3 THE PARISH The Parish of Walton on Thames lies on the south bank of the River Thames, approximately 16 miles from central London with a population of about 26,000 people, making it one of the most populous parishes in Guildford Diocese. It is bounded to the north by an attractive stretch of the River Thames and to the south by the main London-Southampton railway line. Its eastern boundary follows the River Mole and the green belt between Walton and West Molesey, whilst the western boundary with Oatlands and Weybridge parishes has no clear geographical feature. The Parish lies within the Thames Valley, being relatively flat and, apart from some open land to the east is broadly urbanised. The area to the south of the town centre is characterised by low-density housing, increasing in density to the east, with the majority of the social housing being towards the north-east of the parish. Plans have recently been lodged with Elmbridge Council for a 1000-home community called Drake Park to be built on green belt land bordering the River Mole, which would considerably increase the population of the parish if agreed. There are also three large sheltered housing projects currently underway and a significant number of other potential housing development projects in the planning. 3

4 10% of the population of the parish are from a minority ethnic background, including those of dual heritage. There are no significant ethnic or religious minority groups represented within the parish. 83% of the population were born in the UK, with 93% having English as their first language. The socio-economic composition of the parish is significantly more middle class than the national average, with 45% of the working age population being in managerial, professional or administrative occupations, and a further 10% being selfemployed. Educational attainment is also significantly higher than average, with 38% of the working age population having at least degree level qualifications. However, it is also the case that 7% of the working age population are receiving out-of-work benefits, 13% have no access to a car and 12% of those over 60 receive Guaranteed Pension Credit because of their low incomes. Across a range of indices, Walton is generally among the most deprived 50% of parishes in Guildford diocese but among the least deprived 50% nationally. Areas of concern though include the percentage of under-16 year olds living in poverty, the percentage of adults receiving out-of-work benefits and the number of lone parents. It is also worthy of note that one census super-output-area, Elmbridge 008A essentially comprising St John s Estate, is one of the ten most deprived such areas in the whole of Surrey. This is the estate on which, with guidance from the Holy Spirit, most of the Parish s community based outreach activities take place. Walton is a vibrant town which has enjoyed town centre regeneration in recent years. It boasts a wide variety of shopping and eating in and around The Heart shopping centre and the High Street. We have three state primary schools (Ashley CofE, Grovelands and Walton Oak) and two private (Danesfield Manor and Westward). Grovelands and Walton Oak have nursery provision from age 3 and there is also a Sure Start Childrens Centre located at Grovelands. In addition there are a range of private day nursery and pre-school playgroup providers. After age 11 most children move to Rydens Enterprise School (RES) in Hersham, Heathside School in Weybridge, Thamesmead School in Shepperton or to one of a number of private schools in the vicinity. There is no secondary school provision in the Parish. 4

5 For our older people, there is a Day Centre and two sheltered housing schemes managed by Pavilion Community Housing Trust and the Walton on Thames Charity. We have a small community hospital, a number of care homes and a growing provision of private retirement housing schemes. In the town centre there is a library, citizens advice bureau, cinema, small theatre and performance/exhibition space at the Riverhouse Barn. Sports facilities include rugby, rowing, sailing, football, tennis and athletics. Indoor sports facilities, including swimming and climbing, are available at the Xcel Leisure Centre in the north-east of the parish. Within the Parish, the major employment opportunities are within retail and service industries. Moving within a 10km radius of the Parish, a broader set of employment opportunities exist including retail and industrial parks at Brooklands and Addlestone, Heathrow airport, St Peter s and Ashford Hospitals, Kingston-upon Thames and Stainesupon-Thames. Possibly the broadest community within the Parish are commuters; there are two mainline stations on the Parish boundary, offering travel to London in under 30 minutes and to Guildford, Basingstoke or Woking amongst other destinations. Both Heathrow and Gatwick are with easy reach. Historically, Walton once formed part of the hunting grounds for Hampton Court and Oatlands Palaces. It mostly developed in the late 19 th and early to mid 20 th centuries following the arrival of the railway. The parish church however dates in part from the 12 th century and the 15 th century Old Manor House was once lived in by John Bradshaw, who presided at the trial of King Charles I in The Diggers were also imprisoned in the church the same year, following their eviction from St George s Hill. More recently, Hepworth and Nettlefold Studios featured in the emerging film industry and the former mansion at Mount Felix was used as a hospital for New Zealand soldiers during WWI. 5

6 THE BUILDINGS The Parish contains two Churches St Mary s and St John s. As a Grade 1 listed building, St Mary s is the oldest building in the parish. Expanded over its life to date, it contains a large memorial to Field Marshal Viscount Shannon sculpted by Roubiliac, Victorian pews, a commemorative plaque indicating the parish s WWI links with New Zealand and evidence of incendiary bomb damage from WWII. The building has generally been well maintained, although following a recent quinquennial inspection, roof repairs are required to the main church building and work is expected to start later in St Mary s Church is open to the public every day and is monitored by CCTV. An AV system incorporating a retractable projector screen and sympathetically placed monitor screens have recently been installed. There is also a large church hall, built in 1904, located close to the church. It contains the Parish Office and is used for Sunday school, church youth groups, after service refreshments and social activities. It is also let regularly to other groups such as Brownies, ballet and a pre-school playgroup. Discussions have been held regarding possible redevelopment of the church hall. 6

7 St John s is a comparatively modern church building, dating back to It was initially a planted church, built to accommodate the growth of the town to the east. The church itself is a multi-purpose building and includes a meeting room, allowing for Sunday school, meeting space for PCC, Alpha and other courses. It is also let to local interest groups including Walton Blind Society, AA, Brownies and for children s parties. The current vicarage is situated on a private estate some distance from both churches however we do not think that its position within the parish reflects what we as a church are after. We had hoped to offer our new Vicar a more suitable vicarage, although at this point during the vacancy no suitable property has been identified. We will continue to work with the diocese to see if a vicarage closer to both churches can be found before a new vicar moves in. Other properties owned by the Parish are a house currently occupied by our training Curate, and a house jointly owned with the Central Board of Finance and used by our Children and Youth Minister. We also pay part rent towards a property owned by the Church Army, housing our Evangelist and her family. These properties are in a good state of repair. 7

8 THE PEOPLE The parish ministry team comprises the Vicar (vacancy), a stipendiary training curate who will be moving to a new parish in late 2015 or early 2016, a part time Self Supporting Minister (SSM) and a Licensed Lay Minister (LLM). They are occasionally assisted during busy periods by retired clergy who live in neighbouring parishes. We currently employ two ministry staff: Children and Youth Minister who has overall responsibility for our two Sunday Schools, for three youth groups who meet in the Church Hall and for taking God s word to our local primary schools. She has organised and led a number of Advent and Easter walks, using the inside of St Mary s creatively to illustrate to schoolchildren, teachers and families the meaning of the two seasons. Church Army Evangelist who leads our outreach work with a team of volunteers, including a variety of weekly activities at the Cromwell Centre on St John s Estate and the Foodbank (operating under the auspices of the Trussell Trust and a joint enterprise with our neighbouring parish of St Peter s Hersham). Children/Youth work and Outreach are both key to our vision and mission of taking God s word out to the people of Walton On Thames and each have a dedicated PCC Committee assisting in organising the above and other events. The ministry team are supported by a team of 6 Pastoral Assistants, with another in training and by 6 Occasional Preachers. 3 of the Occasional Preachers are currently in their first year of training, one as an SSM and two as LLM. In the last six years, four candidates from the Parish have gone to a Bishop s Advisory Panel with a view to train for ordination, some for stipendiary, some for nonstipendiary ministry. As a parish we recognise the work the Holy Spirit does within our congregation and with the vocations that all these people have received. The work of the ministry team is aided with the dedicated support of our Parish Administrator and Parish Clerk, who is employed 25 hours per week. She is the first point of contact for most enquiries as well as collator of most of the printed material including the weekly Parish Diary. 8

9 We also employ a part-time Director of Music, a verger and a caretaker/cleaner for the Church hall and St John s Church. Needless to say there are a host of unpaid volunteers including servers, readers, intercessors, sacristans, flower arrangers and many more. 9

11 CHURCH LIFE We currently have 439 people on our parish electoral roll (March 2015), which was last fully revised in Our annual parish meetings are usually held at the end of April, including PCC and Deanery Synod elections. The PCC meets every month apart from August and October, sometimes in plenary session and sometimes proceeded by committee meetings. There are five main committees, Children & Youth, Outreach, Administration, Worship & Discipleship and Communications. Standing and Finance Committees meet between the PCC meetings and comprise the Vicar, Churchwardens and Deputy Wardens and two members elected by the PCC. A range of services are offered at our two churches to meet the preferences of different groups of parishioners in their worship of God, including early morning said communion services at each church, morning services ranging from Sung Eucharist with traditional choir to contemporary worship led by instrumentalists and an evening contemporary service. There are also midweek said communions at each church. 12 In addition to our normal Sunday and weekday services, a range of special services are held or hosted including the Commemoration of Faithful Departed, Remembrance Sunday parade and service, Christingle, Nine Lessons & Carols, Good Friday Devotion and Easter Day Dawn Service. In recognition of our New Zealand connection including the burial of 19 service personnel in our churchyard, we also hold an ANZAC service each April, attended by the New Zealand High Commissioner or their representative. Through our service pattern, our parish practises a number of traditions that reflect the exciting journey we have travelled with God over the last 25 years. Our Sunday services at St Mary s include two Eucharists and two contemporary services. This pattern reflects the breadth of theology and tradition in the church that has moved from being predominantly Liberal Catholic 20 years ago, although more Central at the time of the last vacancy in 2005 and is now broadly Evangelical. St John s is more complex, as the services tend to be both less formal and less contemporary, although this is gradually changing. Robes are usually worn for sacramental services but not necessarily for other services. Our services offer a wide range of contemporary and traditional music. A newly formed four-part choir at St Mary s sings under the guidance of our Director of Music at the 9.15 service whist St John s have a small choir helping to lead the worship at the service. At both churches music for contemporary services has steadily grown and we hope and pray that our vision for contemporary music will continue. Baptism, confirmation and marriage are all available to those living in the parish or with a connection to it. We run monthly baptism preparation meetings, annual or bi-annual confirmation classes, and annual marriage preparation classes. The Alpha Course may be counted as the majority of the confirmation preparation. We will consider requests for marriage where one or both parties are divorced, on a case by case basis. Within the requirements of canon law, our aim is to be as welcoming as possible. 12

13 Children and Youth We have a large number of children in the parish and thanks to our Children and Youth Minister there are many different ways children can encounter the love of God. For our youngest children a Toddlers Praise service is offered at each church on a Friday during term time. These services are very well attended, lively and full of songs and activities aimed at preschool children and their parents or carers. New Creations is a church run parent and toddler group which also includes the crèche for the morning Alpha course and up to 40 children attend on a Tuesday morning at St John's. On a Tuesday afternoon there is another parent and toddler group run in the Church Hall at St Mary s. Both churches provide a Sunday School. We have 10 Sunday School leaders who have achieved the Diocesan Children s Ministry Certificate. At St Mary s there is Sunday School and crèche at both morning services with 233 children currently registered and a general attendance of children at the 9.15 am and at the 11am. Children are offered a variety of activities including Godly Play. At St John's the Sunday School attendance is between 5-20 children with 21 children registered. On Friday evenings our children and youth groups Club Rock and Rock Solid run and Youth Fellowship meets on a Sunday evening. In January each year the Youth Fellowship puts on a popular and wellattended pantomime. We also hold a variety of Sunday School events including pancake parties, Light parties, a Sunday School party and children s tea following our Christingle service. Close links have been maintained with Ashley CofE Primary School which recently became an academy school. The vicar has served as an ex-officio governor; there are also a number of PCC-nominated governors. There are currently some challenging issues surrounding the admissions policy that need addressing in the near future. The PCC are keen to explore other more open, community based, admission criteria than are currently available. We also work alongside other primary schools in the Parish. 13

14 Worship and Discipleship Alpha is well established within the Parish having run for 13 years. Through Alpha the Holy Spirit has had an awesome effect on the lives of many people, by bringing people to faith who would not otherwise done so and returning to faith or enriching the lives of many others. It s run twice a year offering both a morning and evening course and from this many new home groups have formed. As a result we have 16 active home groups throughout the parish, engaging around 140 people, some that have been established for a number of years and some formed more recently. Most meet on a weekly basis. A Saturday morning breakfast and prayer group runs, which is open to all. Vision and Growth In 2013 and again in 2014 we carried out a Natural Church Development (NCD) survey with the assistance of a recommended consultant. The first of these surveys showed that the area requiring focus at each church was: St Mary s Passionate Spirituality, St John s Empowering Leadership. With God this led us to a focus, which is continuing, on the development of our worship services and our community fellowship in order to help foster a greater sense of belonging and participating. The more recent survey showed that the new area requiring focus in each case was: St Mary s - Inspiring Worship Service, St John s Passionate Spirituality, which shows that this is very much a work in progress. In both churches, the most highly rated aspect was Gift-based Ministry which is reflective of God s work here. The most highly rated aspect in the first survey had been Holistic Small Groups. Outreach We hold several outreach events a year. The Church Community Fun Day held at St John s Church raises money to fund the summer holiday club, and offers an opportunity for the local community to experience the church in a social and non-threatening atmosphere. We also participate in the national Big Lunch initiative on St John s estate, so that the church can go out and build relationships with residents, showing Jesus love through hospitality and service. On Heritage Day in September we showcase St Mary s Church as both a historic building and as a living church and on a number of occasions people who were married or baptised in the church have taken the opportunity to visit and view the parish registers. 14

15 As a church, we work closely with the Walton Business Group and have a stall on the High Street each year at the Festival of Light when the Christmas lights are switched on. Last year, following the revival of Walton Churches Working Together (WCWT) after a period of dormancy, we had a joint stall with other churches advertising all of the Christmas services. We also invite residents to Advent Fun on the following day; this event is hosted by groups from the church who organise Christmas based craft activities for families to enjoy. Evangelism Our Church Army Evangelist has been working with us since 2008, encouraging Church members to join her in taking the church out into the community. Her community-based ministry is primarily on St John s estate; building relationships with residents and responding to God s call to mission. We host three outreach activities at the Cromwell Centre on the estate. The parent and toddler group has run for six and a half years, although we have decided to close it this summer as attendances have declined. The upside though is that many of the families are now attending Messy Church, which we started last autumn. An afternoon tea for older people is also held once a week and was described by one resident as her church. Another recent initiative is the Open Doors Community Cafe held in the Cromwell Centre on Tuesday lunchtimes. All the team members running the café are from the Church and we aim to provide a space for people to come and feel part of a community, to share their concerns and be prayed for if they wish. This initiative has been partly financed by the local Housing Trust, Paragon CHT, who have been very positive in partnering with the Church to improve relationships on the estate and to make a difference to the lives of some of the residents. The café also provides a platform for various local services that provide help and support to local residents. We held a short service of remembrance at the café last year, and continue to pray for more opportunities to offer something to residents who are searching for a deeper understanding of God and the Church. 15

16 In seeing where God was already at work and joining in, our Church Army Evangelist built on an existing holiday club run for non-church children by introducing three Praise Parties for the same group. These are held at Christmas and Easter, and a Light Party on All Souls Eve. As mentioned above, we hold a monthly Messy Church at St John s Church in co-operation with Walton Baptist Church. It has attracted families with little or no Church connection from the two local schools, and we are constantly developing the format to help those who come to enjoy and engage with the Bible stories we share. Within Walton the Church promotes and supports the Street Angels and the Walton and Hersham Food Bank. St John s is a food distribution point and we play an active role as a member of steering committee of the foodbank. We also work very closely with the Walton on Thames Charity. The Vicar is an Ex-officio Trustee of the charity and brings a particular insight to the needs of the people which other Trustees may not have. The charity traces its roots back over 800 years, as a provider of alms to the poor within the ancient Parish which then comprised what is now Oatlands, Hersham and Walton-on-Thames parishes. The charity has developed over the years and now provides sheltered housing at Fenner and Mayfield Houses, residential care at Sherwood House, the ownership and management of 4 large allotment sites, Burview Hall which is occupied by Mencap and Burwood Hall which is used by the Hersham Community Society. It provides grants to the needy, directly and through supporting other local charities, of around 200,000 per year. It provides, free of charge, the management of the Foodbank which includes the liaison between the supporting churches and the volunteers. More information is available at Walton is blessed with a diverse range of churches including Methodist, URC, Baptist, Roman Catholic, together with two free evangelical churches, the Kings Church and Cornerstone. We have had clergy fraternal lunches in the past but this has slipped a little recently. Nevertheless we co-operate well with the Baptist Church in particular in as mentioned earlier in organising the Festival of Light and Messy Church and through the revival of WCWT as also mentioned. We have an active and enthusiastic group of Bell Ringers who not only ring at St Mary's on a Sunday but engage with the local bell ringing community and participate in events and competitions. This group spearheaded the recent fundraising campaign to repair and rehang the Church bells. 16

17 The Mothers Union and the Wives Group meet on a regular basis at St John's providing support to women of the parish. In recent years, members of our congregations have attended Spring Harvest in Minehead. In 2014, 22 members of the parish went and returned full of the Holy Spirit. In 2015 we went with a group of over 50 people of all ages, all enthused by the good reports they had heard. Again everyone returned full of enthusiasm after a Spirit filled week. 17

18 FINANCE The finances of the parish are managed by a Treasury Team of: the Treasurer, Assistant Treasurer and the Planned Giving Recorder. The Treasurer is a member of the PCC's Finance Committee which develops the financial strategy for recommendation to the PCC and oversees the day to day finances of the Parish. Our income and expenditure for 2014, and our asset base, are shown over the page. As noted, the cost of maintaining our church buildings, including heating costs, is funded through a separate charity, the Church Fund, with payments being made at the request of the PCC. In 2008, the PCC made a bold choice to fund our mission with increased staffing for Children and Youth and Outreach, deliberately funded initially by winding down our significant reserves. Reserves have now diminished and our current account still operates at a significant deficit, masked in recent years by some sizeable grants and legacies. We have had a number of stewardship promotion drives which have helped to offset attrition as people move away but have not led to a substantial net increase in income. In order to sustainably and reliably fund our current commitments into the future, and to realise our vision, a significant uplift in Planned Giving will be required. This will be one area of focus for the incumbent and PCC alike. 18

21 THE DEANERY Emly Deanery comprises 13 parishes on the north-eastern edge of the Diocese. The economic profile of the deanery is relatively affluent although there are pockets of significant social deprivation. The church is involved in some of these areas through Food Banks and other support projects. Many people in the deanery commute to London using the good transport links. The deanery occupies the northern and central part of the Borough of Elmbridge. Most of the parishes have a single church and are focused around a discrete geographical area. Over the years this has been one of the factors that contributed to the deanery feeling a little more like a group of independent churches rather than ones that relate closely to one another. In recent times, however, this has shown signs of changing: an example of this is a Deanery Growing Leaders course running from September 2014 in which six parishes are participating. Other marks of collaboration are churches working together in secondary schools and in the training of communion assistants. The Deanery Synod is also seeking to engage actively with a mission and growth agenda, learning from what God is doing in the deanery s different parishes. A recent example of collaboration has been a mission initiative at St Mary's East Molesey. This involved the planting of a new congregation and leadership with the goodwill of the local incumbent, the support of the bishop via a BMO and a minister and team from another church in the deanery. This has already borne fruit and is being closely followed by the diocese in the light of its recent adoption of a church planting policy. The deanery chapter of just over 25 clergy meets six times a year, on most occasions sharing a lunch provided by the host vicar, and spends time in conversation and prayer. They also participate in a twice-yearly retreat at a retreat house in the deanery. The Lay Chair takes an active role in overseeing the life of the deanery with the Rural Dean. 22 Guildford Diocese comprises mid and west Surrey and a small part of north-east Hampshire, from the so-called commuter belt bordering Greater London and within the M25, to rural and open country including the North Downs. The diocese was created in 1927 and its cathedral, designed by Sir Edward Maufe, completed in Vision At the heart of Guildford Diocese is a desire to bring the grace and truth of Christ to this generation and the next. This is expressed in Common Purpose - our vision of growing communities of faith and engagement. Common Purpose is focused on growth in three key areas: Spiritual Maturity, Numerical Growth and Growing in Community Engagement. Spiritual maturity resisting superficial and simplistic Christianity in our secularised culture creating an ethos of commitment to worship, prayer and learning, both corporately and individually, in our churches and our schools encouraging lifelong discipleship and attractive, godly living Numerical growth resisting talk of decline as inevitable creating an ethos of expectation of new things because nothing is impossible with God encouraging all people to hear and respond to the Gospel of salvation Community engagement resisting isolation and inward looking, self-preserving attitudes creating an ethos of involvement that seeks to serve the world God has made and loves encouraging a practical concern for justice, right living and respect for all in our wider communities A culture of mutual support and encouragement between all who work and worship in every part of the Diocese, parish, fresh expression, chaplaincy and Cathedral, is essential to the outworking of Common Purpose. All the ministries, structures and departments of the Diocese serve this vision and work towards enabling engagement with it. Clergy working in our parishes play a vital role in creating and sustaining our vision; working collaboratively with those in the parish, with colleagues lay and ordained; with neighbouring parishes across the deanery and diocese in chapter and synod; investing time and resources in stewardship and administration. Safeguarding children and vulnerable adults is a priority for the Diocese of Guildford as we seek the outworking of Common Purpose with all clergy coming into the diocese receiving appropriate training in their first year in post. 22

23 STATEMENT OF NEEDS AND PERSONAL SPECIFICATION The journey so far: Over the past 20 years our parish has been on an amazing journey with God. Faith has grown through building a thriving network of home groups, actively running the Alpha course and developing our service pattern. Contemporary worship has become a growing part of parish life. We have extended our community outreach, spearheaded by our Church Army evangelists. There has also been considerable evolution in our Children and Youth coordination, including the employment of a Children and Youth Minister. This has led to an expansion in attendance and worship. The journey ahead: We have been on an exciting journey as a church but we recognise there is further we can go with God. We hope that with God s help we will grow in faith through serving, learning, praising, praying and deepening fellowship.
