3 ANNUAL REPORT Administrative information The parish church of St Martin of Tours, Ruislip is situated in Eastcote Road, Ruislip at the corner of the High Street and Eastcote Road in the London Borough of Hillingdon within the County of Middlesex. St Martin's is part of the Diocese of London, Willesden Area, within the Church of England. 4 The PCC does not retain a legal or any other adviser. The day-to-day management of the affairs of the PCC is delegated to the Churchwardens, who can be contacted through the parish office. ANNUAL REPORT (continued) Structure, governance and management The PCC is a corporate body established by the Church of England and operates under the Parochial Church Council Powers Measure. Following a change to the legislation regarding charities, the PCC was registered as a separate charity in November 2009: The Parochial Church Council of the Ecclesiastical Parish of St Martin of Tours, Ruislip, registered number The method of appointment of PCC members is governed by, and set out in, the Church Representation Rules. Members of the PCC are either ex-officio or elected by the Annual Parochial Church Meeting (APCM). The PCC also co-opts members as considered appropriate. All church attendees are encouraged to register on the Electoral Roll and to stand for election to the PCC. As far as possible, the PCC appoints suitable members of the congregation, who report back to the PCC, to ensure compliance with legislative matters regarding health and safety, disability discrimination and child protection and arranges for them to attend appropriate training courses as required. The PCC operates through several committees which meet as required between full meetings of the PCC. The committees consist of PCC members with the power to co-opt parishioners for specific projects and for longer periods as required. The current committees are: Standing Committee This is the only committee required by law. It has power to transact the business of the PCC between its meetings, subject to any specific directions issued by the PCC. Fabric Committee Responsible for the maintenance of the fabric and building of the church and the curate s house. Hall Management Team

5 Responsible for the management, maintenance and operation of the church hall. Discipleship in Action Group Responsible for overseeing developments in the church s mission and outreach work. Social Committee Responsible for organising and co-ordinating social events. Finance and Stewardship Committee Responsible for co-ordinating finance matters. Risk management The major risks to which the church might be susceptible are the subject of ongoing review. Our fixed assets are all covered by adequate insurance and other risks are assessed and mitigated as far as is practicable. ANNUAL REPORT (continued) Objectives and activities The primary objective of the PCC is the promotion of the Gospel of our Lord Jesus Christ according to the doctrines and practices of the Church of England. The PCC has the responsibility of co-operating with the vicar, Fr. Simon Evans, in promoting in the ecclesiastical parish the whole mission of the Church: pastoral, evangelistic, social and ecumenical. The PCC also has the responsibility for maintaining the ancient church building, for maintaining and operating the hall adjacent to the church and for the upkeep of the clergy house. The Eucharist is celebrated at St Martin s every day, with four Masses serving Sunday attendance, and Morning and Evening Prayer are said in church every day except Sunday. Our Sunday Masses provide for the differing needs of parishioners. The Sung Vigil Mass at 6.00 pm on Saturday is a relaxed and informal celebration; the 8.00 am Mass draws on the traditional provisions of the Book of Common Prayer; the 9.15 am is a Solemn Mass appealing to all ages, while the am Sung Mass is a less formal all-age celebration. Young Church meets alongside the 9.15 am and am Masses during term time, with a crèche area available at both Masses. On Sunday evenings at 6.30 pm, there is either Evening Prayer (BCP) or one of a variety of services, mainly organised by the Spirituality Group. This group

6 is now well-established and also provides a Lent Course and pre-advent Quiet Day every year. In addition to Young Church and the crèche, we have K@SM (Kids at St Martin s) for 10 to 13 year olds and MoY (Ministry of Youth) for 13 to 18 year olds. Both of these groups provide nurturing in the Christian Faith for our young people as they mature and grow into young adults. Once again, the annual Holiday Club was a great success. There are several Get the Gospel groups, which hold regular meetings to review and understand the forthcoming Sunday Mass Gospel readings. As follow-on to the Get the Gospel groups, there are two Living Word groups who meet to study books of the Bible other than the Gospels. We also encourage our parishioners to undertake pilgrimages. There have been four pilgrimages to Walsingham, (men s, women s, family and parish). More than 20 parishioners are members of the Cursillo movement in the Diocese, most of them taking part in all that the movement offers for spiritual growth and refreshment. They are all actively involved in the life of St. Martin s, many in leadership roles. The PCC has the benefit of voluntary contributions to most of our activities from the parishioners, including professional financial work and fundraising. As with most parishes, we contract our Director of Music for church music and choir training. Following the departure of Colin Neville in 2011, an interim team led by Mervyn Hogg ensured that the quality of music was maintained and continued to develop. In the summer, James Platt was appointed Director of Music, with James Kellas as Assistant Director of Music; these appointments have ensured that the musical life of St Martin s has been further enhanced. The PCC policy is to identify specific needs within the local community, the United Kingdom and throughout the world to make specific grants to meet these needs when our financial position, as monitored by the Treasurer and Finance and Stewardship Committee, allows. ANNUAL REPORT (continued) Church attendance At the 2012 APCM there were 678 names on the electoral roll, a net increase of 24 since the 2011 APCM. Approximately 360 attend the four Sunday Masses each week, with about 260 communicants. Achievements and performance

7 The PCC met seven times for normal business during the year. Business included regular finance reports, reports from Synod members and reviews of the activities of the committees and other organisations closely associated with the parish. In addition, a new Health & Safety policy was approved. In July, the Bishop of Willesden, in his capacity as acting Archdeacon of Northolt, conducted a visitation of the parish. This is when the registers, log book, inventory, parish finances, minutes of meetings, required policies and other matters are scrutinised. No concerns were raised during the visitation and the bishop was very pleased with the way in which the parish s affairs are managed. The parish enjoys a very strong relationship with BWI School; regular reports are received at PCC meetings, there is a BWI Noticeboard at the back of church and members of the clergy team regularly take assemblies and celebrate Mass at the school or for the school in Church. We remain fortunate at St Martin s that there are priests who are keen to help lead our worship. Fr Ken Buckler, Fr Nick Barry, Fr John Spinks and Fr Peter Tilley all give freely of their time and make a fundamental contribution to the richness of our life at St Martin s. David Green was ordained deacon at St Paul s Cathedral in June and began working as a non-stipendiary member of the St Martin s clergy team. The team of Lay Ministers comprises five Pastoral Assistants, two of whom were commissioned in June 2012, and three Licensed Lay Ministers (Readers). In addition, we have large committed teams of lay people who assist at Mass as choristers, singers, servers, sidesmen, readers, intercessors and Eucharistic ministers. Some of our Eucharistic ministers take communion to the sick and infirm in their own homes, hospital or care homes. The Pastoral Team also identifies and provides pastoral care for the housebound, whilst the Bereavement Care Team is a specialist group to provide support for the recently bereaved; it also hosts a bereavement drop-in meeting once a month. As in previous years, an encouraging number of adults and young people were confirmed by the Bishop of Willesden in May. The bell ringing team continues to grow in both numbers and expertise. We continue to welcome excellent visiting preachers and are very well served by our trained Lay Ministers. Two sets of Posada crib figures travelled around the homes of the parish in Advent. We have continued our link with St Michael s, Camden Town, Fr Nicholas Wheeler through the USPG in his ministry in Cidade de Deus (City of God) in Rio de Janeiro, the Myosotis Trust and the Diocese of Wiawso in Ghana.

8 ANNUAL REPORT(continued) A very successful summer festival took place in June. The church was beautifully decorated with flower arrangements and there was a series of special events across the weekend, including a concert on the Saturday evening and a very welcome return of the St Martin s Morris dancers! The festival was the occasion for the re-launch of Friends of St Martin s, after many years of being very ably led by Alan and Maureen Seymour. A lively Harvest Supper disco was held in October and the parish Christmas dinner was enjoyed by a large number of parishioners. The parish continues to be very supportive in supplying refreshments for receptions following our Patronal festival, other feast days and key parish events. The parish continues to be very active in a number of ways including the Thursday drop-in, toddlers group, guides, Outlookers and the prayer support group. Financial Review. Our deficit this year is 27,422, before the revaluation of investments, comprising a deficit of 1,951 on Unrestricted Funds and 25,471 on Restricted Funds. This compares with an overall deficit of 2,763 last year. General fund. In 2012 we have seen a reduction in unrestricted incoming resources of 10,389. This is mainly due to a decrease in voluntary income of 10,982. A reduction in planned giving had the additional effect of reducing our tax recovered under the Gift Aid scheme. We are grateful for several generous donations by a member of the parish during the year. The Martinmas Fair, which had been cancelled in 2011, provided a welcome boost to our generated funds this year, which were 4,267 higher, but this was negated by a drop in wedding and funeral fee income of a similar amount. Church Hall lettings and sales of votive candles were very similar to the previous year. We had pledged support of 105,000 to the Common Fund for 2012 and we were able to fulfil our commitment. Flower fund. The cost of flowers for the church was completely covered by wedding fees and donations. Church Hall fund: The income from hiring the hall is intended to cover the full running costs of the hall and provide a cost-free hall for parish use and other charitable activities. The deficit for 2012 was 1,820. The main variance in running expenses was an increase in energy costs. Furniture for the parish office, purchased during the year, is being written off over 5 years. Restoration fund. The deficit for the year is 14,970 a similar amount to The main expense in the year was the repair of the heating system with the

9 additional problem of asbestos removal. Our insurance cover does not include pipework and is capped at 50,000. The final cost, including pipework, was just over 50,000. Our claim has not yet been paid and we have made a provision for 38,000, a settlement figure suggested recently by the loss adjuster. We are arguing that it should be higher. Friends of St. Martin s: Since the re-launch in 2012, Friends has raised 7,461 for St. Martin s which will be spent on projects approved by the PCC.. ANNUAL REPORT (continued) Graves and Churchyard fund. A reduction in the number of funerals and a slight increase in costs has resulted in a deficit of 3,027 for the year. Piano Fund. The grand piano in the Church hall has now been refurbished, leaving a balance of 290 on the fund. Gossling Trust Fund: The interest from this trust Fund is to provide financial support for a married male candidate for Holy Orders. We have made a grant to Fr. David during the year. Efforts for Others. Our support for others decreased this year by 1,575. Further sums have also been raised by members of St Martin's for various charities (including some of those listed in the note) and some charities have benefited from the free use of church facilities. Review of Annual Report and Church Records. An Independent Examination has been carried out by Mr K Wild OBE BA FCA CPFA Plans for future periods The PCC elected to contribute 110,000 to the Common Fund in The reduction in planned giving and continued increase in costs, particularly since the summer, will make this difficult to achieve and a Stewardship Campaign will be held in 2013, probably in early autumn. Reserves policy It is the policy of the PCC to retain sufficient cash reserves to cover fixed expenditure for 6 months in the unlikely occurrence of a catastrophic event. Our current unrestricted net assets meet approximately 50% of this need. The year-end balance of 68,195 in the Restoration Fund arises mainly from several large legacies received in earlier years and will be used to continue the high level of maintenance of our ancient church as identified by the quinquennial review and by our architect between reviews.

10 On behalf of the PCC S EVANS Chairman 22 March 2013 Independent Examiner s report to the Parochial Church Council of St Martin s Church, Ruislip I report on the financial statements for the year ended 31 st December 2012, which are set out on pages 10 to 17. Respective responsibility of members of the Parochial Church Council and examiner Members of the PCC are responsible for the preparation of the financial statements. The PCC considers that an audit is not required for this year under section 43(2) of the Charities Act 1993 (the 1993 Act) and that an independent examination is needed. It is my responsibility to: Examine the financial statements under section 43 of the 1993 Act; Follow the procedures laid down in the general Directions given by the Charity Commission under section 43(7)(b) of the 1993 Act; and To state whether particular matters have come to my attention. Basis of independent examiner s report My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as members of the PCC concerning any such matters. The procedures do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the financial statements present a true and fair view and the report is limited to those matters set out in the statement below. Independent examiner s statement

11 In connection with my examination, no matter has come to my attention: 1. which gives me reasonable cause to believe that in any material respect the requirements: to keep accounting records in accordance with section 41 of the 1993 Act; and to prepare financial statements which accord with the accounting records and comply with the accounting requirements of the 1993 Act have not been met; or 2. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the financial statements to be reached.
