1 Introduction Paul has patiently been giving instructions to Timothy about important issues that relate to the Church. The letter began with instructions about the Church and its message; teaching sound doctrine, preaching the glorious gospel, defending the faith (see chapter 1). Then Paul spoke of the church and its members (chapter 2-3); and the church and its minister (see chapter 4). Paul has addressed the issue of older saints (vv.1-2); widows (vv.3-16) and now church leaders (vv ). Paul will deal with the subject or respect and remuneration for the church leaders (vv ) and the issue of accountability and discipline of a church leader (vv.19-20). Paul then gives Timothy several charges concerning the conduct and behavior of church leaders; minister without partiality (v.21); guard ordination and guard yourself (v.22); take good care of yourself physically (v.23); and leave the judgment of others to the Lord (vv.24-25). Honor And Pay The Leader (vv.17-18) 1 Timothy 5:17 (NKJV)17Let the elders who rule well be counted worthy of double honor, especially those who labor in the word and doctrine. The office of the ruling elders refer to those who are responsible for the daily duties of the Church. It may refer to the Pastor or the Pastors in the Church but might also include those who serve in the Church in administrative duties or other duties. Paul himself uses the term especially those who labor in the word and doctrine to differentiate between teaching or preaching pastors and others who labor in the physical tasks associated with leading congregations. You will note three things; (1) Honor and respect which means to respect or acknowledge or recognize him. Hold him close to the heart; and the condition (2) rule well. The word rule (proistemi) is not really a regal word but rather a more general term that means to oversee, or supervise or look after! Here the expression does not mean control others but rather go first take the lead rule by example. The person worthy of double honor labors and works diligently and obviously. But there is one who is singled out the Pastors or leaders who labor in the word and doctrine (teachings). (3) Pay the Pastor. Pay respect. Provide material support. Honor carries with it the idea of not simply respect and esteem but it means to render what is due. In the ancient world A.T. Robertson points out there were numerous examples of soldiers being paid double salary for what we might call hazard pay. If a single denarius was the payment for a soldier; a scribe who could read and write or the pay master would receive two denarii. Is this an argument to pay the pastor twice as much as everyone else? No. What ever else the passage means it must mean ample, adequate, sufficient pay (see The Preacher s Outline & Sermon Bible; 1 Thessalonians Philemon; p.187). 1

2 Paul wrote to the Corinthians that those who teach from the Word should live from the Word (see 1 Corinthians 9:1-14). Paul has also warned of the dangers of an unhealthy preoccupation with money and what it can buy. A congregation can swing in two different directions that are equally harmful. Elevate the Pastor and place him on a pedestal and ignore and excuse his sin. The other is find fault and failure in everything his appearance, dress, etc. etc. etc. Churches cannot and must not overlook pastoral sin. Sometimes shocking and shaming information comes to light about a Pastor s behavior. Extramarital infidelity theft of church funds; wife or child abuse; drug or alcohol abuse. Certain things cannot and must not be ignored. Support and appreciate your pastor. Labor in the word is just that work. How can you help? Encourage those who serve in the Church. Make sure the Elders provide an adequate salary. But provide emotional support as well. Express appreciation. Provide little surprises from time to time. Our ministers should know that we love them and care for them. 18For the Scripture says, You shall not muzzle an ox while it treads out the grain, and, The laborer is worthy of his wages. Paul supports his view that Pastors can be paid by quoting Deuteronomy 25:4 and by making reference to what Jesus says in Luke 10:7. Paul calls both Scripture (Old Testament and New Testament). In the ancient world oxen were used to pull a millstone crushing and grinding the grain for meal. The oxen were never muzzled but allowed to eat as much grain as was necessary to accomplish the task. As he grinds and grinds away at the harvest of souls for God and His church, the minister is to be given more than enough financial support (see again Preacher s Outline & Sermon Bible; 1 Thessalonians-Philemon p. 187). The Ox can dip into the grain but the Pastor must not dip into the finances of the Church. There must be propriety and accountability. Wise churches do not simply create the appearance of accountability but must provide real accountability. The people who collect the money and count the money and spend the money should be different. Clearly those who serve in the Church should not be motivated by money but they should be paid a fair wage or fair payment for services. Paul refused payment from churches that he served but clearly believed that each congregation should offer adequate support for leaders (see 1 Corinthians 9:4-10; Galatians 6:6). Accountability And Discipline The Leader (vv.19-20) 19Do not receive an accusation against an elder except from two or three witnesses. 2

3 Pastors should try to be peacemakers rather than troublemakers. But what happens if a Pastor causes problems? Paul does not allow unaccountable behavior. But when people work together there are sometimes problems and difficulties. The church and its leaders and its members are not exempt from mistakes, faults, and sins. Criticism finds ample opportunity. But criticism often takes two forms warranted and unwarranted. Motivations may be improper and impure; pastors fail to meet expectations, personality clashes. Paul uses the Old Testament standard of two or three witnesses to establish facts (see Deuteronomy 17:6; 19:15; Matthew 18:16; John 8:17; 2 Corinthians 13:1). All charges against the elder should come from two or three witnesses. The matter should be given honest consideration. There can be no partiality (see v.21). Even with two or three witnesses we do not always render a guilty verdict. A thorough investigation of the charges should be made. We should allow the elder every consideration. In our own culture there is a presumption of innocence until proof is offered that supports a guilty verdict. When Paul says do not receive an accusation does not mean ignore or support ignoring charges. The expression do not receive an accusation has a sense of careful caution rather than rejection. Accusations must be treated fairly and seriously. When a church fails to handle matters it can cause serious harm. Books have been written about Church abuse and clergy abuse. Every church should have a well thought plan to handle grievances. 20Those who are sinning rebuke in the presence of all, that the rest also may fear. When the evidence supports a guilty verdict the offending officer must be dealt with in the presence of all that means in the open in the public. Does this public censure include everyone or just the elders or leaders or pastors? I am going to suggest to you that public offense often requires public confession. I am also going to suggest that those who are sinning means those who persist in their sin or fail to repent of their sin. Care And Character Of The Church Leader (vv.21-25) 21I charge you before God and the Lord Jesus Christ and the elect angels that you observe these things without prejudice, doing nothing with partiality. You will note that Paul gives Timothy charges or orders. A charge was something meant to open the eyes and awaken the mind! The charge is directed to the ruling elder (Timothy) or the minister or the leader and is given before God and the Lord Jesus Christ and the elect angels. In this case I think Paul calls on God and the Lord Jesus Christ and the elect angels as witness to the 3

4 charge. You will also note that God and the Lord Jesus Christ are separate witnesses. The elect angels are those angels who chose to honor and obey God rather than rebel against God. These are the angels commissioned by God to watch over the affairs of man (see Hebrews 1:14). Paul charges Timothy to observe these things (what things?). Honor and pay the pastor (see vv ); discipline the pastor (vv.19-20). And in short order Paul gives four charges: 1. Be fair and impartial (v.21). 2. Guard ordination (v.22) 3. Care for your body and its weaknesses (v.23) 4. Leave certain judgments to God (vv.24-25). Fair And Impartial (v.21) Partiality and prejudice are forbidden. Like a judge the Pastor must be firm and fair. Once again the command reveals the ever present temptations that plague the Pastor. Clearly racial discrimination or economic circumstances or physical handicaps must not serve as the guiding factors in decision making. The Pastor is welcome to have friends and form partnerships with key leaders; but the Pastor must not and cannot show favoritism or partiality seeking certain people while ignoring other people. If we continue in prejudice or discrimination or are allowed to show partiality we face God s judgment and discipline. We cannot make decisions based on the fear of men but rather on the fear of God. We cannot make decisions based on perceived power or position. Deuteronomy 1:17; You shall not show partiality in judgment; you shall hear the small as well as the great; you shall not be afraid in any man s presence, for the judgment is God s. The case that is too hard for you, bring it to me, and I will hear it. The Pastor is forbidden to refrain from preaching or teaching certain passages of Scripture for fear that it might offend some. The Pastor is forbidden to admire or pay greater attention because of wealth, celebrity or social position or political office. This does not mean the Pastor is free to ignore the celebrity or politician. We must not secretly show partiality; (Job 13:10) He will surely reprove you, if ye do secretly accept persons. In Proverbs 24:23; These things belong to the wise. It is not good to have respect of persons in judgment. Guard Ordination (v.22) 22Do not lay hands on anyone hastily, nor share in other people s sins; keep yourself pure. 4

5 We could spend a great deal of time on this passage. The charge is to guard ordination and to guard oneself. The laying on of hands here means the ordination of leaders to the ministry of the Lord Jesus Christ. It may mean the laying on of hands of ministers or pastors who have fallen into sin and have been disciplined and are now seeking restoration to ministry. Whether the charge is to wait patiently in the ordination process or to wait patiently in the restoration process the charge remains good advice. Look carefully at the word hastily or suddenly. We are not to elevate quickly to leadership but patiently. Young believers need time to mature. Young believers have not always developed the proper skills or tools to conquer temptations and the refrain from the sins that marked their lives as unbelievers. The immature or untested believer may slip back into an old life-style and bring shame to Christ and the Gospel. All believers must be given time to grow and immature before ordination. Undue haste in Christian appointments has...led to unworthy men bringing havoc to the cause of Christ (Donald Guthrie: The Pastoral Epistles p. 107). Before a man gains promotion in business, or in teaching, or in the army or the navy or the air force, he must give proof that he has earned it and that he deserves it. No man should ever start at the top. A man must give proof that he deserves a position of responsibility and leadership. This is doubly important in the Church; for a man who is raised to high office and who then fails in it or brings discredit on it, brings dishonor, not only on himself, but also on the Church. It a critical world the Church cannot be too careful in regard to the kind of men whom she chooses as her leaders (William Barclay; The Letters to Timothy, Titus, and Philemon, p. 136). Pastors be encouraged. The passage also means that there is forgiveness and restoration for the fallen Pastor. The Pastor should not be restored suddenly or re-ordained suddenly. Ministers are to wait and show evidence that: repentance is genuine rededication and recommitment to Christ is proven reunion with Christ is reflected in godly character and godly living the peaceable fruits of repentance are revealed in a humble and broken and contrite heart. The Church does not reject or retreat from the brother during the time of repentance and restoration. We embrace and love and nurture and care. We are not driven by fear or suspicion but love and care. We trust and verify. Galatians 6:1; Brethren, if a man is overtaken in any trespass, you who are spiritual restore such a one in a spirit of gentleness, considering yourself, lest you also be tempted. The minister and the church that ordains is responsible for that ordination. The man or the church or lays hands on a man for ministry who knows that man to be unfit shares in his sin. 5

6 The church that would ordain those who practice homosexual behavior are guilty of deep sin. In God s eyes the man or church who does such a thing shares in that person s sin. And is therefore guilty of said sin. This is the meaning of the exhortation when ordaining men do not become partakers of others mens sins keep yourself pure. Purity would be a powerful partner in avoiding partiality. But purity also provides protection for the Pastor and his church. Care For Your Physical Health (v.23) 23No longer drink only water, but use a little wine for your stomach s sake and your frequent infirmities. Some people who struggle with alcohol dependence have fled to this verse for comfort and support. Think about the context again. Paul is speaking about church pastors, leaders, elders. The very fact that Paul says, no longer drink only water implies that Timothy had made the decision to abstain from strong drink. Since Timothy was suffering from some sort of ongoing physical issue Paul encourages him to use a little wine for your stomach s sake not for you tongue s sake or social sake or to have a little buzz or self-medicate for the rigors of ministry. Clearly this is medicinal. The charge seems to be do not neglect your health. Pastors do not neglect your health....a little wine probably means two or three tablespoons. It does not mean Tequila shots or pitchers of Sangria. Clearly the meaning is not simply in the manner and amount of alcohol. It means take care of your health. Guard your health. Exercise and eat right. Eat healthy food. Have regular checkups from your doctor. The body does more than just house the mind or the spirit. What about alcohol consumption? What about prohibitions? Clearly Paul allows a little alcohol for medicinal purposes and condemns drunkenness. Where do we go to get answers? The Christian has great liberty and freedom; but in that freedom is to exercise self control, moderation, discipline. Leave Certain Judgments To God (vv.24-25) 24Some men s sins are clearly evident, preceding them to judgment, but those of some men follow later. Ministers, teachers, elders, Pastors deal with people and their sins. We deal with weakness, with sins, with strength and virtues. We are often tempted to pass judgment on people inappropriately or prematurely. We do not always have all the facts or are able to discern 6

7 motives some are clearly seen some are not so clearly seen. What is Paul saying? Leave the judgment of others to God why? Because sin is not always clearly seen and because good is not always clearly seen. 25Likewise, the good works of some are clearly evident, and those that are otherwise cannot be hidden. Both verses 24 and 25 explain why Paul instructed Timothy to choose church leaders carefully. Hasty assessment of men for leadership positions could mean overlooking sins or good qualities; then unqualified men might be chosen and qualified men set aside. The hard fact is that in time, a man s true personality is revealed, for better or worse. It is far better for the church when leaders are carefully and prayerfully selected (see Life Application Bible Commentary; 1&2 Timothy & Titus; p. 114). Conclusion For the sake of the Church its leaders need support. Leaders are the special target of Satan s attacks. For the sake of the Church Timothy needed to be fair. For the sake of the Church Timothy need to avoid favoritism. For the sake of the Church Timothy had to exercise Pastoral discipline. 7
