54 ويكون ملجلùس الواليات املهام التالية: اقرتاح التûرشيعات حول نظام احلكم الالمركزي اأو اأي مùسائل اأخرى ذات مüصلحة للواليات على اأن يتطلب اإقرار هذه التûرشيعات اأغلبية ثلثي جميع املمثلني اإUصدار قرارات وتوجيهات تùسرتTشد فيها كل مùستويات احلكم املüصادقة ب أاغلبية ثلثي جميع املمثلني على تعيني ق ضاة املحكمة الدSستورية يراعي اأي من املجلùسني عند اأداء ا أالعمال الواقعة Vضمن اإختüصاUصه القواعد التالية: يودع اأي مûرشوع قانون يقع Vضمن اختüصاUص اأي من املجلùسني لدى ذلك املجلùس يحال اأي مûرشوع قانون وافق عليه املجلùس الوطني اإىل اللجنة الدائمة املûشرتكة للمجلùسني لفحüصه والتقرير فيما اإذا كان ي ؤوثر على مüصالح الواليات اإذا ما قررت اللجنة ب أان مûرشوع القانون ي ؤوثر على مüصالح الواليات يحال مûرشوع القانون اإىل جملùس الواليات اإذا اأدخل جملùس الواليات اأي تعديالت على مûرشوع القانون املحال اإليه ب أاغلبية ثلثي ا أالع ضاء اأو اأجازه كما هو يرفع املûرشوع لرئيùس اجلمهورية للمüصادقة عليه من دون اإعادته اإىل املجلùس الوطني. ال يجوز أالي جملùس اأن يناقûش اأي موVضوع معروVض اأمام املجلùس ا آالخر اإىل اأن يحال اإليه نهائيا. 53 العملية الترشيعية: يحق لرئيùس اجلمهورية وجملùس الوزراء واأي وزير واأي جلنة يف املجلùس التûرشيعي اأو اأي ع ضو يف املجلùس التûرشيعي اقرتاح التûرشيعات يف املجلùس التûرشيعي الùسوداين. يف حال قام اأي ع ضو من اأي جملùس يف املجلùس التûرشيعي الùسوداين بتقدمي اقرتاح ال يطرح هذا االقرتاح اأمام املجلùس ب أاكمله اإال بعد اإحالته اإىل اللجنة ذات الüصلة لكي حتدد ما اإذا كان هذا االقرتاح مرتبطا مبüصلحة عامة مهمة. بعد العرVض ا أالول ملûرشوع القانون يقوم رئيùس املجلùس ب إارSسال مûرشوع القانون اإىل اللجنة املناSسبة. ويعرVض اقرتاح القانون نفùسه اأربع مرات قبل التüصويت عليه بûشكل نهائي. ويحق لرئيùس املجلùس اإحالة مûرشوع القانون اإىل اأي هيئة خمتüصة اأو منظمة مهتمة خارج الربملان من اأجل اأخذ راأيها. ولكي تدخل مûشاريع القوانني حيز التنفيذ ينبغي اأن يوقع عليها الرئيùس ويف حال مل يقم ب أاي خطوة يف هذا الùسياق خالل 30 يوما تدخل حيز التنفيذ يف ا أالحوال كافة. ويحق للرئيùس اإعادة مûرشوع القانون اإىل الربملان مع تعليقاته عليه. ويتعني على الربملان اأخذ هذه التعليقات بعني االعتبار ولكن يحق له مع ذلك املوافقة على مûرشوع القانون ب أاغلبية ثلثي ا أالع ضاء ويüصبح هذا املûرشوع قانونا. ويحق للمجلùس الوطني اأي ضا اأخذ قرارات معينة. عندما يكون ا إالجماع غري ممكن يتم اعتماد القرارات ب أاغلبية ا أالع ضاء احلاVرضين. ويتم نûرش القوانني والقرارات التي يüصادق عليها الربملان يف اجلريدة الرSسمية. املجلس الوطني- معلومات عامة عدد املمثلني: 354 ع ضوا منتخبا عدد النùساء يف الربملان: 87 مدة الولية: خمùس Sسنوات اإن املعلومات املتوفرة يف هذه الفقرة مبنية على ا إالجابات على ا إالSستبيان.
