1 South-Central Synod of Wisconsin 2018 Bishop Election Survey Summary Research and Evaluation Evangelical Lutheran Church in America January 2018 Between December 19, 2017 and January 15, 2018, the South-Central Synod of Wisconsin, in partnership with Research and Evaluation, fielded a brief questionnaire to rostered leaders and lay people asking for expectations and direction for the synod as it looks to elect a new bishop. The questionnaire was available via and social media; 150 responses were received, and a summary of those responses follows. Respondents shared the two things they believe God is calling the synod to be and do over the next six years; well many comments were received (see Appendix A for frequencies and comments), generally respondents want the synod (and its congregations) to be welcoming and make disciples. They want the synod to be peacemakers and stand for justice. The synod should focus on spreading the gospel and provide congregations with assistance and guidance, especially in the form of pastoral care for pastors and leadership development. The expectations of the synod are in line with the sampled comments above: 37% of respondents want to expect the next bishop to provide pastoral care of pastors; 32% percent want the next bishop to work with congregations during crises and traditions; and 30% percent want the synod to work on developing leaders. While there is parity in expectations, some differences between rostered ministers and non-rostered or lay folks exist. For example, 19 percent of rostered leaders said strategic planning should be a primary focus of the synod, compared with eight percent of lay respondents. On the other hands, 20 percent of lay respondents indicated children, youth, and family ministry should be a priority compared with three of rostered leaders. Differences are reported and noted in the appendix. Regarding ways in which the synod should focus on supporting congregations, more than half of respondents want the synod: to help congregation increase vitality and sustainability (52%); and connect congregations with their communities (51%). 2 A smaller yet notable percentage of respondents want the synod to support congregations in welcoming and including all people (47%) and identifying ways in which congregations can collaborate (43%). Finally, 36 percent of respondents want the synod to help promote spiritual practices and discipleship. Here again, we see some differences in where foci should lay based on respondents rostered status: Half of rostered respondents want the synod to focus on helping congregations with missional reflection and development compared with 23 percent of lay respondents. Promoting youth and family ministry was selected by 32 percent of lay folks and seven percent of rostered respondents. Respondents were also asked to share what they feel the bishop and synod should expect of them. Many comments seemed to be around support, not only in the financial sense, but also by participating in synod events and initiatives and in terms of the mission plan or vision as well as prayer. Some offered leadership and openness to those outside the congregations doors while others said they will give encourage and honesty. Finally, congregations should expect some of the following from the bishop and synod staff: honesty, administrative support (be it annual visits or during the call process or in times of transition), engagement and resources. Additionally, clear communication will be important. Also, the synod should have a clear and defined vision or goal the congregations can focus on and move toward. The synod office should be responsive and help congregations and staff in serving the Lord. Lastly, the office should be visible and not just during times of crisis or conflict. To close, respondents would like to see the next bishop focus on pastoral care of pastors, work with them doing transitions and crises, and help develop leaders. The synod can support congregations by helping them increase vitality and sustainability, and connecting them with their communities. The bishop can expect financial and prayerful support from congregations and encouragement. (First ) Open-Ended s Go forth, making disciples of all nations...starting here at home. Support the equipping of pastors and congregations to move from membership to discipleship--this means to assist congregations in refocusing from the membership model to equipping all people as disciples who are trained to do ministry in everyday life. This will greatly improve the health of our congregations in many fundamental ways including outreach and stewardship. When people realize they are called to be disciples and empowered and equipped, they do make a difference and truly connect with those outside the body of Christ based on their own gifts and experiences. change and adaptation: we must become something more than Sunday morning social clubs. They need to engage younger generations through greater partnerships with college and university campus organizations. High school students are being lost and the lack of young adults will cause the death of the church. 1) Continue to support and be a resource to congregations for mission vitality and growth (by mission, I mean: Praying for God's guidance asking for God's direction for the Synod and its congregations ministries, robust outreach, social projects that help local, state, national and/or global levels, and evangelism and stewardship education.) To engage with our community and work for justice. To do God's work and share his good news by serving our peoples in this region, all cities, all churches, all races! Working to share his grace and faith. emphasis on Martin Luther's and Paul's teachings and the real meaning of the Gospels. Determine the "why." To be welcoming to ALL people. Not just those with Lutheran backgrounds, white skin, Scandinavian ancestors. I believe that God is calling the synod to be a voice for those who are being marginalized by our society/government. To speak out against the injustices of the country and world. I also believe that the synod is called to help the pastors/churches in the synod to learn how to be better to show that Christianity is truly about love of one another, inclusiveness, openness to understanding and learning from one another, caring for the marginalized, and being vocal when injustices occur. I do not know. Perhaps part of the job description of our new bishop might be to help us answer this question. To be a welcoming presence to all people and spread the good news of Jesus Christ Justice. We need to take a firmer stand on the political front. We need to be bold enough to be at the capital and renounce the governors ideas and ideology. We need to stand up to the president of the USA and expect him and other congressional leaders to be caring compassionate in their decisions. I think the church, the synod and congregations shy from political involvement because we are afraid it will offend parishioners. We need to be more pro-active to help all people see that some leaders are not walking in the paths of the light of the world. Peacemaking/forgiveness training and work in care of creation The synod staff/office: To be a leader, role model, and resource for congregations regarding how to be church in the world, especially in response to local, national, and global events. I think we are called to rightly administer the sacraments in as many contexts as possible, while honoring smaller churches who have led faithful lives in service to the larger church for decades; my folks fear having to close or being closed from without from authority on high a great deal. Care for God's Creation. We need to keep this in the forefront and be aware of how our actions affect others. We need to be leaders in this area. To be a welcoming place to all people, proclaiming the Good News of God's reconciling love for all creation through God's Son Jesus Christ. Innovate in the spread of the Gospel. I believe God is calling this Synod to be a safe Haven and refuge for our neighbors living in poverty, living with food and shelter uncertainty, by increasing our awareness of food and shelter uncertainty in the Synod's neighborhoods and making common cause churches already working to provide food and shelter. Voice to help moderate the political divide in our country. Provide congregations with connection and assistance. Bring congregations together. (First ) Interesting question to think about. I would recommend implementing ways of involving more pastors in some type of cooperative structure where they are engaged with each other in meaningful ways that would include some forms of decision making, distribution of resources, spiritual development, and networks of churches. Cooperative churches is an interesting strategy these days for an emerging church. To be bold in our witness of God's unconditional love for all people, especially the marginalized, the vulnerable in our communities by taking an active role in collaborative work, across denominational lines to be not only a voice but the hands and feet to make God known Continue to provide the services the synod office is currently providing. Inclusive & pastoral Spiritual concerns of people above "money & numbers" "business only" approach Ecumenical outreach - community building More education for rural churches to help them understand the diverse world we live in. I believe God is calling this synod to reach out to more and diverse people with the good news of the love of Christ. Be a welcoming group working towards equality for all. It seems that in this time of increasing anti-christian rhetoric, we need to find ways to work together as congregations. A starting place is to work together as ELCA congregations to bear witness to the communities where we live. to care for the hungry, homeless and all those in the most need; to equip pastors and congregations to grow in the ministry of word, sacrament and outreach. Continue to bring attention to social actions including human trafficking, women's rights, LGBT rights and concerns, among others. Discussing these difficult and sometimes controversial topics demonstrates the ELCA and our faith play a vital role in our society. Continue supporting clergy and lay leaders in their roles, and continue to look for ways to encourage more people to consider becoming pastors. I believe God is continually, constantly calling our synod to become more and more a community of compassionate, caring followers of Jesus seeking to share God's gracious love through actions and advocacy for justice. Raising awareness of the plights of those who are refugees, immigrants, homeless, incarcerated, poor, hungry, lonely, oppressed, trafficked, etc., is a first step. Then encouraging and empowering members to live out our faith in active participation in society for the common good. The Synod should have all churches in the area to work more closely together and share each other's talents of preaching together at each other's church more often so we,become more familiar with all Pastors in the synod it should be family. 1)Heed Peter Drucker's advice: "The mission of nonprofits (including churches) is to change lives. The function of management is to the make the church more churchlike, not to make the church more businesslike. An organization begins to die the day it begins to be run for the benefit of the insiders not for the benefit of the outsiders. Know the value of planned abandonment; you must decide what not to do. Focus on opportunities, not problems; most organizations assign their best resources to their problems, not their opportunities." 2) Do the Gospel as outlined in Matt 25 instead of talking about the individualistic pietistic "comfortable Jesus" of the 1800s. 1.Make sure the Gospel is being spread by the area churches. 2. Assist Pastors in the leadership roles and give them the support and training to help them continue leading their flocks. Provide public witness to the gospel of Jesus and the grace of God that welcomes all and calls us to love and serve our neighbor. 1. To Continue to be a witness to Christ within the changing demographics of South Central Wisconsin Be an advocate for the poor. To help its churches renew their worship and stewardship To provide support for all congregations that are experiencing declining attendance in how to best handle these current situations. This includes clergy support. To support and care for immigrants in whatever capacity is needed. If we need to be more politically active, then encourage us to do so. A call to the radical gospel. Stand with those in need of food, homes, jobs, and value as a child of God. (First ) Consider replacing the term Evangelical in our title! This term has unfortunately taken on a political meaning and no longer communicates our core values as a faith community. It is a term that turns off many Millennials rather than communicating we are a loving, service oriented, faith community of believers. Millenials need to hear our message of love for one another and for service for others. To assist synod congregations in times of turmoil. To work for equality among all people. More discussion and action about the declining numbers. To stand up for justice and honesty. Continue to expand efforts to reach out to the less fortunate among us - the homeless, single-parent families, veterans with invisible but severe war-time wounds, immigrants (without regard for documentation), etc. I believe God is calling this synod to strengthen community by modelling, and teaching, civil discourse. We must, as members of the Body of Christ, as residents of the cities, towns, villages, and rural areas within this synod, and as U.S. citizens, learn to relate to one another in ways that nurture and strengthen healthy community, regardless of our differences, whatever they might be. Reach out in love and help to those in need. Strengthen churches to be church in the community. Spread the gospel. Let people know that "Church" isn't a bad place. It is a place of fellowship (friends gathering together to be inspired, to inspire each other, to help others.) It is a place where all people are welcome. renew congregations & leaders I believe God is calling this synod to be united in the mission of God to love all of our neighbors in the community. This includes pushing for more inclusion of community members that may not identify with the majority of those that live in south central Wisconsin. As a synod, we need to gain a better understanding of who our neighbor is and how we can be hospitable to them. I think that our synod needs to continue to build on the work that the current synod staff has been doing. More connecting, building up, and finding a positive focus is always in order. I think we are already heading in a wonderful direction. Taking the gospel of Christ and sending it out into the community and the world via our talk and our walk and the work of our hands. the new churches that are fitting into groups that are often overlooked/ignored... like the church that meets outdoors. Ensure our congregations of the importance of God in our lives in this troubled world. Everyone needs assurance God is near and does hear our prayers. The congregations' needs and well being should come first. Once those are met, the congregational members automatically (I believe) carry those words and actions further. Continue to deepen the healthy integrity of the office of Bishop that Bishop Mary has begun in our synod Churches of today are challenged in many ways. Most are resource challenged and unable to secure the technical resources to meet the administrative and policy demands of their ministry. While spiritual needs, community needs, tax laws, accounting regulations, and insurance needs continue to evolve and change; most churches however are still operating as they did in the 1950's and 1960's. The SCSW is uniquely positioned to provide local churches with education, information and technical support to develop healthy, well run organizations. Able to make sure congregations can flourish. Support of Diakonia. Reach out to help and support all who are vulnerable and in harm's way, especially the homeless. Participate in efforts to increase the availability of affordable housing for people who are a paycheck or doctor's bill away from becoming homeless. I believe that God is calling us to bear witness to God's love in this the world, and in our communities in particular. We bear witness by what we say, how we say it, and by our actions. God's love is for the world, not just to those who agree with us, so we need to understand this in order to be effective. A passionate preacher/teacher/prophet who will help the Synod think, dream, plan and pray creatively to be church in this day of age. Effective communicator who will colaborate with Synod office, Synod council and pastors to see this dream come true. To empower pastors and congregations to live and proclaim the Gospel in a declining empire. To study, know, and teach the God of scripture revealed in Jesus Christ who comes to us in Word and Sacrament. To engage in social justice that safeguards the human dignity of all people. To engage in the care for God's creation that is in crisis due to human induced climate change from the impacts of global warming. (First ) Take care of pastors and congregations. In today's climate of "political Christians" it will be important to be Luther's "little Christs" without saying so: To befriend the marginalized To walk side by side with Atheists, UU's, actually all faith traditions as well as people of no faith in efforts to heal what is broken in our communities To embrace cultures in the world that are unfamiliar To continue to take a stand in support of ecology, individual rights, and other volatile issues To develop and support pastors and lay leaders in order to provide leadership and energy to the on-going life of congregations. Get more youth involved with volunteer opportunities. To Grow - The next Bishop must be an extrovert! Recruit more lay and ordained leaders for the synod and church. I think we should be more conscious of the Gosple. I feel sometimes we are more interested in keeping up with worldly things than Christ A support to those serving in the parishes To extend outside the boundaries of buildings to BE THE CHURCH in the communities and around the world. To provide compassionate care to those less fortunate in our own neighborhood s. To grow the church To be a public witness to our faith in Jesus Christ. Standing with our brothers and sisters who are in need and to stand for justice locally and globally. This can be a difficult task in our current political environment with the diverse membership within our congregations. Yet we should find ways to make a stand and be tolerant of the views of others. To share the gospel and care for God's crestion Emphasis on youth, reaching out via schools, both public and private. Emphasis on bible teaching on the local and synod levels. Continue Connect teams. Social Justice - being a voice for those whose voice is marginalized. Supporting Deacons and lay leaders Continue to be a community of God reaching out to all with no exclusions based on race, sexual preference, age, gender, socioeconomic status. Sharing the good news of the Gospel with people who have not yet heard and/or who have not yet begun a life of discipleship. The Lutheran church needs to stand for Christian Principles in and era where white nationalism and neo-nazi rhetoric is actually being listened to. Back to the basics on brotherhood and love thy neighbor. Help churches to find ways to attract younger people to the congregations in South Central Wisconsin. Speak passionately yet compassionately about the political turmoil we are experiencing in the US right now. The default setting is to say nothing since our congregations reflect the divisions, but silence will lead to more deterioration. "Draft" and facilitate matches of pastors and deacons with congregations in need of gifted rostered leaders. To be a voice of the gospel in this weird conflicted world in which we live. Speak up for those who have no voice in national issues. Share Jesus with everyone. Continue to work for the resettlement of refugees and immigrants. I believe God is calling the congregations of this synod to be louder & prouder about our dedication as ELCA Lutherans to social justice and God's love and grace for the entire world. More congregations should be empowered and encouraged to be RIC. I believe God is calling our synod to reach out to people who don't go to church and don't plan to go to church. One of the first openings for this kind of ministry may happen at funerals and weddings of those who don't belong to a church. If those from these funerals or weddings are open to experiencing more of God's grace, they can be given a schedule of when and where they might find people to talk to at coffee shops all over the synod. Rostered and lay people could volunteer time at these coffee shops in order to be available to those who might wish to talk. The synod could provide opportunities for volunteers to develop a grace-filled approach to those whom they meet at these locations. Reach out to the inactive members and encourage new members to join empower congregations to grow disciples Restoring divisions in the United States. God is calling us to be a voice for those who cannot speak for themselves as important decisions that affect our most vulnerable. Open-Ended s Page 4

(First ) Keep central the Gospel message in all it does. Calling new pastors from outside our synod to serve congregations where there are openings Address racial Equity in the church and community To guide and teach the gospel and stories of God. To grow the church and expand the discipleship of the ELCA. Reach out to all God's Children where ever they may be and show them his mercy and love. 1) To overcome the boundaries between wealthy or comfortably well-off middle class people and the poor, by creating avenues for sharing our resources in ways that empower families to raise their children healthily, and To be more welcoming to the increasingly diverse communities of people moving into Madison and the surrounding areas. This means trying to downplay our northern European roots and figuring out new and exciting ways to welcome and meet the needs of a variety of cultures and ethnic backgrounds. Address socio-economic disparities. Develop Christian leadership. To be aware of the massive shifts occurring in the landscape of congregations and generational change in light of these changes. To be a leader in the movement towards racial justice in Wisconsin who consistently scores as the worst state for African Americans to live. To continue the work that has begun in this area and push for criminal justice reform through our collective voice and action. I believe that we are called to witness to the Gospel that Jesus taught, to care for the vulnerable both within and outside of our congregations, the entire peoples of the world. What we do to the least of these we do to Jesus---God. Encourage and enable every congregation to reach out and serve the poor in our community and world. Make a statement against the draconian cuts that are coming to social programs after the tax giveaway A leader in the work surrounding racial inequities and biases in the state of WI. It seems to me that many Lutherans do not know the history of the Lutheran Church, even though last year was the 500th anniversary of the posting of the 95 theses. The Small and Large catechism was not familiar to some. Somehow, I would like to see more Lutherans know why they are Lutherans. Connect the congregations to resources and be educate about the three expressions of the church change to keep up with the times, but not change so rapidly or radically that many regulars are left in the dust. To challenge the current political and social climate and practice, not by a political agenda, but through the biblical witness. The church is changing, and that means our synod needs to change with it. Today the church is often seen as a keeper of the rules, and a list of don'ts. As a synod, we need to begin to change that image to one of an enabler, one that helps people find the ways that they can help others. This change needs to be done through the technology that we have available and with input and cooperation from ALL ages. No more grumbling about "well this is how it's always been done." The way its always been done is how the church became a group of straight old white men. Try something different. 1) to strengthen our congregations by making certain they have the resources to minister to the Lord's people within their midst and to grow their congregations in faith and in numbers; Spiritual Leadership is critical. What does this mean for conflicted and also challenged congregations. Even more, what does this mean for congregations that anticipate that they have all things together for themselves. What about God? To lift up leaders in the church, both lay and rostered. To find ways to be kindly counter-cultural to what is becoming the American way of reactivity and hate. It is so hard to not ourselves in frustration, hate the haters, thereby only multiplying the hatred. Work on developing more programs for youth and young couples. Our Lutheran Campus Ministry lies at the heart of our Synod's ministry. We should and must do all we can to support this powerful ministry of reaching out to our young adults at this highly formative time in their lives, and the LCM is growing and expanding to meet these needs and we of the synod must be a part of this effort to reach out to our sons and daughters and their classmates. To spread the good news in Jesus Christ To provide adequate staffing of clergy to the churches with the SCSWI. give guidance to churches who have plummeting memberships. Encourage true gospel centered outreach with goal of growing our congregations. Open-Ended s Page 5

(Second ) Research and develop ways to transform the noun 'Christian' into an action word. Strongly encourage pastors and deacons to attend their monthly Conference/Cluster meetings to help one another deal with "the good, bad, and ugly in their professional and personal lives." This would mean sharing with congregational leadership how this will positively affect their pastors and deacons, and their congregations. Biblical literacy and bible study: every adult (11 years old ) in church should be spending regular time not just reading, but studying scripture. A better understanding of scripture will allow up to better engage the world around us. we cannot be effective workers in social justice if we do not know what God is calling us to. We cannot care for God's creation until we know what God asked us to do with it in the first place. 2) Be a praying, worshipping and Bible reading people, and encouraging these disciplines in our Synod! To speak the hard truth about the challenges facing the church today. To move the church toward continuing transformation. To encourage us to be Spirit led and continue this journey of faith that will take us to new places. Teach everyone the Catechism and what it means to each and everyone of us towards our salvation and true understanding of God's commands. I think we need to get back to the basics of teaching what God really wants us to know and completely understand what he asks of each of us. How many of us truly knows how to pray by asking in Jesus' name? How many of us or our members truly have the faith to trust in Jesus and the Father and the Holy Spirit and really understand our Triune God, Three in One. Teaching is number one on that list! We need to educate and communicate better for all to truly understand and believe! Then discern the "how." Get out of the building and into the communities and SERVE To accompany those who are suffering Outreach. I'd like to see a synod more pro-active in responding to disaster besides just sending money to the ELCA Disaster funds. I'd like to see us more active in the prevention of hunger and homelessness instead of just supporting our many wonderful band aide ministries. We need to get at the conditions in each of the communities in this synod that cause hunger and homelessness and bigotry and hate and work to change those conditions. I think we are also called to preserve the correct preaching of Christ's full gospel, which for us means a theologically correct as well as a heart felt and compelling message to the world; I'm concerned with the dumbing down of ministry requirements I see occurring less on a case by case basis but more broadly which I feel is dangerous. Everything else is, or should be, second to these two imperatives or the church is no longer the church and neither is the synod the synod. Raise up young leaders. We need to invest in our youth in order to have leadership in the future. To equip, encourage, support, and pray for its rostered leaders in their respective calls as they proclaim the Gospel message through preaching and teaching, as well as administering the sacraments and caring for God's people, including themselves. Inspire greater collaboration among congregations. I believe the Synod is calling us to acknowledge racism, and the disparitities we experience as White people and BlAck people in measures of well being, health, education, and economic security. God calls the Synod to renew our commitment to walk together and to witness to the joys and sorrows within and among our churches. We need to hold up efforts such as that between Lake Edge Lutheran Christ the Solid Rock Baptist Church to fellowship together. To help congregations transition into a new church. The traditional church of the past 50 years is dying and we need to become more relevant in today's world. Coordinate. Lead the above, going deeper and broader into the churches. To be visible in congregations throughout our Synod, not just in those with tensions and fractures but also in those who are healthy but need a "little cheerleading" to "rally" their mission and ministry and/or to "jump-start" new ministries beyond their defined boundaries (imagined or real). I attended my first synod assembly in 2011, just after Act 10 was passed by the state legislate. A resolution was passed on a voice vote to oppose Act 10. Passing the resolution meant that churches that are members of the synod took a politically partisan stand when a large number of church members in the synod approve of Act 10. Something similar, but not as intense, took place at the 2017 synod assembly when a resolution was passed supporting carbon credits that are a tenant of climate change advocates. I attended a break-out session run by Bob Lindmeier. Even though he snd I are on opposite sides of the climate change debate, I was surprised when Bob said imposing carbon credits was not political. I propose that the committee that approves resolutions for submission to the synod assembly oppose any that are political. Open-Ended s Page 6

(Second ) Guidance for less formal repetitive worship services. I believe God is calling this synod to be bold and creative in its ministries. Working together will only happen as we increase our collegiality. We need to be intentional about supporting and encouraging one another as clergy in this time of shifting sands. I believe God is calling this synod to engage in discernment regarding viability of all congregations as stewards of our financial and human resources. Exploring and experimenting alternative expressions of Christian community with recognition of gifts of all members--lay as well as clergy--to gather and share the gospel in word and sacrament. Help us get out of the way in asks no non church goers to come to a service and hopefully become members and grow our churches in membership 2) cf #2 above Inspire and equip pastors and congregations to be evangelical and relevant to our communities. 2. To make a concerted effort to help the hungry and homeless. Speak to political situations that are oppressive. To help its churches take their ministries out of their buildings to the surrounding community Continue the national benevolence support. To work to care for the hungry and homeless. Many are doing a lot, we just need to continue and do more when required. Teach about Jesus To find quality resources so that congregations can do their work more effectively. All Are Welcom I have not heard of synod lead dialogues for our communities on interfaith dialogues and understanding. I may have missed the publications but we need to be lead on how to bridge differences. We can love people of differing beliefs. We need to promote that. We can still love people of different persuasions. We need to have leadership on how to be faithful to our individual beliefs and still be loving and supportive of those of other persuasions or beliefs. To assist synod congregations in determining social services availability within South Central Wisconsin. To be more inviting of all people. Suggestions, ideas, workshops aimed at helping small congregations maintain a viable ministry. Do interim ministers really help a small congregation? To spread God's message and be accepting of all people as equals. Expand emphasis that we as an ELCA entity and synod, strongly support the inclusion of all into God s House without regard to race, color, gender, age, religion or creed, sexual identity, sexual preference, physical or mental disability, military veteran status, and citizenship status. I believe God is calling this synod to recognize that God is on a mission to heal all of God's creation. That mission is not carried out exclusively within the Church - God is also at work independent of, and apart from, the Church. The Church's task is to discern where God is already at work and to join God in that effort. Encourage ecumenical relationships, especially, but not solely within Christian churches. Not just for the sake of being ecumenical but so that together we can be a stronger force for good in the communities. Call people to serve one another. Get people involved in. Grow churches to fit need & demographics, not keep dying churches alive. For example grow Latino, spanish speaking churches in underserved areas We need to rethink what church should be - not buildings, but people, which may mean doing church in a new way. The model of building a church within a church in order to support both church communities seems to be working for the latino churches. Are there other new church models that may work for other demographics? Additionally, I believe that God is calling this synod to train and build up new leaders by providing them more opportunities to lead and grow in their skills as leaders. Also, it is critical that we remain the South Central Synod and not just the Madison area synod. It is easier to pay attention to bigger congregations that are located in the Madison metropolitan area. But most congregations are not big and are not in Madison. I would like to see programming that is usable and tailored to the needs of our rural family sized congregations. I would like to see more work with you, those within congregations, but more with those not yet within a congregation. Maybe instigate a parade around, idk - maybe God's acceptance and love, even if it is around a few blocks... Open-Ended s Page 7

(Second ) Once congregational members are at peace with their beliefs, they can, and should, spread their kindness and God's message further in their communities. Our actions to help those in need, in all aspects of life, should be our second most important mission as a congregation and synod. Assist Pastors of our synod to grow and maintain hope and health, and to provide for healing when and where necessary. The SCSW can provide opportunities to bring together the resources and members of many churches to address a wide-range of needs that exist across the territory. In addition, SCSW can provide support/education for spiritual development of leaders and individuals as it is difficult for individual pastors to meet the education needs of children, youth, and adults. Participate in community efforts to improve communications among increasingly divided and self-isolating factions of our society. Speak truth to authority and challenge behavior that flies in the face of the Beatitudes and Matthew 22:39. Become more inclusive of : the UW Madison staff and students; the minority clusters; and the Millenial generation that populates the area. Put youth into the intentional ministry of the synod so that our households, congregations, and synod are raising up educated leaders. I believe that God is calling us to stand with the poor and with those on the fringe. Where do we see God? We see God in places where we don't always want to go, or in people for whom we would just as soon walk by. Someone who listens and is available to pastors. To make disciples of Christ Jesus, to raise up leaders who will empower base communities and movements to do all of the above. support and develop educated clergy To reach out in meaningful ways to the unchurched community; to meet them where they are at. See above Listen and learn how to do church differently... be open to breaking with longstanding traditions in favor of what our current culture is finding more meaningful. Model attitudes for making a difference in neighborhoods and rural communities; discard the shock response in favor of walking along side of those who feel unwanted in church circles. To challenge our congregation members and congregations to be voices for hope and peace and justice in the world. Feed the hungry. More emphasis on Baptism - When one gets older or is new to ELCA, we are told to follow our Baptism. OK, but what exactly are we to do. Give details. Pretend we are all 10 years old and explain stuff to us. Engage in conversation of what the church is growing and changing into. Possible be more aware of supporting missionarys An example for the world and larger church To be a driving force behind policies of inclusion - opposing our current political administration's stance of exclusion - benefitting only the few instead of the many. To capitalize on the spiritual wealth that exists within our own faith communities To provide support services to congregations in the synod To be in partnership with others to increase our opportunity to bear witness to our faith. Some small rural congregations are struggling to afford full time pastors. How might the synod work with local congregations to partner with each other so they have the pastoral support they need and can afford. Including our continued partnering with our full communion partner congregations. Continue to stand in solidarity with people of other faiths who are appealing to political powers in the world to work towards peace so all people can feel safe and secure. Encouraging growth as stewards of God's work, including our financial resources. The synod needs to be at the forefront of technology and internet training and use. The youth are demanding it and internet communications will allow us to "reach out" to many more people than are attending churches. Inspire churches to see what the can do to build bridges in faith with people of need in this country and throughout the world. Develop some version of a mission interpreters program for lay leaders in congregations to better share what God is doing through the wider church / build sense of connection to the ELCA and global Lutheran communion. To be an active participant in the life of our community Open-Ended s Page 8

(Second ) To be an advocate for the poor, those without adequate health care and a return of quality public education. Our synod has a lot of uninspiring pastors who are "coasting". I believe we, as pastors, are called to hold our colleagues responsible for helping others be inspired by the Word of God, and spreading the Good News in intriguing ways. I believe God is calling us to create ministries such as food and hygiene pantries in storefronts. People who would never go to church will come to a food pantry in a storefront. These guests can then be invited to attend grace-centered Bible studies and worship services in that same storefront. The fact that it doesn't look like a church will make it easier for them to come back to hear the good news of God's love for them in Jesus. Perhaps there is grant money to rent a storefront in several towns and create an ecumenical ministry as described above. The synod could provide opportunities for volunteers to develop a grace-filled approach to those who frequent these storefront ministries. Help churches with strategies to grow and have a presence in the community. Help all of us with training in bringing people to Christ. find new and creative ways to reach out with the Gospel message Making sure all members are heard from both side of the political isle. During a period of great transition in pastoral leadership across our synod, we must collectively help our congregations to embrace new journeys with open hearts and through collective prayer and service. Focus on ministry to others. To provide leadership to congregations as the culture shifts and we seek new ways for church to be relevant in the lives of a greater variety of people Find a balance between the needs of long time members and those of the millennial generation who see the world differently. To become more unified with other churches both inside and outside of the ELCA community. Strengthen the Synod by visiting with all congregations and developing a strong team in Madison at office to meet these needs. 2) to overcome the boundaries between races, particularly white and black people, but also white and Latinx people and other groups, by creating avenues for sharing experiences. In the case of differences between white and black people, this means we truly need to overcome Wisconsin apartheid by finding ways for black people to go into small town and rural Wisconsin, and meet people and work toward the possibility of black people living in small town and rural Wisconsin. We also need to find ways for white people to go to Milwaukee and Beloit and Racine and meet black people, and work toward the possibility of building community with those communities in integrated ways. Maybe through developing businesses that purposely employ people of diverse backgrounds, both in rural and urban areas. (Because of the economic disparities between whites and other ethnic groups, these two goals would bleed into each other.) To figure out creative and proactive ways to lift up our congregations who may be struggling for a variety of reasons. To find ways to lift them up and hopefully move them toward a more productive future. We have had a lot of mobility within this synod over the last few years and as a result many congregations are facing uncertain futures. How can we as a synod help them look forward in the best possible way for all. How can this problem help remind congregations that they are not islands but part of something much bigger. To be creative and open to the shifts of the Spirit while loving the leaders and people on the edges of this movement. We do not know the outcome of this movement because we are in the middle of it, yet to be receptive to the reformation opportunities it provides. This same theme relates to the remainder of creation, the environment, the entire world. Encourage and enable every congregation to not only learn about social and racial justice issues, but to become actively involved in promoting equality. A bridge connecting people of different faiths to bring people together for meaningful dialogue. In conjunction with the above observance, the trend toward less to no instruction for those interested in joining one of our churches, providing they know little of the beliefs of our church, is a mistake, in my opinion. Maybe this doesn't impact the work of the Bishop, but a mandate would be beneficial. It helps if our parishioners have a solid base of information with which to base their thoughts and actions on. It is given in Bible classes, but very few attend those. This is not a complete notion by any means. Taken with this should be the love and tolerance of Jesus. The basis I am talking about by no means should be used as the conservative Lutheran churches use that Biblical knowledge. Nor do I mean for the Bible to be looked at through the eyes of those churches. I am pleased with the ELCA. I just think people should have historical knowledge, for the church, for our national heritage, for law and medicine, etc. Mission direction and outreach. How we are the church in a changing world.
