2 PROPOSED RULES OF PROCEDURE 1. General Rules a. Proxy or absentee voting is not permitted. b. The right to speak on the assembly floor includes i. Voting members of the assembly ii. Retired clergy even if not granted voting privileges iii. On leave from call rostered leaders even if not granted voting privileges iv. Members of the synod council v. Chairpersons of standing committees for committees of the synod council who are not voting members of the synod assembly are accorded voice but not vote on all business relevant to the committee s work c. Motions shall be submitted in writing on the form provided in the pre- assembly materials packet. Forms are also available at the Assembly Manager s table in the front of the Assembly Hall. d. Speeches: Unless otherwise determined by a majority of the Assembly, all speeches during discussion shall be limited to two minutes. e. Point of Order: Any member may submit a point of order or procedure to the chair and may, if necessary, interrupt a speaker for that purpose. f. Withdrawal of a Motion: Any motion or amendment must be withdrawn by permission of the Assembly. g. A majority of registered voting members shall constitute a quorum. 2. Nominations and Elections a. The consent of all nominees shall have been obtained prior to their nomination. Time constraints prevent distribution of biographical information for persons nominated from the floor. b. Unless otherwise provided for in the Southern Ohio Synod Constitution and Bylaws, on the second ballot for any election, the voting will be limited to two persons for each open position receiving the highest number of votes on the previous ballot. c. Unless otherwise provided for in the Southern Ohio Synod Constitution and Bylaws, on the third ballot for any elections, a plurality shall be sufficient for election. 9
3 3. Consideration of the Budget a. Proposed changes to the budget that increase spending must include details regarding how the change will be funded. 4. Consideration of Resolutions a. Resolutions to be considered by the assembly shall be received in writing by the synod office by March 15, in accordance with the synod constitution, to be considered by the Reference and Counsel Committee. The committee shall report on such resolutions to the assembly, whether a recommendation for discussion and Assembly action, referral to an appropriate synod committee, no action, or postponement of further discussion until next Assembly (with possible interim action, if appropriate.) Actions of the Reference and Counsel Committee shall be final unless the Assembly chooses to discuss such actions by a majority vote. b. Resolutions of an urgent nature, which could not be submitted prior to the above deadline because of changing situations in the church or the world shall be submitted in writing to the Reference and Counsel Committee Chairperson, by 10 am on Saturday, June 7, 2014 for consideration by the Reference and Counsel Committee. The committee, in consultation with the bishop and Executive Committee, may decline to report such resolutions or may report such resolutions to the Assembly as in item (a) above. c. The Reference and Counsel Committee shall grant or deny permission to distribute material to assembly voting members. 10

18 2015 COMPENSATION GUIDELINES RECOMMENDATIONS Compensation Guidelines are voted on and accepted by the Synod Assembly. At its April 2014 meeting the proposed 2015 Compensation Guidelines were approved by the Synod Council for recommendation to the 2014 Synod Assembly. For 2015, the Synod Council recommends that the Base Salary portion of the Compensation Guidelines for both Ordained and Lay Rostered Leaders be increased by 2.5%. All other portions of the Compensation Guidelines remain the same. Additionally, given the emphasis by the ELCA on promoting healthy leaders, we ask our congregations in this synod to encourage their Rostered Leaders to complete each year the ELCA Mayo Clinic Health Assessment to promote health and well- being. Completion of this Health Assessment by 65% of those covered by Portico health benefits results in financial savings to Rostered Leaders and participating congregations. 28 Our purpose To grow faithful and generous stewards of the Gospel of Jesus Christ 4G Networking is a fresh approach to year-round stewardship as an expression of faith and way of life. This ministry is to provide networking opportunities for pastors, congregations and seminarians through year-round educational opportunities. Theology and applications drawing on stewardship specialists, theologians and scholars; Bible studies, resources for preaching, family systems approach learning to be a student of yourself and raising congregational awareness of emotional response to money; Synod website with links on current stewardship theology/practice Biblical Principles: God Grace Gratitude Generosity Everything we are and all that we have comes from and belongs to God [Deut 8:17-18; I Chron 29:14; Ps 100:1-5; Ps 104: 27-28; I Cor 6:19-20]. Faith in Christ is a gift from God. Our poverty is replaced by His wealth. His riches are free; and all that not because we deserve it, but because Jesus is gracious [Jn: 3:16-17; Eph 1:7; 2:8; 2 Cor 9:8; Mark 6:4]. When the grace of Jesus penetrates the human heart, it rebounds back to God as gratitude, an expression of faith [Eph 4:6; 2 Cor 8:2; 9:15; Acts 20:35]. Gratitude and generosity work both ways. Generosity leads to rejoicing 1 [Chron 29:9] and joy leads people to give generously [2 Cor 8:2]. God gives because God loves. We give out of glad and generous hearts as an expression of love and devotion to God by freely offering ourselves and our possessions to God [2 Cor:1:5; 2 Cor 5:17; 2Cor 9:11; 1Jn 3:1]. Looking back on Workshop featured Margaret Marcuson on August 24 at Trinity Lutheran Seminary. Marcuson explored money in ministry: family of origin issues giving, receiving, borrowing, exchanging and trading self; participants explored personal values regarding money; and learned how all these things influence the congregation as an emotional system. Her presentation: Enough: Thinking, Leadership, Giving and Celebration emphasis on celebrating God s abundance and our giftedness. Over 33 clergy and lay leaders participated in the event. Rev Pat Badkey and Rev Dona Johnson attended the ELCA Macedonia Gathering Nov and presented Southern Ohio Synod s 4G Networking program. Looking forward in 2014 "Word/Witness & Application" will provide three intensives exploring biblical principles, the power of testimony/witness and ways to build an effective stewardship environment. Intensives will be held in Cincinnati, Dayton and Zanesville. By year- end, our goal is to reach over 60 clergy/lay- leaders with the message and resources for year- round stewardship. 29 May 5, 2014 Over this last year, the Southern Ohio Synod s Amazing Grace Day Camp ministry has continued to evolve as the Task Force has sharpened its vision. While continuing to be a highly effective sharing of the Gospel of God s amazing grace in Jesus Christ with children and families, the Task Force has also noted that the AGDC experience is an effective model for evangelism efforts in general, and it can be a means through which congregations can be supported as they experiment with new ways of reaching out to their communities which can be easily carried into other ventures. To that end, the Task Force is exploring new ways to support congregations in precisely this area of congregational development. In this way, the funds expended by the Synod for this ministry will be, we hope, true seed money : bearing fruit not only in the lives of those children who attend Amazing Grace Day Camps, but also in the multitude of other outreach efforts which are inspired and empowered by the congregation s Amazing Grace Day Camp experience. We are grateful for our partners at Lutheran Outdoor Ministries of Ohio (LOMO). They have worked hard with us to shape a quality camp experience for our campers. We are also grateful for congregations who not only want to share the Gospel with the children and families of their communities, but are also willing to step outside their comfort zones and take some risks in order to learn some new ways of serving their neighbors. This work would not be possible without your support. While the Synod s allocation of funds for this ministry in the annual budget is essential, we simply couldn t cover all of its costs without the gifts of individuals and congregations from across our synod. Thanks to your gifts, we were able to support 16 camps (almost 600 campers) in 2013: Pleasant City Lutheran Parish; St. Paul, Ironton; Augsburg, Cincinnati; St. Paul, North Berne; Emmanuel, Coshocton; St. John, Sidney; Roselawn, Cincinnati; St. Paul, Roseville; St. Paul, Bridgeport; Holy Trinity, Newark;. St. John, Martin s Ferry; Holy Trinity/New Lebanon, New Lexington/Junction City; First English, Columbus; St. John, Zanesville; St. Luke, Marietta; St. John, Racine. 30 Report for Synod Assembly Sinodo Espirito Santo a Belem, Brazil Companion Synod Task Force The Brazil Task Force had a busy year. Beginning with the 2013 Synod assembly, we hosted 8 members of Sinodo Espirito Santo a Belem for 10 days, including the Bishop Joaninho Borchardt, who addressed the Assembly. During their stay, they were able to observe several ministries throughout Central and West Central Ohio. The bond between SOS and Brazil was definitely strengthened as a result of this visit. Several organizations and congregations assisted in the expenses for this visit including Graceworks, the Castle, Clinton Heights Lutheran - Columbus, St. Paul Lutheran - Botkins, Susan Clem and friends - West Chester, and St. Jacob Lutheran - Anna. Many thanks to all who helped in any way to make our friends from Brazil feel welcome in our midst. In November, Pr. Ed Williams and Pr. Mick Althauser attended the International Consultation of Lutheran Church Leadership in the Americas for Renewed Relationships in Mission held in Bogota, Columbia. This international gathering sponsored by the ELCA was highly informational and invigorating as 13 South and Central American countries met with companion synod representatives from the United States and Canada. The week was packed with program, sharing what has happened, and putting into place a three- year plan between each ELCA Synod and their companion in South and Central American. As a result of our contacts in November, a consultation is being planned for Brazil in August 2014 revolving around sustainability of mission and also in conjunction with an LWF meeting. Travel expenses to the Bogota conference and the upcoming consultation are being provided through a grant from St. Jacob Lutheran, Anna with much of the other expenses coming from the ELCA. We are still working in close partnership with Brazil in establishing a partner congregation for Clinton Heights - Columbus. We hope to have that accomplished in the next month or so. This would be our third partner congregation relationship (the other two are St. Jacob, Anna with Vila Velha and St. Paul, Botkins with Domingos Martins. The coming school year will bring an additional relationship to Southern Ohio as Rebeca Foester, one of the students who attended the 2012 National Youth Gathering as Southern Ohio's guest, will be a Foreign Exchange student in our territory, attending Anna High School for her senior year. Rebeca is the daughter of Pr. Valdeci Foester who is the pastor of Domingo Martins Parish. We are always looking for new interest in our brothers and sisters in Brazil. Please contact Pr. Gary Sandberg 1 College and Main Columbus, Ohio Dean of the Chapel Spring 2014 Dear Friends, As a Lutheran university, Capital University lives out its calling to be ecumenical, inclusive, and inter-faith. There are more than a dozen ministry groups on campus that meet regularly. In addition, there are many Bible studies that spring from these groups. Chapel is a Wednesday morning worship that invites faculty, staff, and students to worship together. While ecumenical, Lutheran theology dominates the proclamation of the Word. The Inter-Faith Association is comprised primarily of students. This group fosters positive dialog among faith traditions. They are active in bringing varying traditions together for common causes, such as environmental stewardship. A group of pastors in the Columbus area has volunteered to participate on campus. In the coming year they will be asked to serve as mentors to students as they explore the concept of vocation in their lives. The administration continues to be committed to Capital living out its Lutheran heritage. The Admission counselors actively seek qualified Lutheran students. In this, you can be our greatest resource. Point students to Capital. Invite me into those situations where I can assist. We are proud of our students what they do on campus, and the potential that they show us for their futures. Capital students are change makers, on campus and in the world. Their acts of selfless caring are abundant every day. 32 Southern Ohio Synod Evangelical Lutheran Church in America 300 South Second Street Columbus, Ohio / FAX 614/ RE: Constitutions, bylaws and resolutions 2014 Southern Ohio Synod Assembly: One of Bishop Dillahunt s first acts as Southern Ohio Synod Bishop was to charge her assistant, Pastor Jeff Wick, with forming a task force to perform a line-by-line review and study of the synod s constitution, bylaws, and continuing resolutions. The task force was to ensure that the governing documents were in full compliance of the ELCA model and, if needed, to propose changes to ensure that the documents gave a firm foundation for mission within the synod. In December, 2013, Pastor Wick convened the Synod Constitution Review Task Force whose members are Pastor Bob Abrams, Linda Cregan, Pastor Craig Fourman, Pastor Craig Richter, and Linda Schnittke. At each ELCA Churchwide Assembly, the body may vote to make changes to the Constitution for Synods; some of those changes become required and some are suggestions. The initial work of the task force was to update the synod documents with the required changes resulting from the actions of the 2009, 2011, and 2013 ELCA Churchwide Assemblies. At its February 2014 meeting, Synod Council voted to recommend adoption of the required changes. Acceptance of those required changes becomes part of the agenda of the 2014 Southern Ohio Synod Assembly. With the required changes in place, the work of the task force is to review the existing documents to ensure that the articles that are not required by ELCA action conform to the required parts. The further work is to recommend changes to any portions of the synod documents which need to be corrected, updated, or rewritten to emphasize and facilitate mission in all levels of the synod expression. The task force plans to work in partnership with the Vision and Mission Task Force and with the Synod Council as the project unfolds. Any alterations of the documents must be decided by the synod in assembly. The task force plans to work toward presenting any suggested additions or deletions within the documents to the Synod Council at their November 2014 meeting. With the recommendation of the Synod Council, the proposed changes can be sent to synod congregations at least six months before the 2015 Southern Ohio Synod Assembly.
