Linda Ashfield made a report and presentation on behalf of the four person team from Knox Presbyterian Church, Waterloo appointed by the Presbyterian Church in Canada to the Amity Foundation in China as teachers for the Summer English Program. The PCC sends a team each summer for one month to volunteer with the Chinese Christian Church through the NGO Amity. CONSITUTION OF THE COURT The Rev. Scott McAndless, Moderator, opened the meeting with prayer and constituted the court.

MINUTES Questions arose regarding concurring with dissent if a Presbyter is not present at the meeting. Motion by Gib McIlwrath/Janice Hamalainen to table the minutes from September 9 th, 2014 tabled until Book of Forms and/or Clerks of Assembly have been consulted. {Memo sent to all presbyters The acting clerk reported on the findings re a presbyter concurring with a dissenting vote at a following meeting. The Deputy Clerk has been consulted and according to Book of Forms 91. a dissent must be recorded at the time the vote is taken. There is no opportunity for a dissent vote to be recorded at a later meeting.} MODERATOR The Moderator left the chair and invited the previous Moderator, the Rev. Dr. Mark Lewis to moderate the meeting. 5 4894 RE: FULL INCLUSION FOR LGBT PERSONS WHEREAS, it is twenty years since The Presbyterian Church in Canada (PCC) adopted a statement on Human Sexuality in 1994, and WHEREAS, it has been ten years since the 2003 reception and adoption of the report of the Special Committee re Sexual Orientation (A&P 2003 pp 526ff), and WHEREAS, the Special Committee on Sexual Orientation s recommendation that the Life and Mission Agency and the Colleges of the Church continue to study questions of human sexuality was adopted in 2003, and WHEREAS, knowledge and the study of issues of human sexuality, both scripturally and scientifically, has changed significantly over the last twenty years, and WHEREAS, Lesbian, Gay, Bisexual, Transgendered (LGBT)* people are fully included in our Canadian society and discrimination based on real or perceived sexual orientation and gender identity is prohibited throughout Canada in private and public sector employment, marriage, housing, services provided to the public and publicity, and WHEREAS, ecumenical partners of The PCC such as The Presbyterian Church: USA, The Anglican Church of Canada, The Evangelical Lutheran Church in Canada, The United Church of Canada and The Church of Scotland have developed nuanced and affirming theological positions on matters of human sexuality over this period, and WHEREAS, more and more congregations of The PCC recognize and celebrate the diversity of their membership with the inclusion of LGBT people in full participation in congregational activities and leadership, and WHEREAS, many LGBT people within The PCC struggle with the ambiguity of their position within the Church and the lack of pastoral affirmation and hospitality they experience in light of the 1994 Report on Human Sexuality and its interpretation, and WHEREAS, those who are living in, or who may live in a committed same sex relationship, feel called by God to serve as ordained ministers of The PCC, and WHEREAS, Christian organizations that used to seek to change people s sexual orientation such as Exodus International and New Direction Ministries have recognized and apologized for deep spiritual harm and psychological damage done to LGBT people by not affirming their innate sexuality, sexual orientation and gender identity, and WHEREAS, in the residential school apology we confessed the "sin of trying to change someone's fundamental nature," and

6 4895 WHEREAS, the assessment of the scientific and medical communities is that largely sexual orientation and gender identity is not a matter of choice or lifestyle, but a factor in place prior to birth, and WHEREAS, our Leading with Care policy ensures that congregations, groups and organizations within The PCC will ensure "a safe place for all," and WHEREAS, the anti-lgbt stance of the Christian church in its many worldwide forms has resulted in approval of, or collaboration in, the persecution of LGBT persons, leading to verbal, psychological and physical assaults and killings, and WHEREAS, the teachings of Jesus require that acceptance and inclusiveness of oppressed or persecuted minorities is central to the Gospel message, THEREFORE, the Session of St. Andrew s Presbyterian Church in Kitchener, Ontario humbly overtures the Venerable, the 141 st General Assembly, to affirm that The Presbyterian Church in Canada is fully inclusive of every person regardless of sexual orientation and gender identity in all aspects of church life, calling and relationship as a matter of justice and hospitality; or to do otherwise as the General Assembly, in its wisdom, deems best. * The term 'LGBT' is an acronym currently used to refer to people whose sexual orientation is not heterosexual and/or whose gender identity does not conform either to binary male/female categories or the 'assigned' gender at birth. While variations of the acronym exist to emphasize the spectrum that exists with respect to sexual orientation and gender identity, LGBT will be used for the purpose of this overture 3. Nominations for Moderator of the 2015 General Assembly Recommendation That Karen Horst be the recommendation of the Presbytery of Waterloo-Wellington as Moderator of the 2015 General Assembly. Linda Ashfield/Mark Lewis CARRIED Rev. Karen Horst Karen Horst (Dip. C.E., B.A., M.R.E. & M.Div.) began ministering in The PCC as a Regional Educational Consultant resourcing congregations and developing leaders. She has served on many national committees and was Convener of PWS&D. She has represented The PCC in church school curriculum design. Karen has written countless study-guides and courses for all ages including Canada Youth, the Elders Institute, Knox College and a consortium of denominations. As Minister of Word and Sacraments, she has served different-sized congregations including as an Interim Minister. Currently, she is minister of St. Andrew s, Orillia. Her passions are family,

7 4896 international development, leading conferences, and assisting congregations in strategic planning and conflict resolution. Her sense of humour has been a great asset. Karen hosted the Women s Gathering both in 2011 and General Assembly Commissioners 2015 To be held within the Presbytery of Westminster, British Columbia. Individual Overture Jamie Clahane through Knox s Galt see Overture Revisioning and Reforming the Diaconate in the Presbyterian Church in Canada (PCC) WHEREAS, the Presbyterian Church in Canada (PCC) currently has two models of the diaconate in place: an older reformed model of congregational deacons that sit on a deacons' court to oversee the financial fabric of the church, and a newer model of the Order of Diaconal Ministries that historically evolved from the deaconess movement in the turn of the 20 century, and WHEREAS, there has not been any candidate for diaconal ministry since 1997, and there are currently five persons across Canada serving in this role in the PCC, and WHEREAS, both offices are fading away in the PCC and this will soon mark the end of a historical, biblical office in the PCC, and WHEREAS, the Book of Forms in section 135 states that The office of deacon is an ordinary and perpetual function in the church [2 Bk. of Dis. VIII, 2], to which office it belongs 'to take special care in distributing to the necessities of the poor.' [form of Presbyterial church government] and Together in Ministry (2004) states, One way by which the session may delegate some of their pastoral duties is through the office of congregational deacon. The congregational deacon is ordained to this office whose responsibility it is to administer charity and works of mercy in the community, to visit the sick and generally to administer the love of Christ in a hurting world and this reflects a changing definition that includes social and pastoral ministry in the world, and WHEREAS, diaconal ministers are commissioned to train and specialize in the areas of 1. Pastoral Care, 2. Social Ministry and 3. Christian Education, and this reflects an overlap between these two offices, and WHEREAS, this overlap and lack of distinction can be seen as a lack of support for diaconal ministers who are required to train and specialize in these areas of ministry, and

9 4898 WHEREAS, other denominations in the wider Christian Church require theological training and specialized training for their deacons who work in these areas of ministry, and WHEREAS, the term deacon is the more common term used in the wider Church for persons ordained and appointed by a higher court, and the PCC reserves this term for those serving in the congregational role, and WHEREAS, there are only two other denominations - the United Church of Canada and the Evangelical Lutheran Church in Canada - that use the term diaconal minister, and the ELCC has now given permission for their diaconal ministers to use the term deacon, and WHEREAS, ministers of word and sacrament (pastoral ministers) are referred to as pastors, and it would be consistent for diaconal ministers to be referred to as deacons, and WHEREAS, congregational deacons, ruling elders, and ministers of word and sacrament are ordained, diaconal ministers are not ordained and this reflects displacement and exclusion in ministry, and WHEREAS, the definition of ordination in the PCC is the act of setting an individual in an order by authority of the presbytery, signifies the church s confirmation of the individual s call...ordination always involves a laying on of hands, as outlined by our Ordination to the Ministry of Word and Sacrament document, and WHEREAS, an order of ministry refers to an office of the church that extends back to the apostolic community and is biblically founded, and the lack of ordination for diaconal ministers setting them in an order - reflects a failure to connect this ministry with the deacons of the early Church, and WHEREAS, there is a difference between a religious order and an order of ministry, and diaconal ministers belong to a religious order, and WHEREAS, a religious order is a community or body endorsed by the denomination and was originally established to support and oversee the work that women were doing

10 4899 in mission in the community and overseas who were not permitted to hold any ordained offices in the church, and WHEREAS, diaconal ministers, in 1991, were recognized as part of a distinct office of the church with full voice and vote in the courts, and no attempt was made to critically evaluate the purpose or function of a religious order for a modern-day, reformed church, and WHEREAS, the hallmarks of a religious order include spiritual formation and a rule of life and the Order in the PCC does not include such practices, and WHEREAS, there is a shared vision in the wider Christian Church of deacons serving primarily as bridges between the church and the world, who help connect the Church to the most needy, marginalized and vulnerable peoples, and WHEREAS, diaconal ministry in the PCC has become almost exclusively associated with Christian Education and this is a severe departure from its own history within the PCC as a missional function of the church and a departure from a shared ecumenical vision, and WHEREAS, deacons in the wider Church tend to work within churches, church-related institutions and secular organization that help the most needy, marginalized and vulnerable persons, and in the PCC there are no guidelines or criterion for those wishing to pursue a call outside of the church, and WHEREAS, there is no clear vision for how this bridging ministry plays out between the church and the world in the PCC, either for those placed in the church or for those placed outside of the church, and WHEREAS, other denominations require specialized training for their deacons along with a core component of theological education, and the PCC requests and MDiv, and WHEREAS, an MDiv does not adequately prepare persons for employment in their chosen field or competency to work in the church in highly specialized ministry, especially in vocations that require certification and registration to practice (i.e. chaplaincy, social work, counselling, etc.), and

11 4900 WHEREAS, the Church of Scotland allows for the designation after their deacons' name (DCS) to signify their ordination, THEREFORE, I, Jamie Clahane, with the support of the Session of Knox's Galt Presbyterian Church, humbly overtures the venerable, the 141 st General Assembly, a) to critically evaluate the function of both diaconal offices in the church and evaluate if there should be a convergence into one diaconal office overseen by presbytery, thereby fully transitioning to the newer diaconal model established by the deaconesses of our church, that encompasses ministry that extends far beyond financial oversight in the church, and b) to allow diaconal ministers to use the term deacon in their public ministry, thereby allowing them to identify with a biblical office and a shared ecumenical term, and c) to ordain diaconal ministers; that is, set them in an order of ministry that extends back to the deacons of the early Church, so that they may share in ordination with elders, minister of word and sacrament and congregational deacons, and d) to critically evaluate the purpose and function of a religious order of a modern-day, reformed church and consider implementing spiritual formation and an invited rule of life as core spiritual practices that better distinguish it as a religious order, and e) to establish clear guidelines and criteria for persons who wish to pursue a call outside of the church, and f) to re-establish this office as a missional office of the church that focuses on caring for the most needy, marginalized and vulnerable persons, and create a vision for how this bridging ministry plays out between the church and the world, both for those who are placed in the church and for those placed outside of the church, and g) to re-evaluate the educational requirements and consider allowing persons to enter into professional offices that fully equip and certify them for ministry in areas of healing, justice, and discipleship, with one year of core theological training at seminary, and h) to consider allowing a designation after one's name as a credential other than MDiv,

12 4901 or do otherwise, as the General Assembly, in its wisdom, may deem best. Recommendation That the overture be forwarded to the Clerks of General Assembly without comment. Cal Brown be reappointed as stated supply at Knox Palmerston and Knox Drayton for January 2015 to December 2015, continuing with 7 weeks holidays as well as receiving the increase of cost of living. Gib McIlwrath/Ed Charlton - CARRIED Recommendation 2: That Presbytery concurs in the appointment of Mark Richardson as Interim- Moderator at Crieff and Mark Lewis, and that Mark Johnson, an elder from St Andrew s, Kitchener, act as the Advisory Committee. Cal Brown/Ed Charlton CARRIED Recommendation 3: that the Congregational Affairs Committee in consultation with the Interim- Moderator of Knox, Crieff be granted permission to seek a candidate to serve as stated supply at 75% time under the conditions set out in the report. NEXT MEETING The Acting Clerk announced that there will probably be a Presbytery meeting called for the sole purpose of Inducting the Rev. Amanda Wickenheiser to Rockwood and Eden Mills pastoral charge at Eden Mills on Sunday November 16 at 2:30 p.m. with the Induction Service at 3 p.m. The Presbytery of Waterloo-Wellington will meet in regular session on Tuesday, January 13 th at 5:45 p.m. for dinner at Joonim, Kitchener-Waterloo Church with the Presbytery meeting to follow at 7:00 p.m. ADJOURNMENT The Moderator, the Rev. 19 4908 APPENDIX B Mission & Outreach Report 1. The Committee met on September 17 th and October 15 th. At the request of the Rev. Mike Burns, we invited him to our September meeting to share about his desire to give leadership to a short term mission project to Malawi in 2016 in conjunction with a national office initiative. Mike hoped that there would be some participants from our Presbytery, and sought the endorsement of the M & O Committee and the Presbytery, in order that he might be able to solidify arrangements with the National Office (there are some time deadlines that need to be met in fairly short order). The Committee was then able to discuss this further at its October meeting, where there was better representation. The salient points that emerged from our discussion are as follows: While short-term mission projects have proven helpful in the past, there was a concern that they also distract us from the great need to give attention to local mission. The committee had a strong sense that we need to be more committed to educating, inspiring, and mobilizing and our current congregations for outreach and mission in their local context (in all the varied ways that happens). Therefore, we want to have deeper discussion of how short-term mission trips could function to enhance local discipleship and mission, as well as be effective in serving those to whom they are sent. From this discussion, criteria could be developed to help us in discerning what initiatives should be supported. With respect to Mike s proposal, we noted that the Presbytery s forthcoming visioning exercise on how to best use the resources available to us for new church development and mission would have an impact on how a Malawi trip would be supported as well. Overall, we are impressed with Mike s energy and passion for mission, and for leading short term mission trips. Given the right criteria, this could well be an effective trip. However, after our discussion, and with the Business Committee s additional input, we didn t feel that a recommendation was in order at this time. 2. The Roots and Wings Workshop with Dr. John Bowen took place on Saturday, Nov.1 st at Kortright Presbyterian Church and it was a real success. We had over 80 registrants join us and they represented 15 congregations drawn from across the

20 4909 Guelph and Tri-Cities area. From the Presbytery of Waterloo-Wellington, 11 of our churches sent one or more participants, most coming in a groups of 3 or more, from Kortright, Doon, St Andrew s (Arthur), Westminster-St. Paul s, Knox (Guelph), Knox (Waterloo), St. Andrew s (Guelph), Rockwood, Eden Mills, Knox (Elora), and Kitchener East. The event ran very smoothly indeed, supported by a capable team from Kortright. We believe that the teaching that was received was inspirational and wise, and will be efficacious for those who choose to try to integrate it into their identity and life as congregations. Given that conference information occasionally dissipates and fades from people s memories, our committee would like to bring Dr. Bowen back for follow-up consultation and coaching with those who were present on Nov.1 st. Instead of opening that opportunity to everyone, we intend to ask those who participated in the conference to show us that they re serious about next steps in outreach through their own congregation. We ll request that pre-existing outreach teams/committees or newly formed teams/committees meet together prior to any ongoing consultation with John Bowen and that they establish some goals for outreach. Our hope and prayer is that congregations will take advantage of this opportunity for further encouragement and training in local mission. Recommendation #1 That the Presbytery facilitate and support three events with Dr. John Bowen in 2015 for follow up consultation with conference participants and any newly formed teams. We propose that $1,500 be set into the 2015 budget in order to cover the costs of those training/coaching sessions. Angus Sutherland has agreed to take on this task and is in the process of making contact with our current students. 2 Convener Rev John Paeng and Andrew Foster have agreed to exchange roles, and John will now return as Convener, with Andrew as deputy for the current year. 3 Pulpit Exchange: April 12, 2015 The initial pulpit exchange was very well received by the participating congregations as wells as ministers preaching. We would like to once again encourage all congregations to seriously consider the benefits of having pulpit exchange for 2015 and to plan accordingly.

22 4911 APPENDIX D Congregational Affairs Report November 11, 2014 Interim Moderators Reports PALMERSTON/DRAYTON This is now the 4th year that Rev. Calvin Brown has provided leadership at Knox Palmerston and Knox Drayton as stated supply. Along with leading worship on Sunday mornings, Rev. Cal has moderated the session meetings, provided worship at the local long-term care facility, extended pastoral care to members in need, and is involved in the Palmerston Ministerial. The congregations have appreciated the pastoral care he has extended to many of their members as well as the continuity of having the same person in the pulpit. The Drayton congregation is particularly grateful to Rev. Cal s wife, Phyllis, and her musical leadership on the piano. On September 23 and October 5, respectively, Knox Palmerston and Knox Drayton held congregational meetings to vote on the re-appointment of Rev. Calvin Brown as stated supply. The vote carried at both meetings. Over the past year, the sessions have joined together and embarked on putting together a vision statement, a set of core values, and an Action Plan Plan A and a Plan B. One aspect of the Action Plan is to have a full-time minister within two years [by 2016]. (Plan B to seek a call to a minister on a half-time basis) or when the Joint Session feels the timing is right. There is restlessness in the congregations to move forward in calling a minster of their own. It will be the work of the joint session in the next months to determine the financial feasibility and then to set about putting together a search committee. Respectfully submitted, Rev. 23 4912 The Session of Knox, Crieff has met 3 times since the beginning of September, and I have led the worship service there on the first Sunday of September. After numerous phone conversations as well as in person, I believe that the congregation of Knox, Crieff is not a people in conflict. The Session has agreed that in the best interests of the congregation, they would like permission to pursue a 75% time stated supply person to work with them, bringing greater stability, and helping them to restore, rebuild, and renew in their desire to once again become strong enough to be able to call a fulltime minister in the future. To this end, as things have moved quicker than I initially thought they would when I was first appointed as IM in June, the Session would like the support of the Congregational Affairs committee and the approval of our Presbytery to pursue such a stated supply. There is already someone who has expressed an interest in this possible position. I agree with the Session that this is something that could prove to be good and helpful for the life of the congregation. The Session has discussed this deeply and at a congregational meeting for Sunday 26 th October 2014 ascertained that the congregation would be supportive of this. We propose that the following would be the terms of the Stated Supply position for the year ending December 31, A) A Stated Supply minister would serve in a ¾ time ministry doing work normally assigned to a called minister, and specifically within Knox, Crieff with a focus on rebuilding, renewing, reconnecting, and growth so that Knox, Crieff may develop a clearer vision of God s leading into their future. This would include: Approximately 32 hours per week. Worship preparation. Performing pastoral duties, such as funerals, weddings, visits in nursing homes, hospitals, and congregants homes. Facilitate and lead inspiring worship services. To work with Knox s Outreach Group to examine and analyze the changing demographics of the area around Crieff. To work in seeking the viability of a Logos Program and The Grief Recovery Program within Knox, Crieff. In conjunction with the Interim Moderator, arrange for pulpit supply when unavailable due to holidays, study leave or illness. Participate in the local ministerial association with Duff s PC, Morriston UC, and Crieff Hills (which includes special activities for Remembrance Day, Good Friday, and VBS). B) The Stated Supply person s stipend for ¾ time ministry would be as follows: $32, stipend per year. This amount is inclusive of travel.

24 4913 $10,875 housing allowance per year. ¾ of the utility costs. 5 weeks vacation per year plus 2 weeks study leave and the study leave allowance of $450. per year. We seek for this position of Stated Supply to be a one year appointment by the Presbytery, with a review at the conclusion of the 12 months with the possibility of reappointment. The Interim Moderator will have oversight as follows: Meet with the Stated Supply once per month. Meet with the Session at least once every third month Will review the above Terms of Reference with the Stated Supply minister as well as the rest of the Session in June 2015 The Congregational Affairs committee supports this recommendation as long as the search for a candidate is open. Baden: No report Elora/Alma: No report Rockwood/Eden Mills: No official report was received although Presbytery sustained a call to Amanda Wickenheiser to Rockwood and Eden Mills which has been sustained by the Presbytery of Huron Perth. Amanda will be ordained in her home congregation of Knox, Mitchell on Sunday, November 9 th, 2014, at 3:00 p.m. At the Call of the Moderator, the Presbytery of Waterloo-Wellington will meet to induct Amanda into the pastoral charge of Rockwood and Eden Mills on Sunday afternoon, November 16, 2014, at 2:30 for Presbytery and 3:00 for the service of Induction. The Visitation list is being revised since there have been a number of changes in congregations that affect the Rota and the new list should be available at the next Presbytery meeting.

25 4914 Hungarian Preaching Point Report: Calvin has been in contact with the previous minister for the Hungarian congregation, Rev. Frank Szatmari. Now that a year has passed since Rev. Szatmari has been called to Calvin Kitchener, he believes it would be okay to go back and assist as needed. The congregation has requested Cal is to administer the sacrament of Baptism on November 2 and to lead in the communion service. Rev Ed Charlton was chosen to be the Co-Chair of the CA Committee. 26 4915 APPENDIX E EIF COMMITTEE REPORT NOVEMBER 11, 2014 PRESBYTERY OF WATERLOO WELLINGTON FOR INFORMATION The WMS of the Presbyterian Church in Canada is circulating a petition to the Honourable Minister of Immigration of the Government of Canada to review the practices and policies pertaining to visitor visas for foreign guests invited to participate in conferences presented by mainline religions in Canada. This petition was the result of visas denied to overseas women invited as guests to Burst Forth. Although the date for signing this petition was the end of October, the results are still being tabulated before sending it on to the government of Canada. If your congregation has not already done so, please circulate this petition to your members and adherents. The information can be found in an sent by Dr. Wilma Welsh, Clerk of Session, on Tuesday September 30, REMINDER The Presbytery of Waterloo-Wellington has been asked to send a YAR to the General Assembly meeting from Thursday June 4 to Monday June 8. 27 4916 A Proposal for a Visioning Process Waterloo-Wellington Presbytery APPENDIX F Background Jesus told a parable one day that went like this: 14 [The kingdom of heaven] is as if a man, going on a journey, summoned his slaves and entrusted his property to them; 15 to one he gave five talents, to another two, to another one, to each according to his ability. This parable may be interpreted in various ways and applied to a number of different circumstances but one thing seems clear: the kingdom of God is to be found when God s people put the resources and assets that have been made available to them to good use.

28 4917 The Presbytery of Waterloo-Wellington is facing a situation similar to the one outlined in the parable. We have been entrusted with some talents. Due to the dissolution and amalgamation of some pastoral charges, resources have been made available to us. The Presbytery of Waterloo- Wellington has been particularly blessed in this regard and may well have more financial resources at its disposition than most other presbyteries. We have access to assets exceeding. Waterloo-Wellington is clearly a five talent Presbytery. We must do our best to use and invest those assets wisely to build up the kingdom and not merely to continue on with our business as usual. This Presbytery is facing a test of its stewardship and we need to seek the wisdom of the Holy Spirit and prayerfully consider how we may best set the church up to seize the opportunities that God is placing in our path. This visioning process has been prompted by the recent closing of congregations within the Presbytery of Waterloo-Wellington, but this process is bigger than any specific set of assets coming from specific sources. The Presbytery has indicated to the Business Committee that it has a desire to have a vision and guidelines in place for the use of all such assets, should they come to the Presbytery, both in the present and in the future. The Business Committee (following the perceived will of the Presbytery on the matter) is recommending that the consideration of any plan for assets presently made available to the Presbytery be put off until this process has been completed. The message of Jesus parable seems to be clear enough in our present circumstance. If we use the talents that God has made available to us well and wisely, there are marvelous opportunities to build of Christ s Church. The church of the future may be different from what it was in the past. There may be some changes that we must embrace. But the promises of God remain and God will see us through from old strengths to new strengths as we act with faithfulness and trust. A Visioning Process The Visioning Process as we recommend it to Presbytery would have eight steps 1) Approving the Process and Assembling the Visioning Team The Business Committee will seek the Presbytery s approval of the visioning process (i.e. the present document) at the November 2014 meeting of presbytery. At the same time the Moderator will appoint (or the presbytery will elect) a team of people to lead the process. The team shall include a balance of clergy and lay people as well as representation from the four quadrants in the presbytery. The team will be a task force of the presbytery, not a sub-committee of one of the standing committee. As such, the team would report directly to presbytery via the Business Committee. The team would be granted the authority to hire an outside consultant to guide the process (up to $5,000). We will hereafter refer to this task force as the Visioning Team.

29 4918 Terms of Reference for the Visioning Team: 1. That the team move forward as expeditiously as possible (i.e. with deliberate speed) so that the process doesn t drag on unnecessarily and lose momentum. 2. That the process includes opportunities for input from both presbyters and other interested people within the presbytery. 3. That the process be understood as a discernment process which would be undergirded with prayer and include ways to be responsive to the movement and guidance of the Holy Spirit. 4. That the process include, not just the means to determine the broad ministry priorities for the presbytery, but also include a strategic action plan to implement the selected priorities along with the estimated funding required to implement that plan. 2) Refining the Process It is understood that the rest of the process will be shaped by the task force. The remaining steps in this document will guide the task force as they move forward. They will seek to accomplish the goals as outlined in each step but will be able to design their activities in the way that they feel will best accomplish those goals. Therefore the first task of the task force will be to take this process and refine it and set out the practical steps that they will follow. They will then present this refined plan to the Presbytery and seek the approval of Presbytery at the February 2015 meeting. 3) Goal: Collecting the data and receiving input from the presbytery The task force could gather information in a variety of ways. The simplest and quickest method would be to do an online poll in which presbyters and other interested participants have the opportunity to share their ideas for what the challenges and opportunities for ministry and mission outreach. Part of the polling could also be telephone interviews with a cross section of people within the presbytery. Another option might be to emulate the 1,000 Dinners TO initiative ( in the Greater Toronto Area in which Torontonians are invited to take part in one of the many dinners being held across the city on October 7 th. The purpose of the dinners is for groups of up to 10 people to share a meal together and to discuss ideas that can make Toronto an even better place. Perhaps Waterloo Wellington Presbytery could hold similar kinds of dinners within the presbytery, with the results of the dinner conversations passed on to the Visioning Team. The Visioning Team will formulate the questions to ask in the online poll and interviews and will develop a process that will encourage creative brainstorming responsive to the real needs and opportunities for ministry and outreach.

30 4919 4) Goal: Collate the results of the data collection The team will be responsible for identifying any themes and ideas for ministry that bubble to the surface from the poll, interviews and conversations. In all likelihood there will be needs, themes, ideas, etc. that will be repeated frequently. These then become the basis for further prayer and reflection and will become the key proposals presented to the presbytery at its Visioning Day for further consideration. 5) Goal: Hold a special Visioning Day for the presbytery The Visioning Team will plan and lead a Visioning Day for the presbytery and others interested in the future life and ministry of the presbytery and the congregations in the presbytery. Perhaps a Saturday would be a good day for the gathering, beginning in the morning and concluding after lunch; but an evening is possible as well. The Team could lead the event itself or use an outside facilitator to guide the process. The agenda for the day could be as follows: Open with a brief worship service and prayer. Explain the process for the day. Share the results of Steps 1 and 2 with the group. Use Kennon Callahan s visioning process to determine the presbytery s priorities for ministry. Callahan s method begins with small group conversations and slowly moves toward a consensus regarding the entire group s priorities for ministry (Linda Ashfield has reported that Knox Waterloo has successfully used Callahan s process in their own visioning and could serve as a resource for this). Lunch Using the priorities that were developed by the group, provide each participant with play money to allocate to the priorities in which they want to invest. Participants could put all their money on one priority or allocate it among several. A process of using play money rather than simply assigning dots or some other prioritizing method may be helpful because it reminds people that they are allocating real money and resources to the identified priorities money that has been bequeathed to the presbytery through the faithfulness of generations of God s people who were part of the life and witness of places like Chalmers Church and Waterloo North Church. The currency could even have pictures of churches that have been shut down as a concrete reminder that we are the heirs of their legacy of faith and generosity. Count the amount of money in each pot and announce the preliminary results to the gathering, explaining that the Visioning Team will take the results of the day and give presbytery their recommendations for a strategic plan at the next presbytery meeting. Close with an appropriate hymn and prayer. 6) Goal: Develop recommendations and a strategic plan for presbytery s approval. Following the Visioning Day, the Visioning Team will fine-tune the proposals coming from the visioning process. They will then prepare their recommendations for presbytery, which will

31 4920 include the priorities for ministry, the amount of money to be allocated to those priorities and a strategic plan for carrying out those priorities. 7) Present the Visioning Team s recommendations to presbytery for presbytery s approval. It is hoped that these recommendations would be prepared for Presbytery s consideration by the time of the June 2015 meeting. 8) Review the process and prepare a report for Canadian Ministries to serve as a possible model for other presbyteries. Recommendations: 1) That the above visioning process be approved in principle on the understanding that the Visioning Team will seek the approval of presbytery for a refined process. 2) That Rev. Mark Gaskin, Rev. Dr. Herb Gale, Rev. Darrell Clarke, and elder Liz Samis plus one lay person be named to the Visioning Team with the terms of reference as outlined in the process. OR That the moderator name a team to lead this process and that the names be announced before the adjournment of this sederent. 3) That the recommendations regarding the use of the assets of Waterloo-North Presbyterian Church be tabled until the completion of the process. Dear Wilma, I note the following from the minutes of June 17, 2014: Recommendation to Presbytery with respect to the use of funds from the sale of Waterloo North: Moved by Gib McIlwrath/Bob Renton, that funds from the sale of Waterloo North, after the National Church has received its 30% portion and the Presbytery has been repaid the amount owed to it by Waterloo North, be returned to the Presbytery of Waterloo-Wellington and designated for the building of Christ s Kingdom in the following ways: That funds from the sale of Waterloo North, after the National Church has received its 30% portion and the Presbytery has been repaid the amount owed to it by Waterloo North, be returned to the Presbytery of Waterloo-Wellington and designated for the building of Christ s Kingdom in the following ways: 1) A gift to Crieff Hills , ) A gift to Camp Cairn 10, ) A gift to Presbyterian Sharing...25, ) A reduction of 25% on all loans owed by congregations to the Presbytery.100, ) Funding for the Bunun partnership.. 20, ) And that the remainder of the proceeds from the sale be invested in the Presbytery s Development fund to be used for, but not limited to, the following ministries and missions: o Congregational Renewal and Development o Presbytery Health and Vitality including, but not limited to, o the consideration of an Executive Presbyter o Youth Ministry and Ministry to Young People o Leadership Development for Key Congregational Leaders, including, but not limited to, the use of mentors and coaches o Other priorities as the Presbytery sees fit in the future 7) The Presbytery will invest the funds relevant to item 6 above with the intent that, to the extent possible, only interest from the Development Fund will be used 8) Whereas the funds in question are derived from dissolution of a ministry in Waterloo, priority will be given to proposals for future ministry in Waterloo.
