1 Fax No (S) (J) Government of and Kashmir General Administration Department (Services) Civil Secretariat, Subject: Placement of the services of Junior Scale KAS Probationers of 2013 batch at the disposal of the Department of Rural Development & Panchayati Raj posting as BDO in newly created Community Development Blocks thereof. Government Order No.895 GAD of 2014 Dated: In the interest of administration, the services of 35 Junior Scale KAS Probationers of 2013 batch, as per the details forming annexure A to this Government Order, who have completed their District Training in terms of Government Order No. 805-GAD of 2014 dated , are hereby placed at the disposal of the Department of Rural Development & Panchayati Raj, for being utilized as Block Development Officers in the newly created Community Development Blocks. It is further ordered that: (i) these Probationers shall be posted immediately and they shall neither be attached nor kept waiting for posting in any manner. It shall be ensured that the posting orders are strictly complied with and if it is considered necessary to modify a transfer order under some compelling circumstances, it should be done only after obtaining the approval of GAD for which sufficient justification shall be advanced; (ii) these probationers shall be posted strictly in conformity with the instructions of the Election

2 Commission of India conveyed vide No. 437/6/1/2014-CC&BE dated (iii) these 35 officers shall continue to be on probation in terms of the Government Order No GAD of 2013 dated during the period of their deployment as Block Development Officers. (iv) the inter-se seniority of these Junior Scale KAS Probationers shall be maintained by the General Administration Department in terms of Rule 18 of the KAS Rules, posts of Junior Scale of KAS are hereby transferred to the Department of Rural Development & Panchayati Raj, for the purpose of drawal of salary of these Probationers.
