3 INTRODUCTION Many are the plots that has been hatched by the powers that be, under the inspiration of Satan to destroy the Church of God. No discrimination has been made between true and false religions, all have been targeted for destruction by the forces of atheism. In this booklet, a plan hatched by the Clinton administration when it was in power, to destroy the churches in America, a plan which is now in operation in many ways is revealed. That evil men would be so bold to disregard the Rights of man, especially the religious right, and arrogate so much power to themselves so that they become God to the people, is herein exposed. But in all this we see the lateness of time, and the fact that it is the real and true people of God, that this attack is aimed at. Laws that are seen to be needed because of false-flag operations, and are enforced, that make criminals out of people for exercising their conscientious religious beliefs, and that declare such believers as terrorists, now exist in the U.S.A. and many countries of the world. These laws are the groundwork for making the function of God s true church illegal, so that when a national Sunday law is enacted, God s people will be easily arrested for crimes. Time is late and all must prepare as the destructive encirclement of the churches progresses. Amen

4 THE DESTRUCTIVE ENCIRCLEMENT OF THE CHURCHES 1. We are living in the last days when trouble is coming upon the earth. Luke 21: Danger faces the Church because efforts are being made to cut the cords of the everlasting Gospel away from the Church of God. (Psalms 2:1-3; Hosea 11:4; John 3:16). 3. Laws have been written that can NOW justifiably criminalize much of legal Christian activity. Thus we can see how close we are to the end. What do we need to do to shut down uncooperative Christian churches and groups and put them out of business forever? This was the question that high-level Clinton Administration bureaucrats posed at a super-secret conclave at the White House in late October, Among those attending this sinister get-together were UN diplomats; State Department big-wigs; top deputies of Janet Reno s corrupt Justice Department; senior officials from the FBI, Customs Service, and the treasury Department; and Bill and Hillary Clinton s chief White House lieutenants. Also present: The head of the Internal Revenue Service s Exempt Organizations Divisions, an IRS unit headquartered out of Salt Lake City, Utah, that monitors and controls the 1

5 finances and operations of the tens of thousands of churches and Christian ministries as well as over 10,000 conservative groups throughout the U.S.A. classified as section 501(c)3 nonprofit entities. Texe Marrs, Uncooperative Churches and Groups Targeted by Feds, p We ask, what came out of that meeting? We are told: Out of this key meeting came a terrible Master Plan. Classified Top Secret and limited to the eyes only of a secret group of federal law enforcement and political operatives, the plan is informally called Operation D. Ibid, p We are told just what Operative D meant. at least one reliable source insists the letter D ominously stands for Derzhinsky, the surname of Felix Derzhinsky, the hated and dreaded founder of the Soviet Union s much feared and bloody secret police. During the awful, dark days of Lenin and Stalin, all churches in atheistic Russia and its captive Soviet States were shut down, and millions of faithful Christian believers were vilely persecuted, tortured, and put to death in remote gulag concentration camps. Derzhinsky was the cunning slaughterer who supervised this great terror. Ibid, p What was the plan of these satanic plotters? We are told. 2

6 The assembled plotters at the secret White House meeting were briefed on their mission. They were told that, so successful was the onward march of Socialism, only a very few Christian churches and patriotic nationalist groups now stood to prevent the final victory of The Great Work. This Great Work was depicted as the Promise Land of human and social advancement on Planet Earth. Once these cancerous cells of fundamentalist Christianity and patriotic nationalism were eliminated from the body politic, the edifice of the ultimate New Order could be rapidly built. Thus a Final Solution is necessary their task was to formulate a Plan that would result in the last vestiges of resistance being swept away forever. Ibid, p A five-pronged attack was decided by the plotters at the secret White House meeting. We are told: At the secret White House meeting of October, 1998, it was decided that a five-pronged attack would be immediately launched against those few remaining churches and patriotic nationalist groups that continued to stubbornly resist the elite s Socialist/Communist scheme for totalitarian control of the masses. Ibid, p The five-pronged attack included five aspects. i. Financial Power ii. International Pressure. iii. Investigative and Intelligence Forces. iv. Judicial and Prosecutorial Assets. 3

7 v. Congressional Legislation. 9. These were the plans laid as to how to destroy the righteous. Concerning Financial Power, we are told: The Internal Revenue Service (IRS) would play a key role, using its discretionary powers under Section 501c of the IRS Code to audit, investigate, harass, bully, intimidate, and if possible, destroy the financial base of uncooperative Christian Churches and other nonprofit groups. Meanwhile, individual resisters (pastors, patriots, etc) would be targeted for repressive audits and their personal property and possessions eventually seized. A crippling financial crisis brought on by the IRS assault would thus envelop the resistance community. Ibid, pp Concerning the International Pressure attack we are told: The State Department and the United Nations would, through global treaty powers, undermine the very basis and possibility for effective resistance. Treaties presumably designed to prevent genocide, stop hate crimes, and protect children, would enable the U.S. Justice Department and the recently established International Criminal Court to investigate, indict, and imprison pastors and patriots, branding them as hate criminals grossly guilty of genocidal prejudice against foreign nations, immigrants, races and ethnic groups, people of other 4

8 religions, and homosexuals and lesbians. Many parents will be arrested and thrown into jail cells, accused of teaching their minor children the forbidden knowledge that, Jesus and Christianity are the only way to Heaven or that, America was once a great country where people lived in liberty and freedom under a constitution that guaranteed freedom of speech, freedom of religion, and the right to keep and bear arms. Ibid, p Concerning the Investigative and Intelligence Forces attack, we are told: The FBI, Central Intelligence Agency (CIA), National Security Agency (NSA), and other agencies would carry out investigative and spy operations against targeted churches, groups, and individuals. Privacy would be impossible. Wiretapping of telephones; placement of hidden videos at churches, job sites, and homes; and snooping into bank accounts would escalate. Ibid, p About the Judicial and Prosecutorial Assets, we are told: It is expected that corrupt Justice Department officials and the tainted judges of federal courts will cooperate in putting Christian resistance leaders and targeted patriotic Americans behind bars. Ibid, p Concerning Congressional Legislation we are told: 5

9 The fifth and final prong of the Secret Plan to shut -down and destroy Christian churches and patriotic organizations is to have cooperative Congressmen Republican and Democratic progressively pass legislation designed to stifle and suppress what was once understood to be lawful dissent, free speech and the Constitutionally protected exercise of religious freedom. New laws would swiftly be enacted to control and eventually outlaw the possession of firearms by private citizens and to empower the (IRS) to investigate and rob uncooperative, freedom-loving churches and patriot groups. International agencies are to be delegated the power to enforce global hate crime laws and criminally try Christian fundamentalists and patriotic nationalist hate-mongers. Also, new laws could give the FBI, IRS, U.S. Postal Service, and Justice Department virtually unlimited police powers to spy on, monitor, and shutdown Christian newsletters, magazines and Christian web sites on the worldwide internet which do not endorse approved public policy Ibid, p Thus these five-pronged attacks would take away basic Rights, Freedoms and Provinities of Christians and the population at large. Things attacked in these areas are: i. Financial independence and sustainability. ii. Personal property and sustainability. iii. National autonomy. iv. Freedom of religion, expression and conscience. 6

10 v. Individual moral integrity. vi. The right to bear arms. vii. Parental authority over children. viii. Privacy rights. ix. National justice and fair trial. x. Just and equitable laws. xi. Freedom of thought, freedom of belief. xii. Freedom of correspondence and broadcast. 15. These draconian ideas would accomplish the following: i. Make Christians into criminals for their beliefs. ii. Successfully prosecute, convict and jail Christians for their conscientious beliefs and practices. iii. Rob Christians of their finances and private properties. iv. Deprive Christians of their children and family life. v. Restrict Christians from preaching their Gospel. 16. Examples of the present day existence of the fruits of the White House s secret plans to target and destroy Christians and patriotic groups can be seen in many ways. In the definition of domestic terrorists since 9/11, Christians and lawful activities are targeted. The FBI s Joint Terrorism Task Force is attempting to identify criminal activities with domestic terrorists. In this regard, the purpose of this information sheet is to assist uniformed patrol 7

11 officers in identifying potential domestic terrorists. Domestic terrorism is defined as: Groups or individuals operating entirely inside the US, attempting to influence the US government or population to effect political or social change by engaging in criminal activity. The Definition of Domestic Terrorism. p The FBI s flyer gives examples of how to identify domestic terrorists and activities. It tells us: Right-Wing Extremist- defenders of US Constitution against federal government and the UN (Super Patriots). Groups of individuals engaged in para-military training. Ibid, p. 7. Hate Groups Skinheads, Nazis, Neo-Nazis (usually recognized by tattoos), Black Separatists. KKK. Christian Identity. White Nationalists. Ibid, p. 7. Common Law Movement Proponents Fictitious license plates. No license plates. Fictitious driver s license. No driver s license. Refuse to identity themselves. Request authority for stop. Make numerous references to US Constitution. Claim driving is a right, not a privilege. Attempt to police the police. Ibid, p. 7. 12 enforcement and emergency personnel. Animal Rights. Eco-terrorism. Violent anti-abortion extremism. Urban riot agitators. Cyber penetration. Non-Aligned Terrorist. Doomsday/Cult-Type Group. Insurgent/Rebels. Lone individuals. Ibid, p. 7. Weapons of Mass Destruction Nuclear. Chemical. Biological. Ibid, p Thus we see examples of who is a terrorist and what are terrorist activities. i. Advocating certain belief-concepts making one a terrorist. ii. Engaging in certain activities that does not affect the Rights and Freedoms of others, or do not harm people, are terrorist actions. iii. Exercising certain religious and constitutional rights are defined as terrorism. iv. Also certain destructive activities are called terrorist actions. (This alone is right). 19. Thus we see that a terrorist is the following: i. Someone who defends the US Constitution against the federal government and the United Nations. ii. Someone who asks the law enforcement officer to cite his authority for making a stop. iii. Someone who makes numerous references to the U.S. Constitution. iv. Someone who says that driving is a right 9

13 and not a privilege. v. Someone who constantly makes sure the police do not act unpolice. vi. Someone who teaches Marxist/Leninist philosophy. vii. Someone who teaches that the world will end and Jesus will come again. viii. Someone who belongs to a religion called a cult. ix. Someone who believes in Nazi, Afrocentric, White philosophies. 20. Another example of the horrible anti-rights/antifreedoms fruits of the 1998 White House meeting to target Christians can be seen in the following statement. the IRS is demanding many other things that are clearly designed to make the IRS Commissioner the new head of the churches in America. Some of these demands are as follows: The church must collect a Federal ID (Social Security) number from visiting evangelists, missionaries, preachers and singers before they invite them to the pulpit. They must give a Form 1099 to any minister who receives up to $600 in a years time, which includes missionary support. If the ID is not received, the church leaders must withhold a jeopardy assessment of 39% on the spot and send it to the IRS. They must agree to the IRS definition of benevolence. They cannot deal in cash at any level, but must deposit all offerings into a checking account and write checks for every purpose. This means, of 10

14 course, that the church, in order to conduct its ministry, has to have an Employer Identification Number which must be provided by the IRS by filing Form SS-4 which a true New Testament church could never do and remain obedient to her Lord Other things that pastors and church leaders are required to do are to be an informer against their members and also to preach only IRS prescribed sermons. Also, all fund raising material must be submitted to the IRS for their approval. Who Is REALLY Lord of Your Church, p This is certainly an outrageous breach of religious liberty. But it gets even worse. Here are 29 IRS regulations according to 501(c)(3). 1. Church must be incorporated. 2. Church must have a recognized creed and IRS approved form of worship. 3. The church must have a definite and distinct ecclesiastical hierarchical government. 4. The church must have an IRS approved formal code of doctrine and discipline. 5. It must be a denomination with a distinct religious history. 6. Must have ordained ministers. 7. Ministers must have been educated in state accredited colleges. 8. Must be neutral on political issues. 9. Must have a tax exempt status issued by the IRS. 10. Must pay a fee to the IRS for this tax exempt status. 11

15 11. Must be engaged in furthering exclusively public purposes. 12. The church cannot bar its services to the public. 13. The pastor must answer to the IRS as to the daily activities of the church. 14. The IRS must be privy to all financial transactions, including sources, donors, expenditures, and if cash is used a possible association with money-laundering is suspected. 15. Books and records must always be available. 16. The Pastor must inform the IRS of the names of all donors. 17. Gifts to missionaries and evangelists exceeding $600 requires filing form The church may use only IRS approved methods of fund raising. 19. The pastor will be called to account by the IRS over any stand taken against the tax system. 501 (c)(3) requires church pastors to preach on taxpaying. 20. Must submit names of all church workers, down to and including maintenance people. 21. Must give unlimited submission to civil magistrates pertaining to all laws-federal, state and local including public policy. 22. The church must advocate and promote racial integration. 23. Must not publicly oppose licensing of churches. 24. May not engage in political activities opposing pornography. 25. May not support legislation saying that children belong to parents and not the state. 26. May not form a political action committee or 12

16 actively support legislation opposing lotteries and gambling. 27. May not advocate support of the U.S. or State constitutions as the supreme law of the land. 28. May not participate in opposing the school system. 29. May not publicly declare the church is to obey God rather than man s government. Ibid, pp From the statements we have just read, we see that the Christian Churches have been made into the following points: i. A religious business organization. ii. A body subject to IRS government officials. iii. A body that has lost its religious independence. iv. A body that has lost its religious liberty and freedom of speech. v. A body run by the IRS. vii. A body given new unbiblical doctrines. 23. But we are further told these shocking realities. It is now a fact that in order to get and keep the taxexempt status a church must agree that all religions are equal. The new Application for Recognition Exemption Form 1023 Schedule A for Churches (Rev. September 1998) demands a declaration of this effect with the following words at point #3. Does the organization require prospective members to renounce other religious beliefs or their membership in other churches or religious orders to become 13

17 members? Yes No. If Yes, describe. Ibid, p. 9. Code Section 501(c)(3) and related regulations, rulings, and procedure. It is now the procedure of the IRS to refuse tax exempt status to those churches that will not agree that all religions are equal and who refuses to join through tax exemption, the world church. Also, preaching on Christ s coming is taboo. Ibid, p Further evidence of the IRS interference of Texe Marrs religious organization is clearly seen in their denial of his religious freedom, and freedom of belief. One of the reasons the IRS gave to Texe Marrs Living Truth Ministries for removing their tax exempt status is as follows: Much of the material you disseminate promises to address possible conspiracies or treats, either from individuals, groups or various agencies, against Christianity, freedom or other rights. This is evident from a review of your newsletters and order forms. The titles and promotional materials are designed to sensationalize and grab the readers attention. They usually imply that the works will expose certain prominent groups, individuals, politicians or government agencies as being part of or linked to some threat or conspiracy. One of the titles that the IRS gave as an example included Bible Prophecy and The Conspiracy. Ibid, p

18 25. Thus we see that the IRS attacks the very belief system of a Christian church once the teachings are not approved. The IRS had this to say: IRS agent Melvin Blough testified in federal court that once a church obtains the status of 501(c)(3) under the IRS they are trapped. The only way to be removed from a 501(c)(3) status is if the IRS chooses to remove the exemption. So if you dissolve the cooperation and continue on as ABC church, an unincorporated church, you re still trapped in their web and under their control. Ibid, p Thus the Church must obey God rather than man. Acts 5: The Church is to be the pillar and ground of the truth. 1 Timothy 3: Christ must be the true head of the church and not the IRS. Ephesians 5:23; Colossians 1: The Church must not allow the IRS to make its activity become a market of profit by the fact that it is taxed. John 2:15, And finally the Truth must be plainly preached without any fear of intimidation from any organization, including the IRS. Ezekiel 2:3-7; 2 Timothy 4:1,2. 15 Fin.
