1 Job Description Date Revised: July 13, 2015 DIRECTOR OF HISPANIC MINISTRY I. POSITION IDENTIFICATION A. Hours: 40+ hours per week, 12 months per year B. Benefits: Full benefits C. FSLA designation: Exempt Learned Professional D. Reports to: Manager of Staff E. Direct Reports: None F. Receives work direction from: Bishop, Vicar General. G. In collaboration with Pastors of Parishes with Hispanic Ministry, provides work direction to: Parish and Area Faith Community Hispanic Ministers, parish Hispanic Ministry Committees, diocesan Hispanic Ministry Coordinating Committee H. Resource person to: Bishop, Office of Religious Education and Adult Faith Formation, Office of Youth Ministry, Office of Worship, other diocesan offices, Pastors and Pastoral Administrators, and Parish/AFC Religious Education Coordinators II. PRIMARY PURPOSE OF THIS POSITION The Director of Hispanic Ministry provides leadership and support for area and parish ministry with Spanish speaking residents and their families, including providing pastoral ministry in parishes with significant Hispanic populations but without Spanish-speaking leadership. This person directs the training and in-servicing of area and parish leadership in Hispanic pastoral ministry, catechesis, worship, and outreach. He or she also coordinates Spanish-language pastoral formation and catechesis on the diocesan level. III. CHURCH EMPLOYMENT RESPONSIBILITIES Employment in and by the Catholic Church is substantially different from secular employment. Church employees must conduct themselves in a manner which is consistent with and supportive of the mission and purpose of the Church and the Diocese of New Ulm. Their public behavior must not violate the faith, morals or laws of the Church, such that it can embarrass the Church or give rise to scandal. It is required that the employee filling this position be an active, practicing Catholic in full communion with the Roman Catholic Church.* IV. REPRESENTATIVE RESPONSIBILITIES A. Is present where needed, and ready to work as needed to meet responsibilities. Is present and working during Pastoral Center office hours, except for times when job responsibilities require that these duties be carried out elsewhere. Recognizes situations 1
2 requiring additional effort and responds appropriately. Contributes extra time when necessary. Provides an example of punctuality and attendance. Generally ensures that all is taken care of and ready.* B. Helps create a productive and harmonious work environment. Promotes good morale, adequate communication and cooperative teamwork.* C. Articulates and supports the mission and goals of the Diocese of New Ulm. 1. Is able to explain how the mission and goals of the diocese are carried out in the area of Hispanic Ministry.* 2. Serves as a resource to the Bishop on issues of Hispanic Ministry, as well as for liturgies.* 3. Works to conform all the goals, objectives, programs, and activities in the area of Hispanic Ministry with the principles of the current Plan for Parishes and the current Pastoral Plan for Hispanic Ministry (both available for download on the diocesan Web site).* 4. Working with the Hispanic Ministry Coordinating Committee, coordinates the planning, consultation, writing, and revisions needed to maintain a current Diocesan Pastoral Plan for Hispanic Ministry * 5. Promotes and implements the 1987 National Pastoral Plan for Hispanic Ministry.* D. Provides leadership and support for area and parish Hispanic Ministry. 1. Provides pastoral ministry in parishes where the Pastoral Leader is not fluent in Spanish and/or where there is no one hired specifically to respond to the pastoral needs of the Hispanic community. The Diocese of New Ulm Hispanic Community is diverse and currently includes people of the following cultures: Honduran, Mexican, Mexican-American, and Guatemalan.* 2. Helps form, coordinate, and energize area and parish Hispanic Ministry committees where the Pastoral Leader is not fluent in Spanish and/or where there is no one hired specifically to respond to the pastoral needs of the Hispanic community. Puts together the agenda, facilitates meetings, and documents the minutes for these meetings as needed. Identifies and Mentors local Hispanic leaders.* 3. Works collaboratively with and serves as a resource to Pastoral Leaders and area, parish, and school personnel in Hispanic ministry. Meets regularly with Pastoral Leaders and relevant staff members, such as Religious Education Coordinators.* 4. Meets regularly with area and parish Hispanic ministry personnel. Visits and monitors area and parish Hispanic ministerial activity.* 5. Works with Pastoral Leaders to ensure that the sacramental and pastoral needs of migrant workers in their areas and/or parishes are met.* 6. Prepares the monthly bulletin in Spanish for parishes that do not have the resources.* 7. Prepares seasonally the liturgical music/song selections for all Hispanic worship sites. Provides instrument and choir materials where needed. Drives standardization for music materials, such as hymnals, to minimize expenses and maximize the benefit when multiple Hispanic Communities come together for worship.* 8. Is a resource for cultural diversity training in parishes, Catholic Schools, and the diocese.* 9. Serves as resource for Spanish versions of Papal, USCCB, and MCC documents pertaining to Hispanic Ministry issues and concerns. 10. Drives connectivity and opportunities for sharing interactive training at multiple sites on important topics for the Hispanic community. 11. Help identify Spanish speaking clergy who might be available from time to time to 2
3 celebrate and/or preach at Mass and offer Reconciliation. E. Directs training and in-services for area and parish Hispanic ministers. 1. Helps identify, train, and monitor Spanish-speaking pastoral leaders, parish staff, and volunteer ministers for diocesan, area, and parish ministry.* 2. Provides in-services for catechesis, worship, and outreach as needed.* 3. Leads regional in-services for ministry enrichment and development.* 4. Collaborates with the Office of Continuing Education of the Clergy to identify and educate the Pastoral Leaders who would like or who need further Spanish-language study and cultural preparation for ministry.* F. Coordinates Spanish language pastoral formation and catechesis. 1. Guides and monitors the work of the Hispanic Youth Minister. Meets with this person regularly to plan initiatives and activities and review progress. Participates in the hiring process for Hispanic Youth Ministers.* 2. Adapts adult evangelization/catechetical approaches for the Spanish speaking and integrates them with area and parish English approaches. This includes education in apologetics. Works with parish/afc staff to accomplish this implementation.* 3. Develops a pastoral formation program for Spanish-speaking candidates.* 4. Coordinates the diocesan adult lay formation programs, Llamados a Servir/Called to Serve and Enviados a Servir/Sent to Serve.* 5. Assists with Sacramental preparation for Baptism (parent program), Marriage (including retreats), and Confirmation. 6. Assists with RCIA for Spanish speaking communities. 7. Plans and coordinates the annual Hispanic Youth Retreat.* 8. Develops a mentoring program for permanent diaconate or lay ecclesial ministry candidates whose first language is Spanish.* G. Maintains diocesan participation with the proper state, provincial, regional and national organizations that support Hispanic ministry. 1. Participates in Region VIII meetings of Directors of Hispanic Ministry held three to four times a year and helps to implement regional retreats and workshops offered to the parishioners and/or Pastoral Leaders of the dioceses.* 2. Holds membership and is active in the National Catholic Association of Diocesan Directors of Hispanic Ministry, as well as other appropriate organizations dedicated to this ministry.* 3. Attends one national convention per year, as needed.* 4. Works to develop a network of support and ideas for Hispanic ministry.* H. Directs the Office of Hispanic Ministry. 1. Attends regular diocesan staff meetings and other functions, including Days of Reflection held periodically.* 2. Supervises Hispanic Youth Ministers (when someone is working in this position).* 3. Maintains adequate records of Hispanic Ministry activities of the diocese.* 4. Provides and maintains Hispanic Ministry resources for staff and parish use. Selects print, audio, and video resources for the ministry.* 5. Serves as an ex officio member of the Hispanic Ministry Coordinating Committee. Plans the agenda and calls to order the meetings held three times a year.* 6. Develops and monitors the Hispanic Ministry office budget. This budget should consider reimbursable expenses such as travel and/or materials for AFC and local parishes when they are actively supporting the Diocesan Hispanic Ministry goals.* 3
4 7. Keeps up to date on the social issues affecting the immigrant Hispanic population. Cultivates a basic understanding of immigration law.* 8. Organizes and promotes parish and diocesan efforts to effect change in the public and political arenas around social issues affecting the immigrant Hispanic population. 9. Fulfills other responsibilities as assigned by the Bishop or Manager of Staff, or as identified by the employee and approved by the Bishop or Manager of Staff.* The responsibilities above that are followed by an asterisk ( * ) are essential functions of this position. More detailed listings of duties and tasks may be found in supplemental documents, including the diocesan Personnel Policy Manual. V. POSITION QUALIFICATIONS A. An active, practicing Catholic in full communion with the Catholic Church. B. Comprehensive knowledge of the Catholic Church s teachings as evidenced by a minimum of a bachelor s degree in theology, Catholic Studies, or a related field. Master s degree strongly preferred. C. Knowledge and familiarity with the current diocesan Plan for Parishes and the current Pastoral Plan for Hispanic Ministry (both available for download on the diocesan Web site). D. Comprehensive knowledge of Hispanic Ministry ecclesial documents, including the 1987 Hispanic National Plan for Hispanic Ministry and Hispanic National Encuentro documents. E. Solid understanding of the social teaching of the church as outlined in the Compendium of the Social Doctrine of the Church, and as contained in such encyclicals as Rerum Novarum, Quadragesimo Anno, Pacem in Terris, Populorum Progressio, Laborem Exercens, Sollicitudo Rei Socialis, Centesimus Annus, and Caritas in Veritate. F. Familiarity with the complex social issues that confront the immigrant Hispanic community, for example, the legalization and naturalization process. G. Familiarity with just systems and models of social action and organization. Ability to promote parish and diocesan efforts to effect change in the public and political arenas and to join in coalition with other groups, networking at the national level. H. Experience working with Spanish-language pastoral ministry, catechetics, worship, and outreach. I. Spoken and written fluency in English and Spanish. J. Ability to drive a car. Possession of a valid driver s license. K. Amenable to continuing education as required or requested. All position qualifications must be clearly demonstrable to the employer. VI. Exercises solid leadership skills and sound, proficient judgment in overseeing Hispanic Ministry events, especially in resolving difficult situations that might arise through unforeseeable circumstances. E. Exhibits organization, dependability and cooperativeness. F. Demonstrates continued growth in the knowledge and application of Church teaching and the mission of the diocese. G. Remains calm and patient in stressful situations. H. Demonstrates openness and honesty in communicating with others, while exercising discretion in confidential matters. I. Understands different points of view in practical affairs and works toward consensus. J. Demonstrates strong organizational and administrative skills, especially in the areas of program design and implementation, record keeping, budgeting, delegation, and scheduling. K. Understands good communication principles and cultural communication patterns. Demonstrates the skills needed to work effectively with parish and diocesan staffs, committees, and colleagues. VII. PHYSICAL REQUIREMENTS A. Observes regular work hours. Shows up early for events requiring preparation and on time for other scheduled events. B. Works evenings and weekends, and longer work days, when required. C. Sits, stands, and is able to access files in upright four-high file drawers. D. Sees, hears, and speaks well enough to competently give presentations and engage in conversations. E. Writes with the hand and takes notes. F. Uses the telephone to send and receive calls. G. Operates a computer, including use of the keyboard, for hours at a time. H. Lifts office and curriculum materials up to 20 pounds using proper lifting techniques. VIII. SIGNATURES A. Employee.
