Worship and Proclamation of the Word Worship was led by the Youth and Adult Leaders of the 2013 Youth Triennium Delegation from the Presbytery of Ohio Valley. Lant Davis, pastor of Central Presbyterian Church, Terre Haute, welcomed the Presbytery of Ohio Valley and gave instructions regarding the building and lunch. Consent Agenda Rev. Larry Jackman Rev. Jackman moved the Consent Agenda, consisting of the Minutes of June 8, 2013, the Assembly Docket for this September 14, 2013 meeting, the Report of the Stated Clerk, the Treasurer s Report, the POV Academy Committee Report, the Report of the Charlestown Community Administrative Commission, the Youth Ministries Work Group Report, and the Mission Partnership Work Group Report. The Consent Agenda was approved by the Assembly and is included below: Clerk s Report - The Rev. Lawrence Jackman Deaths: Rev. Edmund W. Tratebas (Member of POV) died on August 10, On the following Monday Ed would have been 98 years old. He lived in Brown County and was active in the life of the Brown County Fellowship. Ed s wife died this spring and he had been recently diagnosed with terminal cancer. Memorial services will be held on September 14 at Brown County. Ed was ordained in 1952 by Chicago Presbytery. Rev. Ann Letson died at home on August 11, Ann was a member of Mid-Kentucky Presbytery, but lived within our bounds and served as a Parish Associate at Corydon in recent years. Ann was ordained in 1986 by Louisville Presbytery.

7 Resignations: David Flucke resigned from the Church Planting Team. 6/8/13 Mary Jensen resigned from Committee on Preparation for Ministry. 6/20/13 Overtures to General Assembly Only a small number (8) of Overtures have been received and published thus far for the GA next year. These classes are: Sept : Presbyterian Polity, led by Joyce Lieberman, Manager, Polity Guidance and Training, Office of General Assembly Nov (Fri.-Sun.): Congregational Leadership, led by Rev. Susan McGhee, Executive Presbyter, POV January 17-18: Sharing in the Ministry of Care, led by Rev. Lynn Roberson March 14-15; Christian Education May 16-17: Preaching We have also begun planning for the practicum classes to follow, which will be open only to those pursuing certification as Commissioned Ruling elders. We hope to begin these classes in the summer of Charlestown Community Administrative Commission Report - The Rev. Michelle Bartel, Ph.D., Moderator On March 24, 2011 the Administrative Commission was appointed by the Mission Council of the Presbytery of Ohio Valley acting as the Presbytery. This action was reported at the June 2, 2011 Assembly. Members of the Commission were Rev. David Young (Moderator), Rev. Dr. Michelle Bartel, Elder Mike Beaver, Rev. Rob Craig, Elder Karen Goodwell, Elder David Holt and Rev. Anne Marshall. The charge to the Commission was to carry out the functions of the Book of Order as related to such commissions, including, but not limited to those found in the Book of Order (2009/2011) G (a)(4) and G , including the provisions for fair process.

12 The Rev. Anne Marshall and Rev. David Young have resigned from the Commission and Rev. Michelle Bartel was named as Moderator. Changes in the Book of Order allowed the Commission size to reduce to five persons. The commission continued to meet and work along with the Session of Charlestown Community to fulfill the charge. Significant transitions have taken place both on the Commission and in the life of the congregation. The charge of the commission has been greatly accomplished and the session continues to work on longer term goals for the life of the congregation. A final meeting of the Administrative Commission was held on May 21, 2013 and through Mission Council acting as Presbytery, the Commission was dissolved. The work of the Session of Charlestown Community Church and that of the members of the Administrative Commission is commended and appreciated. Youth Ministries Work Group Report - The Rev. Rachel Pedersen, Moderator This summer the Presbytery supported two great youth events: Presbyterian Youth Triennium and The Camp Pyoca. PYT Our presbytery generously supported our delegation to PYT by paying 1/3 of the registration fee for each student, covering the cost of adult advisors, and providing transportation. The Presbytery also helped up buy 20 fans when the temperatures topped 90 degrees in our dorm rooms. There are many ways to tell you about this year s Triennium experience. Here are the numbers: 36 Student participants in the Presbytery Delegation (6 returning, 30 first time participants) 14- Congregations represented 8- Volunteers who made our delegation lock-in possible 6- Adult Advisors 4- Regions sending delegates 1- Amazing Registrar We would like to extend a special thanks to the sessions of Dale Presbyterian Church, Central Presbyterian Church, First Presbyterian Columbus, First Presbyterian Bloomington, First Presbyterian Seymour and First Presbyterian Corydon for generously allowing their staff members the time and flexibility to be advisors and registrars. We also thank Dave Addams, from Madison, for giving a week of his vacation time to be one of our male advisors. Over the course of the week, 6000 students and adults worshiped, played, studied and lived together youth and many adults celebrated communion on a hillside. 150,000 meals for refugees were packed in under four hours. We walked miles, we worshiped for hours; we sang new and familiar songs. We listened to God speaking in a new way. We understood our place in the body of Christ that included believers from near and far. If your congregation sent a youth delegate: ask him/her to share their experiences or even their suggestions. If your congregation did not, begin talking to your youth about the possibility of participating in 2016.

13 The EVENT Welcoming 50 youth and adults to Pyoca, we enjoyed a fun filled afternoon and a live concert by the Great Romance. This is an annual event designed for youth (middle school- high school) to enjoy presbytery wide fellowship and to help support youth programming in the presbytery. Mission Partnership Work Group Report Elder Jo Lucas We were reminded that the Peacemaking Offering is gathered on World Communion Sunday. 22 congregations in the Presbytery of Ohio Valley contributed funds to this work in the past. 25% of the funds stay in local congregations and 25% goes to presbytery use. This presbytery uses the funds in support of the partnership we share with the International Center of Bethlehem, for itinerating peacemakers in the presbytery, for work that benefits all congregations and for peacemaking conference underwriting. This year funds have been used in support of international students attending the Presbyterian Youth Triennium, support for Hoosier Interfaith Power and Light and in support of the partnership we share with the International Center of Bethlehem. On October 11-15, the presbytery will HOST a PC(USA) International Peacemaker. We have the opportunity to talk with and learn from a person who lives and works in Jerusalem. Nora Kort, a lifelong resident of Jerusalem, will be with us. Nora Kort is a Palestinian Christian, was one of the authors of the Kairos Document and is a person dedicated to the work of peace. 14 Statement of understanding of Christian Vocation in the Reformed tradition and how it relates to my call According to the Westminster Confession, Christian Vocation is defined as effectual call (Book of Confessions, 6.064). It could be summarized that God called people who were predestined from the world and lead them effectually to the grace in Christ Jesus. Honestly, I am still struggling with understanding what the predestination means. However, I believe that it is obvious that calling and election totally belongs to God s sovereignty. In my view, my life was absolutely changed by God s work. I did not want to be a pastor in my earlier days because I was in the Catholic Church. Even though I used to think that I wanted to be a Catholic priest, it was just like a teenager s dream. However, I am in the course of discipline to be a pastor or gospel preacher in the world. It is absolutely mysterious! There is not my will but God s will. It looks like my will to be a pastor is based on the irresistible grace of God. I am still trusting God s initiative of lead although I cannot see my future clearly. Statement of Personal Faith I believe in one eternal living God who is Spirit and unfathomable Love. As all Christians have been confessed, I believe that in the unity of the Godhead there are three Persons of one substance, power, and eternity: God the Father, God the Son, and God the Holy Spirit. I believe that the trinity of God is a mystery that people cannot understand and explain completely until we meet God face to face. However, I humbly explain the triune God on the basis of redemptive perspective. God, the father had a profound salvific plan to save God s people from the world fallen by sin. God, the Son has redeemed those people who were elected. God, the Holy Spirit has been working with God, the Father and Son. Especially, the Spirit of Christ is working on building an each sanctuary in every Saints in this world. I believe that Scripture has special authority not just based on the book itself, but based on the indicator of the Truth. As Paul argued in the Romans 1:20, no one can excuse that there is no God because our nature and even our systems indicate who God is and what God has done for people on Earth. Although Paul affirm that nature reveal who God is in our universe, we cannot understand completely who God is and what God has done for us. Only through Scripture, I believe, can we understand and confirm who God is and what God has done for humankind. In this sense, I believe that both the Old Testament and the New Testament should be read carefully in order to understand who God is and what God has done for us. Especially, I believe that Jesus Christ is the Word of God, so God s revelation has been fulfilled in Christ Jesus. I believe that Scripture should be interpreted on the basis of Christ Jesus. I believe that there is one baptism and Lord s Supper. These are only scared rituals that Jesus Christ participated in and established. I believe that these two sacraments teach the Saints who God is and what God has done for us. I also remember that God came down from heaven, died, and was resurrected in Christ Jesus and will come again whenever I join in these sacraments. I believe that Christian Discipleship is a part of the adoption process. Ultimately, I believe that we, Christians become co-heirs of God. As someone should learn how to live in a new home when adopted, Christians who are saved from sin should go through a new way of life. In this sense, Christian Discipleship is a life- long process to empty ourselves and learn gentleness and humbleness of Christ Jesus under God s lead. An analysis of at least a concept from the personal faith statement regarding what it suggests about God, humanity, and their interrelationships One of the concepts in my personal faith in God is a full revelation of God in the Bible. I can recognize that God reveals the truth of God through the Bible. It is full of signs and metaphors which indicates the reality of God s kingdom and the real life in heaven. Broadly, I assume that the Old Testament is true teaching from God, which is based on the relationship with God. At the same time, it shows Christians that God s covenantal

15 relationship signifies the relationship of grace in the New Testament. In other words, I can fully understand some events or prophecies in the Hebrew bible through the gospel of Jesus Christ and Apostolic letters. For instance, after the fall of humankind God banished Adam and Eve out of the Garden of Eden. But God gave them garments of skins and clothed them. This story could be interpreted that God s grace for humankinds although they made a huge mistake. I do not know the Jewish interpretation but it could be possible interpretation. Interestingly, I can see a bigger picture when I interpret this story figuratively through the New Testament. I believe that all humankinds who wear the garments of righteousness in Christ will be saved as all humankinds who fell from the paradise had been given garments of skins by God. In this sense, I believe that the Scriptures both Hebrew and Greek Bibles provide me with the completion of God s revelation. A statement of what it means to be Presbyterian, indicating how that awareness grows out of participation in the life of a particular church It is very important for me to be Presbyterian because individually it seems very hard to maintain our spiritual journey in the world. Because of that, the visible Church has been given to believers. Historically, the Catholic Church was a mainstream in the early church era in the western part of the world. Moreover, After the Reformation, various Church denominations based on the Reformed tradition occurred such as Presbyterian, Methodist, and Baptist. From my understanding, a Presbyterian church in the Reformed tradition dates back to John Calvin and John Knox. It is a connectional church that has a particular kind of polity with authority distributed in various degrees to congregations, presbyteries, synods, and a general assembly. It is a church that emphasizes the sovereignty and grace of God. I believe that Christians are all in Christ, the body of Christ. This church has no limitation in space and time. However, we live in the world, which is limited by space and time. It causes different idea and various cultures. In this sense, to be a Presbyterian is the way of getting to know God and to grow believers faith in the community. I believe that God permitted the diversity of our church traditions that people has developed and enjoyed through our history. A statement of self-understanding which reflects my personal and cultural background and includes a concern for maintaining spiritual, physical, and mental health. As an inquirer, I have struggled with seeking inner humility. It was one of the topics which were given by my mentor in the Practical Theology in Congregation. The concept of inner humility is totally different from external humility. People pretend to be humble externally even if they feel overly proud of themselves. In general, we call these people humble and modesty. But we are not able to know the innermost part of people s heart. Only God know it. For instance, I am good at pretending to be humble even though I feel very proud of myself and eager to boast myself. Whenever I tried to get rid of inner proud emotion, it seemed to grow bigger and bigger. It was very hard to obtain inner humility. How can I get this virtue of inner humility? The Scripture taught me that I should learn from Jesus Christ because he was really humble (Matthew 11:29; Phil. 2:8). Jesus humbled himself and he declared that his heart is humble and gentle. It also seems closely related to the concept of self-denial. Jesus proclaimed that his disciples should deny themselves and follow him (Matthew 16:24). From my understanding, I tried to be humble in my daily life and prayed for it. However, as I mentioned earlier, it was very hard to keep my heart humble. It seems to be impossible. So, I thought that the power of the Holy Spirit enable me to get to the status of virtue. One day, I met a patient in the hospital. She was a member of Pentecostal church in Bloomington. We shared prayers with each other. All of a sudden, she told me that I should be baptized with the Holy Ghost. At the end of the conversation, she recommended a Pentecostal church in Bloomington to me. I was really interested in supernatural phenomena based on the Holy Spirit and I thought that I can achieve my spiritual development as a senior student in Seminary such as speaking in tongues or healing or prophecy and so forth. Despite my reluctance, I visited the Church that the patient recommended. During the service, there was a communal

16 prayer time for those who really want to be baptized by the Holy Spirit. I went up to the front and waiting for my turn. A woman in front of me fell down just after someone s prayer of speaking in tongues. I was really excited and it was my turn. One of elders approached me and prayed for me with speaking in tongues for a while. I felt nothing. All of a sudden, my heart was cool down and calm. It did not happen anything mysterious. Nothing visible happened in and out of me. I was so disappointed because I really expected that the more powerful spiritual experience than before would have happened. In conclusion, I learned something from this incidence. First, I realized that I did not know who the Holy Spirit is. Second, I am still trying to take advantage of God s power to boast myself to the people in the world. Third, inner humility cannot be accomplished by me, but by the grace of God. It is necessary for me to surrender to God, God s sovereign power in advance. That s why Apostle Paul told that all these [the gifts of the Holy Spirit] are activated by one and the same Spirit, who allots to each one individually just as the Spirit choose (1Cor. 12:11 NRSV). A statement of my understanding of the task ministries of the Word and Sacrament perform, including an awareness of my specific gifts for ministry of the Word and Sacrament and of areas in which growth is needed. One of the most important task ministries of the Word and Sacrament is preaching gospel properly. In our reformed tradition, preaching gospel has been regarded as the most important task to teach and guide people in Church. Specifically, it was very significant to preserve the unity of Church. According to the Second Helvetic Confession, the true and harmonious preaching is necessary to maintain the true unity of Church (5.141). Personally, I think that I have an ability to preach truly and harmoniously. Specifically, I had been trained as a news reporter for seven years before I became a seminary student. From my journalistic experience, I learned how to deliver my message effectively: how to speak and arrange facts that support the main theme. At the same time, I have a lot of secular and spiritual experiences. Whenever I preach a certain part of Scripture, I used to have experience which is related to sermon in my daily life. For instance, when I was preparing for the sermon about John 14: 6, I was inspired by my daughter s remarks about a road. It was so impressive moment that I could develop my theme of the sermon. Because of these experiences, I preached many times in my congregation and other Korean student group at Indiana University. One day, however, there was an occasion which wakened me just after the end of the last semester. I took a basic preaching. I could not good grade at the end of the semester. It was C. I was totally shocked and depressed. My pride on preaching had been disappeared. I was very regretful because I did not follow the way diligently which the professor of basic preaching presented. Even though I had an unexpected kidney stone surgery around the end of the semester, it was not enough to excuse myself. Honestly, because I did not like the way of the professor s teaching, I did persist my way to study the preaching. After the semester, I am working on Clinical Pastoral Education at Indiana University Hospital in Bloomington. It gave me a totally different way of looking at the gospel. It also healed my broken heart due to the grade of the basic preaching. At first, I repeated my mistakes to interview the patients. A chaplain is not supposed to interview the patients as a journalist. A Chaplain should listen to the patients voice attentively and follow the patients initiative. During the CPE, I realized that my preaching must have focused on my view, not God s view. I did not try to listen to the voice of God attentively when I took my basic preaching. I might not have heard God s voice in the gospel, but my voice about gospel at that time. It was m/s/c (Gould) to approve Jaeseok for candidacy. Moderator Hill asked Jaeseok Park to answer the questions for enrollment. Having answered in the affirmative, Moderator Hill had a prayer asking God s blessing upon Jaeseok. Rev. Gould presented Martha Lasher for Final Examination for Ordination as a Minister of Word and Sacrament to serve as a Chaplain in the Indiana National Guard. Martha presented the following written documents and stood for examination from the floor:

17 Faith Journey As you therefore have received Christ Jesus the Lord, continue to live your lives in him, rooted and built up in him and established in the faith, just as you were taught, abounding in thanksgiving. Col. 2:6-7 My roots in Christ began at birth. I was born to parents who had a strong faith and attended church weekly. Our church nourished my siblings and me, and fed us to allow our roots to grow strong in the faith and to find strength in the Lord. I was confirmed in this church after a yearlong study with our pastor and was very active in the youth group. We went on different missions trips and participated in many local mission opportunities. Each leader and each experience I had, fed and grounded my roots stronger in my faith. When I went away for college, I struggled to find a church home, as well as struggled with issues surrounding my major. As I look back on these years I see, like a tree who drops it leaves in the winter, I too felt disconnected and dormant, but my roots did not fail me. They grew stronger and provided me the nourishment and guidance I needed to come alive again. When I finally returned home to finish my education I came back to my church home and family, and there my roots brought new life to my faith. As I completed college, I helped at the church as a Sunday School Teacher. One Sunday, our pastor announced in Church that they were looking for a new volunteer to help with the youth group. The pastor looked right at me and it was there I felt the first of what I like to refer to as a Holy Spirit Kick in the Butt and I began my new direction and calling to the ministry. Over the next few years, and through guidance and spiritual discernment from my pastor, I entered Princeton Seminary, for a Masters in Christian Education, not ready to accept that I was being called to be a Minister of Word and Sacrament. Life intervened, I was married, and we moved out of state so I took a leave of absence from the seminary. This leave of absence took 11 years. Over those 11 years, through life experiences, Church positions as director of Christian education and youth ministry, the church members themselves, and pastors my roots in my faith in Christ grew. I felt an overwhelming call back to ministry but was patient and waited to discern that call. During this time my husband joined the military, and at a conference designed to recruit him to be an officer, it was then that I received another, nudge from the Holy Spirit as the Chaplain stood up to talk, I felt I had found my calling. Over the last 4 years I have been blessed and fed by those around me who have supported my call and allowed me to grow and develop my ministry as a chaplain in the military. I entered seminary, this time for a Master of Divinity, with a calling to Teaching Elder. My roots that have grown and strengthen over the years allowed me to flourish and share the gifts God has given me in my ministry. My roots are strong and anchored, and through Christ, I have been able to use my strengths and been given experience to strengthen my weaknesses. Each person I meet both in the ministry or through my ministry strengthens my faith and allows my roots to grow. After examination, Monica presented to the Assembly an explanation of the Ordination Process regarding Martha: Martha has been a Candidate for Ordination since September 15, There are a number of ways in which her candidacy and preparation for ministry are unique. The Stated Clerk has confirmed needed understanding of appropriate steps with Rev. Joyce Lieberman, manager of polity guidance and training in the Office of the General Assembly. 1) The key issue for understanding is that fact that Ms. Lasher s desire will be to be ordained to a specialized ministry of Military Chaplain in the Indiana National Guard (Army). Presbyterian Military Chaplains including those in the National Guard are not unusual. However, the general situation is that an already ordained person is becoming a chaplain. This proposal is for ordination to the specialized ministry. There is no reason why this (or another) specialized ministry may not be validated and deemed an appropriate first call. The standards that would apply are the same as would apply to the validation of any ministry as a Presbytery validated ministry. Standards from the Book of Order apply in all such cases and are cited below.

18 G Presbytery and the Teaching Elder As the Lord has set aside through calling certain members to be teaching elders, so the church confirms that call through the action of the presbytery. The presbytery shall determine whether a particular work may be helpful to the church in mission and is a call to validated ministry requiring ordination as a teaching elder. In the performance of that ministry, the teaching elder shall be accountable to the presbytery. Teaching elders have membership in the presbytery by action of the presbytery itself, and no pastoral relationship may be established, changed, or dissolved without the approval of the presbytery. See also G In the opinion on this writer, the ministry meets criteria set forth in G ) Terms of call are somewhat unique to the military itself. Compensation is always commensurate with rank/grade. Martha will become an O2 level (1 st Lt.) of pay as a chaplain with eligibility for promotion to O3 (Captain) after a year of service. In addition to base pay there are additional compensations for extra services. In Martha s case those would include: When Martha performs monthly duties outside of drill weekends and Annual training, she is put on orders where the compensation is calculated from monthly pay rate (each day of orders equals 1/30 of a month s pay). 3) The time requirement for this position includes base levels of monthly service and annual training. The military calculates these duties alone at 744 hours per year. In addition to this the following: Chaplains are expected to participate in monthly commander briefings. They also run marriage, family, and single s weekend retreats. Chaplains are to be available for soldiers when necessary. Chaplains also attend chaplain sustainment trainings. Chaplains can be called on to do Weddings, Funerals, Causality Notifications, and Honorable transfers. These additional duties would easily add up to an additional 300 hours or more of service. In the secular world, half time service is 1040 hours per year not counting vacation time. This position meets or exceeds criteria for half time. 4) Health Care coverage is provided through the basic military benefit programs. 5) Pension/retirement benefits are through the military system of benefits. 6) Most Guard Chaplains also work in congregations. Martha is currently working in an extended pulpit supply relationship to Vernon Church. She wishes to continue to serve that congregation. The time involved in Vernon is less than half time. 7) It should be noted that part of the conditions of Guard duty is the possibility of being called to active duty when required. (Prepared by Rev.
