistan 1947 Finality of Prophethood TKN Platform Maududi who opposed creating Pakistan faces diminishing support for waging Jihad. Jamaat-e-Islami and the Ahrar regrouped on a new political platform with broad appeal a doctrine of Finality of Prophethood called Tahafuze Khatam-e-Nabuwat (TKN) to appeal and unite a diverse Muslim base. Their claim was that Ahmadis were agents of the west abrogating (rejecting) Jihad and that Ahmadis insulted Islam by believing Ahmad was a Prophet. Masses joined the TKN platform for fear of being labeled as non-muslim with the Ahmadis. This is how extremism spread so fast since Judge Rejects Extremism Crowds were stirred into riots against Ahmadi Muslims in Punjab. Thousands were injured and many killed. Martial Law was declared. A Federal Court Inquiry found Maududi, JI leaders, and the Ahrar responsible for inciting hatred and riots. They were sentenced to life in prison. Unfortunately, two years later Pakistan was pressured into releasing them by Saudi Arabia Failure Bhutto s power play reinvigorates TKN Following the 1973 oil crisis and realization that the Muslim World was trying to unite against the West, Bhutto hosted the 2 nd Organization of Islamic Conference (OIC) in Lahore. He positioned Pakistan on the Islamic World stage by nominating King Faisal to be the Khalifa and offered to defend the doctrine TKN. Within seven months Ahmadis were declared non- Muslim by 140 international Muslim organizations and by Pakistan s NA. 29 On September 7, 1974, Zulfikar Ali Bhutto, supporting the Second Amendment to the Constitution, declared Ahmadis to be non- Muslim choosing an extreme political platform TKN that organized 72 sects of Islam against one. or.. 30 In April 1984, General Zia ul Haq s government catered to extremists and played into anti-ahmadi sentiment among TKN clerics by passing a law called Ordinance XX that criminalized Ahmadis for calling themselves Muslims. Ordinance XX carries the punishment of fine, imprisonment or death for acts deemed to be blasphemous. To this date, it is illegal for Ahmadis to call themselves Muslims or to call their places of worship Mosques. Under Ordinance XX, an Ahmadi that hurts the feelings of the Muslim Majority can be fined, imprisoned or put to death. 31 Politicians Radicalize Pakistan Qadianis were declared non-muslims in my father's rule. How could I undo the great service my father did for Islam? My Government will not give any concession to Qadianis. They will remain as non- Muslims. 32 Pakistan s claim to the United Nations false The United States has not previously linked Pakistan s governmentsponsored persecution and its abuse of minority rights with the conditions that breed extremism and terrorism. Pakistan routinely misleads the UN and the United States Pakistan conceals state-sponsored persecution: The government has no hostility towards the Ahmadis, nor are they persecuted or harassed in any way In substance, the Ahmadis enjoy all the normal rights. There exists no plan, no campaign, official or otherwise, to persecute the Ahmadiyya Community. - February 25, 1986 United States of America
