WELCOME AND DOMESTIC ISSUES 1.1. Gaynor Shirreffs of Chevron welcomed the group to Chevron House, explained domestic issues and conducted a 'Safety Moment' which was very well received by all. 2. OPENING OF MEETING AND INTRODUCTIONS 2.1. David Nicoll opened the meeting and round-the-table introductions were carried out.

MINUTES OF PREVIOUS MEETING 4.1. Excluding minor changes to the Members Present List which has since been amended, Minutes of previous meeting were accepted as an accurate representation of discussions held on 09/12/ REVIEW OF ACTIONS Action 6.3 Pete Thomson to provide more detail on TRFR zones covered in point 6. Action 8.2 Grampian Police to distribute NOK Guidance covered in point 7. Action 9.1 Members to consider participation in major ER exercise late 2010/11. Graham Baxter offered Shell's commitment to a major exercise and agreed to discuss further with Grampian Police at later date. Brian Tadeo, Apache enquired if observers would be invited from EPOL membership. GB agreed in principle and highlighted contractor ERRs would also play. Discussions will be ongoing. Action 10.4 Peter Reilly to provide result of OIMs survey covered in point EPOL EMERGENCY RESPONSE SUB GROUP UPDATE 6.1 Pete Thomson reported that widespread consultation had taken place with a variety of agencies and authorities regarding the plan for co-ordinating airborne assets during a major offshore incident. The consultation process had finished on 1 st February and work was underway to analyse the responses. It was intended that the next meeting of the Emergency Response Sub Group would be focussing on reaching agreement on any outstanding issues. 6.2 Pete gave a presentation on why the plan was required, what issues it was attempting to resolve & what impact it would have on the Oil & Gas industry. Pete outlined incidents over the last 10 years where problems had been encountered. He then summarised the problems and the complex background to them. 6.3 Pete explained that the MCA, in conjunction with other Search & Rescue authorities, intended to tighten up their own operations and to operate strictly in accordance with procedures & terminology outlined in the International Aviation & Maritime Search & Rescue (IAMSAR) manual. One significant change that will be implemented is the creation of restricted airspace during a major offshore incident. Pete then explained how this would work in practice. Pete stressed that no single agency or authority could deal with all aspects of a major incident and that the principles of Integrated Emergency Response applied as much to an offshore incident as to any major incident onshore. 6.4 Pete finished the presentation by giving a brief update on the move towards a unified UK national SAR helicopter fleet.

4 7. HR SUB GROUP UPDATE 7.1. Sonia Element provided an update on the progress of the HR Sub Group detailing a total of 5 meetings already held, the last of which saw agreement on the outline of an industry training standard for Relative Responders Subgroup agreed a checklist (probably to be hosted on EPOL Website) detailing Mutual Aid Relative Responder Co-ordinators details for each company. Individual co-ordinators will then be responsible for updating their respective company records Work ongoing regarding a Risk Assessment declaration for Relative Responders Notification of work ongoing and invitation to comment paragraph submitted to OGUK for publication in E bulletin 8. S.T.I.S.H Presentation 8.1 Professor David Alexander of Robert Gordon University provided an overview of the S.T.I.S.H (Sudden Trauma Information Service Helpline) foundation and the invaluable service the charity provides to those having suffered trauma. Professor Alexander has supported the Oil and Gas industry through many live incidents from Piper Alpha to the more recent flight N S.T.I.S.H is currently suffering budgetary difficulties and Professor Alexander addressed the group with a view to seeking financial assistance or sponsorship. GRAMPIAN POLICE UPDATE 9.1 Peter Reilly provided an update on the progress of the OIMs survey detailing number of responses and examples of comments provided. The aim of the survey being to improve upon contact between Grampian Police and Industry from and OIMs perspective, and to apply any necessary updates to documentation aids produced such as OIMs Guidance and Media Guidance. 9.2 David Nicoll provided the Grampian Police stance on the NOK Guidance document which remains in draft format pending approval by the Procurator Fiscal Service. Once approved the document will be published on the EPOL website and circulated via O&GUK 9.3 Prior to approval and publication David Nicoll stated that Grampian Police would implement guidance procedures in consultation with the Procurator Fiscal and recognise that each company may elect to pass a 'Person Involved' message via a Relative Response Team or by other means

5 9.4 Guidance refers to Grampian Police installations only but is being shared with the UK Police Offshore Energy Group 9.5 Grampian Police fully support the work of EPOL in developing training packages and the Mutual Aid scheme, but will not be in a position to endorse any particular approach. 9.6 Ross Zaccarini provided an update on progress with the EPOL website which is nearing completion. Sponsorship continues from Subsea7 in building the site and from CNR International in providing funding for hosting fees and business cards for promotion of the cause. 10. AOCB 10.1 Following questions regarding application of guidance out with the Grampian Police response area, David Nicoll eluded ongoing work on the Policing Awareness Manual for OIMs which is being produced by Norfolk Constabulary and will detail procedure in the Southern North Sea David Nicoll also updated the group on the progress of Grampian Police in providing industry standard training for officers to attend offshore. 41 Officers now have BOSIET standard and 28 now fully 'Offshore Trained' 11 CLOSE The chair then thanked Gaynor Shirreffs and Chevron for hosting the meeting and reminded the group that the next meeting will take place on 21st April at Talisman Energy.
