1 October - November 2014 FIRST GENERAL ASSEMBLY OF THE MIRACULOUS MEDAL Antonion Elduayen, CM Province of Peru The First General Assembly of the Miraculous Medal, which was held in the Casa Maria Inmacolata, via Ezio, Rome (November 3-9), was the fruit of three international meetings which provided the Association with Statutes and an international organization. During the Assembly we spoke about these matters as well as how to fulfill the mission that was entrusted to us in During our closing Eucharist we were sent forth and assured by Saint Vincent and Our Lady of the Miraculous Medal that all would go well if we remain faithful to our mission. There were 98 participants, including the members of the International Council, 3 translators and a photographer. The 88 delegates represented Latin America (16 countries 47 delegates), the United States (2 groups 5 delegates), Europe (8 countries 22 delegates), Africa (2 countries 8 delegates), Asia (1 country 4 delegates), Australia (2 delegates), 40 delegates were priests or Daughters, 48 delegates were lay persons.

2 In a multi-cultural and multi-lingual environment the dele-gates to the Assembly were able to understand one another and felt at home it was like another Pentecost. People smiled, deferred to one another and were willing to serve. We were like a large family and we experienced the loving presence of our Mother, Mary. The fruit of this wonderful environment was revealed during the night of our cultural exchange. We knew that the various delegates had brought with them their typical clothing for this occasion, but was we saw was indescribable. Yes, it is impossible to describe the lived experience of the participants at that moment. All that can be said is that it was not some type of contest but rather a festival. The agenda of the Assembly, together with the other documents, was distributed to each delegate in a blue folder. Therefore, from the beginning each person had an overall vision of what would occur during the Assembly. It was a time of intense work but there was also time to rest (the organizers were very understanding and provided the delegates with ample time to tour Rome and the Vatican). There were presentations by Bishop Alfonso Cabezas, CM and Father Feliz Álvarez, CM as well as dialogue with the members of various panels. Much work was done in linguistic groups. In the midst of all our work there was also time for prayer and we prayed often. We began our various activities with the customary prayers and our liturgical celebrations were well-prepared by the groups that took responsibility for this service. Unfortunately, because of time, simultaneous translation was often impossible, but there is no doubt that the Spirit was in our midst. The General Audience (Wednesday) and the Angelus (Sunday) with the Pope were very significant moments for the participants we also highlight here the celebration of the Eucharist (with the Rosary and Vespers) in the church of Sant Andrea della Fratte. The experience during these moments exceeded people s expectations. The election of three members of the General Council took some time. This was the first time that the Association was able to do this in an Assembly and the delegates accepted this responsibility in a serious manner. Twelve delegations presented candidates and each candidate was given time to address the Assembly. The election, which was carried out according to our Statutes, resulted in three men becoming members of the International Council (no woman was elected even though the membership of the Association is composed of a majority of women and even though the majority of the delegates were women). Julio Adolfo Castellanos, a former councilor, was elected on the first ballot. 2

3 The conclusions, with international, national and local objectives, were prepared by a Redaction Committee and presented by the President. The content of these conclusions was good, but for many delegates, this was not enough some essential points appeared to be missing. Therefore, after listening to the suggestions of the delegates a new text was presented to the Assembly and this document was unanimously approved. There are many significant matters presented in the conclusions, such as a deeper commitment on the part of our Association with the other branches of the Vincentian Family, making our association more missionary and more systematic as it reaches out to those persons who are poor. It was requested that these conclusions be sent as soon as possible to the National Directors. We cannot conclude without thanking those persons who guided and moderated the various sessions (the six members of the International Council) each one of them deserves an applause. We also express our gratitude to the translators who served us and represented the four official languages of the Association (English, Spanish, French and Italian) there were also translators for Portuguese. We also thank the Daughters of Charity who provided for us in a very caring manner. The prolonged applause which was given to them on our last night in Rome was an expression of that gratitude. ACTIVITIES OF THE SUPERIOR GENERAL On October 2 nd Father Gregory spent time with those individuals who participated in the on-going Formation Program in the CIF (Paris). During that visit he celebrated the Eucharist with them and shared some concerns and reflections on the international dimension of the Congregation and on collaboration with the Vincentian Family. The tempo forte took place during the second week of October. The meeting began with a day of recollection. During that same week, in addition to the meeting of the General Curial and personal interviews with some confreres, Father General, accompanied by Father Jorge Rodriguez, participated in a meeting of the Sant Egidio community. Superior Generals of various Congregations participated in this meeting and presented projects to enhance ministry on behalf of the poor, especially those persons living on the streets and, therefore, most vulnerable. At the same time various proposals were offered for collaboration during the Year of Consecrated Life. 3

4 From October 12 th -14 th Father Gregory, accompanied by Father Geders (the Econome General), visited the confreres in the Holy Land. There they met with the Visitor and the Provincial Econome who was completing his term of office in that ministry. The objective of this visit was to review the status of our property there and to visit the confreres who are ministering in that area. During the same week Father General met with Father Irving Amaro, Sub-director of the Vincentian Marian Youth Association. Together they discussed some matters related to this branch of the Vincentian Family. Father Irving was accompanied by Father Teodoro Barquin who is a financial consultant to the Association. On October 18 th 19 th Father Gregory participated in the popular celebration of Blessed Giuseppina Nicoli in Cerdeña. Together with Father Lobera from the Turin Province he celebrated the Eucharist on the eve of the feast and on the following day participated in the celebration of this popular feast. The people have a great devotion to this holy woman and that was revealed in the manner in which they participated in the Eucharist as well as during the procession with the relics of the Blessed the procession began at the parish church and concluded at the small school where Sister Giuseppina ministered. On the following day Father Gregory, together with some members of his family and Father Zontac, visited the confreres and the Daughters of Charity who are members of the Polish Province but ministering in Vienna. They also traveled to Budapest and Bratislava. They were most grateful to the confreres and the Daughters for their hospitality. The month concluded with a virtual meeting of the International Team of MISEVI. During the first two days of November, Father Gregory met with the members of the International Council of the Miraculous Medal Association in order to finalize some last minute details with regard to the First General Assembly of the Association which took place in the Casa Maria Inmacolata of the Daughters of Charity (Rome, November 3-9, 2014). Delegates from every continent participated in the Assembly. On November 12 th the Superior General participated in a meeting with other Superiors General of Congregations that have a lay spiritual family associated with them. Father Jorge Luis Rodríguez, who is responsible for the Office of the Vincentian Family, also participated in this meeting. Then Father Gregory traveled to Haiti in order to participate in the marriage of Yasmine Cajusti, the International President of the Vincentian Marian Youth Association. Upon his return from Haiti, Father then traveled to Southern Sudan to visit Father Manuel Jinete (Philippine Province) who is ministering there and participating in an inter-congregational project sponsored by the Union of Major Superiors. He is assisting in the reconstruction of the ecclesial and social infrastructure of that country, focusing on the areas of education and health and the formation of pastoral ministers. On November 25 th there was a meeting in the General Curia with representatives of the Communities of Apostolic Life. After that meeting Father Gregory participated in the General Assembly of the Union of Superiors General which takes place twice a year. Brother Laurence Obito, Superior General of the Brothers of Mercy (CMI) was a guest at the Curia prior to the Assembly. 4

5 XV GENERAL ASSEMBLY OF CLAPVI From October 20 th -25 th the XV General Assembly of CLAPVI was held in Medellin with the participation of almost all the Visitors of Latin America and the Caribbean, the Vice-Visitor of Costa Rica, the Regional Superior of Panama, a representative of the missions of the Barcelona Province and the Assistant General, Father Eli Chaves. Various matters and themes were discussed in an atmosphere of searching for some answers to the many challenges that confront our Vincentian mission: Reconfiguration in accord with the demands of the New Evangelization (Father Eli Chaves), The Origin of CLAPVI, The Animation of Consecrate Life from the Perspective of the Latin American and Caribbean Confederation of Men and Women Religious, CLAR (Father Gabriel Naranjo), The Vincentian Charism and Mission Viewed from the Perspective of Pope Francis (Father Daniel Vasquez), The Progress of the Provinces (Representatives from the various Provinces). A new executive Council was elected to serve for the three year period of : President: Father Orlando Escobar (Colombia); Vice-president: Father Fernando Macías (Chile); Vocales: Father Edilberto Lazo (Central America) and Father Pedro Guillen (Peru); Secretary: Father Jair Vélez (Colombia). In light of the activities that were accomplished during the period of , the following three year plan and calendar were developed. The Lines of Action and the activities of this three year plan highlight a concern for developiing and promoting the reconfiguration of the Vincentian presence in Latin America and the Caribbean: Three formation sessions (Young Missionaries, Superiors, Popular Missions) and invite the Visitors to participate in the Encounter sponsored by CLAR that will discuss the issue of reconfiguration (Lima, February 23-25, 2015) Sponsor a course for Formators (Funza, Colombia) with a content that is both more developed and more profound. This course will take place during three consecutive months and will involve advisors from various countries and Provinces. To enlighten and enrich the content of the School of Spirituality with the spiritual and pastoral demands of reconfiguration viewed from the perspective of the New Evangelization. To evaluate and revise the publication CLAPVI: content, frequency, size, etc. to prepare articles that develop the themes of reconfiguration and the new evangelization, the year of consecrated life, Ratio Formationis, etc. To continue to encourage interprovincial collaboration, giving special attention to those Provinces that find themselves in very difficult situations. To continue the discernment process with regard to the proposal concerning the formation of a CLAPVI Missionary Team to minister in the área of Crateús, Brazil or in some other place (proposed by Father Alexandre from the Fortaleza Province). To form a commission that will draw up a document that will enlighten and guide parish ministers. This document should be developed in light of the reflections that were presented during the meetings in Costa Rica and New York. 5

6 WORKSHOP ON PROJECTS (GRANT) WRITING, SELF-SUSTAINING BUSINESS STRATEGIES AND ADVANCEMENT PLANNING 6 In July 2013, at the meeting of Visitors in New York, Father Joseph Agostino (Eastern Province) made a presentation on provincial planning. After that presentation, Father Tomaz Mavric (Vice Visitor) spoke with Father Agostino about the needs of the Vice-Province of Sts. Cyril and Methodius and they began to strategize about how to initiate a process that would be fruitful for the confreres as well as supportive of their ministries. After some discussion, a planning meeting was held at the provincial house, God's Gift, in Kiev on October 14, Present were confreres from all the works of the Vice Province as well as the members of the provincial council. Leading the process were Sister Margaret Marie Clifford, DC (St. Louise Province), a professional project (grant) writer and an experienced advancement director and Father Joseph. They came to the Ukraine after conducting two workshops on asset management (Father Robert Maloney had been with them in India but was unable to travel to the Ukraine). The workshop introduced the confreres to the process of developing a Case Statement for their ministries, outlining their goals and objectives in a manner that would attract potential donors. The mutual sharing provided all the participants with greater insights into the current ministry of the confreres and gave them the opportunity to dream about the future of their ministries. There was also a lively discussion on selfsustaining business strategies which could assist them in their efforts toward greater financial independence. The ultimate goal of this process is to assist the Vice-Province in the establishment of its own Advancement Office, with someone empowered to direct its efforts in the areas of project (grant) writing and management, donor solicitation, and small business creation.

7 INTERNATIONAL CONFERENCE ON THE ZHENGDING CHURCH MASSACRE IN CHINA 7 P. Shijo Kanjirathamkunnel, CM, Procurador y Postulador General When the process of the beatification of Bishop Schraven, CM. and eight companions (who are presumed to be the martyrs of the Zhengding massacre [China, 1937]), was initiated, it was significant that we were able to organize the International Conference on the Massacre of Zhengding Church and the Religious- Humanitarian Rescue Efforts During the War (Shijazhuang, October 28-29, 2014). The Superior General delegated Fr. Shijo Kanjirathamkunnel, CM, the Procurator and the Postulator General, to represent him at that event. The Habei Catholic Provincial Administrative Commission, in conjunction with the History and Culture Institute of Hebei Normal University, CSRIR of Fudan University (Shanghai, China) and the (Habei Catholic) Faith Institute for Cultural Studies, organized the conference. This event could be viewed as a breakthrough since it was the first time since the communist takeover that we were allowed to speak publically about the missionaries who gave their life in order to defend their faith in Jesus Christ. The present situation of Christians in China is still not one that gives us any comfort. The Chinese authorities dominate the patriotic church while the underground church rejects all government intervention. In spite of these tensions, the authorities gave permission for the Conference. That is significant because the entire Chinese community has recognized the presumed martyrdom of the Catholic missionaries in China, especially Bishop Schraven and his companions in the Zhengding Church. The meaning and value of the sacrifices that were made by Bishop Schraven and his eight companions during the Zhengding Church massacre were highlighted by the presenters who recalled the many efforts that were made to protect ordinary citizens during the war. Various professors and researchers from the different departments of the Universities in China, as well as historians from Europe, presented papers that were related to the Zhengding massacre. There were more than hundred participants among whom were many Vincentian confreres from the provinces of China and Europe and some relatives of Bishop Schraven and his companions.

8 Another significant aspect of this event was that for the first time the government opened the places where these martyrs lived and gave their life for Christ. The participants of the conference were able to make a pilgrimage to visit the places related to the martyrs, especially the Cathedral, the house where Bishop Schraven lived, the minor seminary of the Vincentians and the Buddhist Pagoda where they were burned to death. Thanks to the military, the Cathedral building has been preserved and maintained (even though it has been converted into an auditorium. I am grateful for all the efforts that were made by Fr. John B. Zhang and his team to organize the conference and I also want to thank the Confreres and The Bishop Schraven Foundation in the Netherlands. MEETING OF SIEV IN THE GENERAL CURIA (OCTOBER 6-8) Responding to the invitation of the Superior General, the members of SIEV met in the General Curia (October 6-8, 2014): Francisco Javier Álvarez, Corpus Juan Delgado Rubio, Francisco Javier Eko Armada, Agustinus Heru Priharsono, Emil Hoffmann, Andrés Motto Gaglia, Jean Rufin Nkee Mokelo-Mo-Eyali, Nelio Pereira Pita, Vinícius Agusto Teixeira Ribero; Daniel Borlik was unable to attend. After listening to the suggestions of the General Council, the members of the team worked on a new proposal with regard to SIEV which included a reflection on their Statutes. At the end of the meeting their proposals concerning new Statutes were submitted to the Superior General and his council for their approval. While reflecting on the purpose of SIEV the team redacted some lines of action to guide their work in the coming years: to promote Vincentian Studies and at the same time to encourage new specialists in this area. More specifically the members of SIEV have accepted the responsibility to work on the following three commitments and to do this until the time of their next meeting which will take place in September 2015: To update the list of the bibliographical and digital resources that are available in the various languages (taking into consideration material that exists in our present archives) and to define a procedure for classifying Vincentian material that can be applied to the work of the team and then, in turn, applied to the Provinces; To develop a plan of Vincentian Studies that takes into consideration not only the materials that are to be studied but also develop a methodology and a strategy that will encourage the Missionaries and the Provinces to engage in this process; To prepare the following theme for reflection so that it can be further developed and shared with the Provinces and the Vincentian Family: 400 years of mission and charity with Saint Vincent de Paul: In accord with the new Statutes and after consulting the members of the team, the Superior General has appointed Father Corpus Delgado as Coordinator of SIEV and the team elected Father Eko Armada as Secretary. The next meeting of SIEV will take place in the General Curia in Rome on September 29 th, 2015 (09:00 hours) and continue until October 3 rd (13:00 hours). 8

9 INTERNATIONAL MISSION IN PUNTA ARENAS Father Eli Chaves visited the International Mission in Punta Arenas from November 15-20, 2014 and shares with us the first steps that are being taken there as they being to minister in that area after having signed a three year contract with the Diocese. Punta Arenas, with approximately 130,000 inhabitants, is a well-developed, beautiful city. There the people have a lifestyle that flows from their history, their geographical position, the presence of many military and multinational corporation personnel from other countries, its moderate temperature and cool breeze. The population is almost completely urban and has a very distinct lifestyle. That reality animates the pastoral ministry there with a slow but deliberate rhythm. The Church has a strong institutional presence but few people participate in the ongoing ecclesial life. Our mission is to provide pastoral care in a parish that has four urban chapels and four rural chapels we also collaborate in the animation of the Vincentian Family. The Vincentian community is composed of Father Angel (Province of Madrid, superior), Father Pablo (Province of Chile, pastor), and Father Margarito (Province of Mexico). These confreres are in the midst of an organizational and adaptation phase. In the words of one of the confreres: up to the present time we have been involved in a low intensity mission. The pastoral rhythm is slow there are many elderly people and a mobile population in the rural areas people have a lifestyle that is very familiar, but participation is lacking religious practices revolve around the sacraments. The confreres are very aware of the support of the Diocesan bishop and have dedicated their time to becoming aware of the reality of the people so that in light of that that reality they might develop a missionary approach that is in accord with the needs and the characteristics of the people who live there. PROVINCE OF CHILE From October 26 th to November 20 th Father Eli Chaves made a canonical visitation of the Province of Chile. The Province (French in origin) was officially created in 1862 and is composed of twenty-seven members: twenty-three priests, one deacon, one incorporated student and two brothers (the median age of the members is forty-seven). With nine houses the Province has developed its ministry in eight parishes, five of which are located in an urban setting and three serve the campesinos who live in the rural areas. Four confreres collaborate with the International Missions and one confrere is a member of the Itinerant Missionary Team of CLAPVI-South. There are five seminarians and the Province is beginning to feel the lack of personnel. The confreres minister with enthusiasm and a missionary spirit; they live in close contact with the people and collaborate with the members of the larger Vincentian Family. 9

10 The Province of Chile is small and young and there is a fraternal and joyful spirit among the confreres. The ministry is well-planned and has a minimum amount of structures. At the same time the ministry of the Province is developed with hope, with a lively dynamic and with a spiritual, community and missionary vitality. The Province of Chile is very open to intra and inter-provincial reconfiguration and from that perspective seeks to develop its potential while recognizing its limitations. It is also from this perspective that the confreres engage in a process of on-going renewal. In this sense the Province has accepted the followed priorities: vocational recruitment, initial and on-going formation, dialogue with the Province of Argentina with regard to inter-provincial collaboration, continuation of the process to develop community life and missionary ministry among the poor. MEETING OF THE COMMISSION FOR THE PROMOTION OF SYSTEMIC 10 Giuseppe Turati, CM Coordinator of the Commission On November 1 st -2 nd the members of the Commission for the Promotion of Systemic Change met in the General Curia in Rome. All the members were present: Father Giuseppe Turati, CM (Coordinator of the Commission), James Claffey (SSVP - USA), Teresa Muedra (FdC - Philippines), Rose Ramanankavana (AIC - Madagascar); Kerry Anthony (DePaul International - Ireland), Mizael Poggioli, CM (Brazil) and Juan Pablo Solarte, (VMY - Ecuador). The meeting began with a review of the activities that the members participated in during the past year: the seminar in Quito and Caracas (February), the meeting with the German speaking members of the Vincentian Family in Untermarchtal (April), a seminar in the Philippines (July) and their participation in CIF (September). Father Mizael presented an interesting reflection on the various models of Church which provide a foundation for our pastoral ministry: the Church as institution, the charismatic Church, the Church as word, the Church as a liberating praxis. Time was spent reviewing the material that is on the internet at the present time. This material is available in various languages and can be viewed at: A more complete presentation of the Commission and its ministry can be viewed at: The Commission also discussed some up-coming events: a presentation in Krakow concerning the methodology of systemic change (for confreres that speak the various Slavic languages and who participated in the session at CIF); a seminar with the members of the Vincentian Family in Kiev. Both of these events were scheduled for later in the month. The meeting was developed in the midst of an environment of collaboration and the difficulty of the diversity of languages was overcome with the assistance of our confrere, Father Faiver Mañosca Cardozo, who served as translator the members are grateful for his most valuable collaboration. The next meeting of the Commission will be held in the Motherhouse (Paris) on April 10-12, Part of the agenda will involve a reflection on the direction of the Commission during the coming years.

11 CONCLUSION OF THE M3 PROJECT POLAND On November 15 th, in the Theological Institute of the Vincentian Community, the M3 Project was concluded. The three M s signify: Mlodzi (young men and women); Misje (Mission); and Madagaskar (Madagascar). The M3 Project is an initiative of the young men and women in Poland who are inspired by the charism of Vincent de Paul and who want to assist the mission in Madagascar. The project has been focused on providing assistance to the poor (education, evangelization and material support). During this time the volunteers have shared their experience of mission and guests have been able to view a photographical display that was prepared by the participants in the project. One of the guests of honor was Tomasz Owsiany, a young man who traveled throughout the country and who published a book entitled The Island of Madagascar. FORMATION SESSION CIF (POLAND) A two week international formation session was organized by CIF and held in the formation center, Vincentium which is located in Kreszowice, near Krakow. The first week (November 10-15) saw the participation of the confreres from Poland and Hungary who had 12 or less years of ordination; during the second week (November 17-22) the participants were confreres from Poland, Slovenia, Hungary and the Vice-Province of Sts. Cyril and Methodius all the themes dealt with the development of a Vincentian spirituality. 11

12 XIII ENCOUNTER OF RIIAL INFORMATIONAL NETWORK OF THE CHURCH IN LATIN AMERICA It has been frequently stated that the Church is always late in embracing the technological advances of the world there are others who feel that the technicians are always moving faster than the Church. The XIII meeting of RIIAL which took place in Lima, Peru (November 17-20) involved 150 participants from the Americas and Europe and revealed that for quite some time the Church has been involved in the so called digital continent. The representatives of the Congregation of the Mission were Father Roberto Adrián Fernández (Province of Madrid, ministering in Honduras in the Communications Department of the Diocese of San Pedro Sula) and Father Jorge Luis Rodriguez (the Curia of the Congregation of the Mission). Persons involved in digital communication (priests, women religious, lay men and women many women are involved in this area of ministry) gathered together and for five days lived in the midst of an environment of communion and mutual sharing. The event began with a presentation by Bishop Claudio María Celli, President of the Pontifical Council for Social Communications, who pointed out the steps that the Church has taken steps that have involved moving from an instrumental vision of the media to a vision that views the media as encounter and communion. RIIAL is one of those networks that throughout its twenty years of existence has offered support and accompaniment to the Church in Latin America so that it can enter the digital continent with all of its evangelizing strength. The four pillars upon which RIIAL has been built are: [1] reach out to the least of our brothers and sisters; [2] share with everyone the contributions of individual members; [3] propose solutions to the needs that surface; [4] continue to update the pastoral ministers with the technological advances that occur within this area. During the days of this gathering there were many reflections on communication and networks. One of the highlights was the sharing that took place among the individuals involved in this this ministry who referred to the development of digital projects to enhance the process of evangelization and to serve our brothers and sisters. Finally, in a letter to Pope Francis, the participants in this gathering committed themselves to live creatively and with renewed determination in the midst of this digital continent. We will focus our reflection on our brothers and sisters who want us to be a church that loves them. Technology will not enflame the hearts of men and women indeed, the only realty that will set people s hearts on fire is the tender love of God to whom we are invited to give witness.
