1 MINUTES OF MEETING OF THE ARCHITECTURAL AND HISTORIC REVIEW BOARD OF THE VILLAGE OF SAGAPONACK IN THE TOWN OF SOUTHAMPTON, COUNTY OF SUFFOLK AND STATE OF NEW YORK A regular monthly meeting of the Architectural and Historic Review Board of the Village of Sagaponack was held at 3:30 p.m. on Friday, May 17, 2013 at 3175 Montauk Highway, Sagaponack, N.Y. The meeting was called to order by Chairperson Ann Sandford with a flag salute. Present were Board Members Vice Chairperson Tom White, Barbara Slifka, Gideon Mendelson and alternate member Nick Martin. Also present were Pat Arancio-Remkus, secretary and Village Building Inspector John Woudsma. Absent were Robert Barandes and Village Attorney Anthony Tohill. MONTHLY MEETING I. APPROVAL OF MINUTES Chairperson Sandford stated that the Minutes from the April 19, 2013 meeting were not ready. She asked for a motion to approve the Minutes from the March 15, A motion was offered by Tom White and seconded by Nick Martin. It was unanimously approved. II. III. 2 D. New Construction 1. Marlene Arbess 409 Parsonage Lane Applicant proposes construction of a two story, single family residence with an attached 2 car garage with trash storage, finished basement, 1 st Fl covered porch, 2 nd Fl unroofed deck Eric Woodward, architect, Michael Davis, builder, and Marlene Arbess were present. Mr. Woodward submitted additional drawings and noted that this lot has driveways on either side of it to access flag properties. He noted the following changes on his sketch: the removal of the Belgian block from the driveway edge and the addition of a loop and an extension back to the garage on the driveway. He also showed the rear view of the property, which shows the tennis court under construction, the swimming pool, the south and west views of the property. The front perspective shows the front or north side and the east side of the property. Chairperson Sandford asked if there was a variegated hedge row to which Mr. Woodward responded yes, the property is thickly screened. He noted that Chris LaGuardia, the landscape architect, put the rendering on the site plan. Chairperson Sandford asked what they have proposed for the hedgerow that faces Parsonage Lane noting that Chris LaGuardia s design is much different from Mr. Woodward s design. She continued to explain that Mr. Woodward s design is more in keeping with the heritage of hedgerows and that the LaGuardia s design looks more like a uniform set of plants. Mr. Woodward responded that the LaGuardia design has a uniform line with bigger things behind. He stated that if the AHRB recommendation is to have a variegated hedgerow, they will certainly listen to it to which Chairperson Sandford responded that it is and the AHRB has been pretty consistent. Nick Martin asked if they will be using red cedar to which Mr. Woodward responded that the roof and walls will be red cedar left natural and the trim will be white noting that there is not much trim on this house. Chairperson Sandford asked if the chimneys are brick to which Mr. Woodward responded yes, they will be a whitish brick. Chairperson Sandford asked if the bands on the chimney are necessary to which Mr. Woodward responded that they are a traditional feature that make the water drip off. He noted that it is a very simple chimney design that does not flare and is in keeping with the house. 2

3 Tom White asked what style shingle was on the face of the gables to which Mr. Woodward responded that they are diamond cut. Tom White asked if it is that way on the rear as well to which Mr. Woodward responded yes. Chairperson Sandford asked if they will be coming back for gates to which Mr. Woodward responded no. Chairperson Sandford asked for a motion to approve the construction of a two story, single family residence with an attached 2 car garage with trash storage, finished basement, 1 st Fl covered porch, 2 nd Fl unroofed deck subject to the front landscaping plan being that as drawn on the Woodward sketches. A motion was offered by Nick Martin and seconded by Barbara Slifka. It was unanimously approved. 2. Steven Puccinnelli 181 Ericas Lane Applicant proposes the construction of a two story single family dwelling with attached garage and finished basement William Minnear, architect, presented the application and stated that they have addressed the comments made at last month s meeting. Mr. Minnear explained that his clients wanted this transitional style hip roof. He provided a rendering that shows the new materials, which will be left natural. He noted that they have addressed the required parking and a new driveway configuration. He noted that they have removed the Belgian block from the driveway and will have metal edging. He also noted that there will be no stone. The stoop, the steps and the chimneys will all be brick. They have simplified the roof lines slightly removing the hip on the hip and the stair top element which was a steeper, more dramatic pitch. It is now the same pitch as the rest of the upper roof. Mr. Minnear stated that the rear rendering shows a screen porch with a fireplace. He noted that he added a Google map view from above to show the neighboring houses. Chairperson Sandford asked if he changed any of the dormers to which Mr. Minnear responded yes. He stated that if you are facing the house, the bedroom to the right was bumped out to be a little larger and they had a hip on a hip and they cleaned that up. He noted that the AHRB had also commented that with the stair tower being a different pitch, it would stand out. They have reduced the height and it is now the same pitch as the other roofs. 3

4 Chairperson Sandford asked if they needed the extra ridge to which Mr. Minnear responded yes, it is a detail. There will be natural shingles, white trim which are not depicted in the rendering. Barbara Slifka asked what the square footage was to which Mr. Minnear responded that it is 5,151 sq. ft. Barbara Slifka noted that the house looks enormous to which Mr. Minnear responded that the aerial view shows that the house will conform to the sizes of other houses in the area. Chairperson Sandford noted that he does not have three perspectives and the idea of those three perspectives is to show what people walking down Ericas Lane would see or what the adjacent neighbors see to which Mr. Minnear responded that the renderings he has provided will show what the neighbors or the public will see. He also showed photos of other houses they have built that his client liked. He noted that you will not see the rear of this house from the field behind the house. Chairperson Sandford stated that as people on the Board have said: simplicity, simplicity. Mr. Minnear stated that he drove around Sagaponack and found homes that were similar in style to their house with the hipped roofs and dormers. Nick Martin stated that he wonders if there is not a way to clarity the elevation. It appears that this means to stand as a main feature. The hip in between seems to be throwing off the elevation to which Mr. Minnear stated that in the original scheme where we pulled the front bedroom out and you had this subtle roof line, it helped emphasize that vertical element originally that we were going for. Nick Martin suggested they remove part of the lower roof so it will read as one element. In other words there are 15 different faces, even though they are sub categories of faces that are aligned, there are still 15 faces. He asked if that is a direct request from the clients or if he had any other thoughts on that to which Mr. Minnear responded that if you look at the other versions we have done, the tower was a tower. They did not try to mask it. He will ask his clients if they are ok with that. Nick Martin noted that they will also need to tone down the white trim, which is obviously is a signature of Farrell Building to which Mr. Minnear agreed. Nick Martin asked that he limit the push and pull of the roof line and to tone down the trim. He noted that the renderings are really a discredit as they are not really showing the reality of the house after one season. The trim is sticking out and it is not connected to the soffit. Therefore, again you have an element on an element and a piece that stands on its own. It is a single piece that happens on a punched opening. 4

5 Gideon Mendelson noted that this is a really good start. Nick Martin stated that on some of this, if it is client driven, it is a different prerogative because you are ultimately working for them and commissioned by them. Chairperson Sandford asked Nick Martin if he feels that the entranceway as an element is something that one would see as the prominent role to which Nick Martin responded that entranceways are always meant to be beckoning in some way and this is designed in the same manner as the other roofs. He made suggestions on how to improve it. Mr. Minnear stated that this is a symmetrical and informal kind of house. He showed samples of other houses he has built with different entranceways. He showed a house where they had a reverse gable on the front and another does not have a projection coming off the front. Nick Martin noted that by the comments Mr. Minnear has made, he believes that Mr. Minnear knows where he is leading and wondered, if they were to make some of the changes he has suggested, if the Board could approve this application. Mr. Minnear stated that he has no problem agreeing to emphasizing the tower on the end and breaking up the roof that runs across. Nick Martin stated that when there is a volume of this scale underneath another volume that intersects it, somehow the volumes make sense, but when it is this subtle, it is an application instead of a purpose. Chairperson Sandford asked if Nick Martin could prioritize his view to make the adjustments and they could put them in the minutes, then there would be no need to have Mr. Minnear come back if they were specific enough. Nick Martin asked if it would be possible to see Mr. Minnear s application of these adjustments in two weeks and call it from there to which Village Secretary Pat Arancio Remkus responded that the AHRB would need to call a special meeting and it would have to be advertised. Gideon Mendelson commented that he thinks it is worthwhile. Nick Martin asked Mr. Minnear if it would be an issue if they were to meet again at the next meeting to which Mr. Minnear responded that there is a schedule. He definitely agrees to the tower element and removing the little skirt off of it, but he is wondering if that is too thin of an element to which Nick Martin responded that he will leave that up to him, he is fine with whatever he chooses to do, but he thinks that the house would be stronger and less rambling and perhaps more punctuation of the architecture. 5

6 Secretary Pat Arancio Remkus asked that it be clarified what is being requested to which Nick Martin responded that they eliminate two to three of the lower roofs to unify the plains of architecture and to make the white trim off white. The applicant will provide a sample of the color choice. Tom White asked if the trim is Azec to which Mr. Minnear responded no, it will be white painted pine. Nick Martin suggested the trim be off white to which Mr. Minnear agreed. Chairperson Sandford asked for a motion to approve the construction of a two story single family dwelling with attached garage and finished basement subject to the elimination of two or three of the lower roofs and the trim to be off white. Applicant will provide a sample of the trim color choice. A motion was offered by Tom White and seconded by Gideon Mendelson. It was unanimously approved. IV. NEW BUSINESS A. Signs B. Amendments 1. SLANG Properties LLC 441 Bridge Lane Applicant proposes revision to pool house design, to enclose a 1 st Fl covered porch, to relocate 1 st Fl deck door, to remove hot tub and chimney from 2 nd Fl deck and to revise chimney material & shape John Laffey, architect, presented the application. He stated that they are proposing to change the design of the pool house to make it the same design as the house. He showed a sketch of the pool house noting that the roof line is now the same as the main house. They are matching the architecture of the existing rear of the main house, the gables will match each other and the materials will match the main house. He also noted that it will not be visible from the street as there is a privet hedge in front of it and a gate. Chairperson Sandford asked if they were going from a straight gable to a curved gable to which Mr. Laffey responded yes, to match the existing architecture. He also noted that they will not have a basement in the pool house as originally proposed and it has a slightly different footprint. Nick Martin asked if there was a crawl space to which Mr. Laffey responded yes. They will pour a 4 footing and pour a slab. Chairperson Sandford asked if the footprint is the same to which Mr. Laffey responded no, it is slightly different. The back of the structure used to come out 4 because there 6

7 was a stair going down to the basement, but now there is a slab on grade. We put the mechanicals up on the 1 st fl, made the bump out 1 less and made a 4 x 4 roof over the mechanicals. They are also proposing to relocate the door on the 1 st fl deck Chairperson Sandford asked the Board if they had any issues with the pool house to which the response was no. Nick Martin asked if the rear elevation is visible to which Mr. Laffey responded no. Mr. Laffey stated that the AHRB originally approved a front door with nine glass lights and now his client would like a solid panel door to which Chairperson Sanford responded that the new door is better. Mr. Laffey stated that the AHRB had previously approved a tapered stone chimney and his clients would now like a brick chimney. He noted that they can keep the chimney mass as is except for the change of material or have a simple straight brick chimney with a cap detail. Nick Martin asked if the chimney will only be seen from the side to which Mr. Laffey responded yes and you will see it as you drive by. Chairperson Sandford noted that it looks kind of industrial to which Mr. Laffey responded that he could take the cap off and do a brick wash and keep it simple. Chairperson Sandford asked if he means to keep it tapered to which Mr. Laffey responded yes. Nick Martin stated that a corbel cap would be better. He suggested they add a double course of brick on top to add a little more weight. He also suggested that it be a little narrower. Secretary Patricia Arancio Remkus asked for clarification of the revisions to the chimney to which Mr. Laffey responded that they will reduce the massing by a course or two and the chimney cap will be a 5 corbel chimney cap with double course on the top. Mr. Laffey stated that the AHRB previously approved three windows in the master bedroom and they are now proposing two windows. Nick Martin asked if the windows can be the same width as the windows above to which Mr. Laffey agreed. Mr. Laffey stated that they would like to relocate the door on the 1 st Fl deck to center it on the gable and install just one door instead of two. They also want to remove the hot tub and fireplace from the 2 nd Fl deck. 7

8 He noted that the new chimney will be the same height as the other chimney and that they are proposing to enclose a screened porch that was previously approved at the rear of the house. Chairperson Sandford asked for a motion to approve the revision to pool house design, to enclose a 1 st Fl covered porch, to relocate 1 st Fl deck door, to remove hot tub and chimney from 2 nd Fl deck and to revise chimney material to brick & chimney shape to include a 5 corbel chimney cap with a double course on top, change door to a solid panel front door, and two windows. A motion was offered by Nick Martin and seconded by Gideon Mendelson. It was unanimously approved Sagg Main LLC 828 Sagg Main Street Applicant proposes reduction of the size of an existing pergola, addition of a sq. ft. accessory structure Val Florio, architect, presented the application. He noted that the house is not visible from the road, but will be visible from the field. He stated that the AHRB previously approved the pool house, but he is proposing changes to the trellis. He noted that according to code they are allowed 300 sq. ft. for a trellis. He stated that the pool house is a peaked roof structure, which had to follow accessory structure square footage because it is higher than 10 so we are no longer allowed the 300 sq. ft. without it counting towards the FAR. They will eliminate the flat roof trellis and introduce a peaked roof with cedar columns and slats. It will not have a solid roof. The intention is to use the center of the swimming pool and create symmetry of the eating area. Nick Martin asked if it will be visible from the street to which Mr. Florio responded no, it is on a flag lot and there is a 14 tall, thick hedge. Mr. Florio stated that they are proposing to remove a flat roof trellis from an existing pergola and replace it with a peaked roof trellis. Nick Martin asked if that was the shape of the pool to which Mr. Florio responded yes, it is a trapezoid shaped pool. Chairperson Sandford asked for a motion to approve the reduction of the size of an existing pergola, addition of a sq. ft. accessory structure. A motion was offered by Gideon Mendelson and seconded by Barbara Slifka. It was unanimously approved. C. Additions/Renovations 1. Bruce Sherman Architect: Nilay Oza 214 Town Line Road

9 Applicant proposes the construction of a two story addition to a 900 sq. ft., one story, single family dwelling Nilay Oza, architect, presented the application. He stated that they have received an approval for a variance from the ZBA. He showed renderings of the house that include the window locations on the upper level. Mr. Oza stated that in February they proposed a vertical rain screen application, slatting on the façade, but the applicant now wants a horizontal application on the rain screen which connects the addition to the ranch structure. He noted that they also had a metal column connecting the addition and now there is a beam connecting the addition. Chairperson Sandford asked what the materials will be to which Mr. Oza responded they will use a sustainable version of an eco wood substitute. They are proposing recycled produce that is 75% post consumer recycled. It is essentially a wood substitute and is used on high traffic areas such as docks and outdoor furniture. The advantage is that there is no upkeep and the owner wants no maintenance. He showed a sample of the color, which is black. Nick Martin asked if it is different than Trex to which Mr. Oza responded yes. Chairperson Sandford asked if that was the color to which Mr. Oza responded yes. Barbara Slifka asked what the existing house color was to which Mr. Oza responded that it was brown cedar board and batten. Gideon Mendelson asked if any other colors were considered to which Mr. Oza responded yes, but his client wants black. Chairperson Sandford asked what the roof shingle color will be to which Mr. Oza responded that they will be black also. Barbara Slifka asked if the whole house will be black to which Mr. Oza responded yes. Tom White asked if the roof will be tongue and groove to which Mr. Oza responded no, it will be a rain screen.the same as they did on 782 Town Line Road. He noted that the roof is rubber and it will be like a slanted deck image that the deck is on an angle. Chairperson Sandford asked what color the chimney will be to which Mr. Oza responded that it will be wrapped in the same black. Chairperson Sandford asked if there will be spaces between the slats to which Mr. Oza responded yes. Nick Martin noted that the entire house will be rain screened and they will use all of the same materials on the roof and the siding. 9

10 Chairperson Sandford asked what visual effect will this have will it be lighter behind to which Mr. Oza responded no, it will be dark and you will see a shadow. The material is black, but there is a significant amount of reflection and there is a sheen. It will be a very dark grey or sometimes even white. Tom White asked what material will be used on the deck to which Mr. Oza responded mahogany. Nick Martin noted that the house is far back on the lot. You will only see a bit of the southeast elevation, but the elevated box will be visible. Chairperson Sandford commented that she thinks it is fun. Gideon Mendelson noted that he is concerned with the color to which Mr. Oza asked if his concern was the heat or the visual to which Gideon Mendelson responded the visual. He is concerned with people seeing a black box. Chairperson Sandford asked if that is the only color the slatting comes in to which Mr. Oza responded no, there are other colors, but the trick about something like this is you do not want to make it look like a dock somewhere and all of the other colors are very fake. A gray that is to resemble wood is never going to fly. You want a material that is independent. Nick Martin asked if you will see the fastening to which Mr. Oza responded that you will see a black head screw. Barbara Slifka noted that the overall effect is very slick and it is not very large. Nick Martin said it is a small addition to a small house. Chairperson Sandford asked if it will have a sheen to which Mr. Oza responded yes, it will be reflective. Chairperson Sandford asked for a motion to approve the construction of a two story addition to a 900 sq. ft., one-story, single family dwelling. A motion was offered by Barbara Slifka and seconded by Gideon Mendelson. It was unanimously approved. D. Demolitions 1. Chandler Hedges LLC Architect: Frank Greenwald 68 Hedges Lane Applicant proposes demolition of a two story single family dwelling 10

11 Frank Greenwald, architect, presented the application. He stated that it is a flag lot on the north side of Hedges Lane and noted that a sunken tennis court had been installed within the last six months. He showed photos of the existing structure. Barbara Slifka asked how old the structure was to which Mr. Greenwald responded that it was built in the mid 1970s and was added on to over the years. It is full of mold. Tom White stated that the C. O. states that it was constructed in Nick Martin noted that the house is not visible and is not historic. Chairperson Sandford asked for a motion to approve the demolition of a two story single family dwelling. A motion was offered by Nick Martin and seconded by Gideon Mendelson. It was unanimously approved. E. New Construction 1. Chandler Hedges LLC Architect: Frank Greenwald 68 Hedges Lane Applicant proposes the construction of a two story single family dwelling with finished basement, garage, 1 st Fl covered porch, 1 st & 2 nd Fl unroofed decks, patio and pool house Frank Greenwald, architect, presented the application. He stated that they are proposing to construct a 7,100 sq. ft. residence, pool house and pool. There is an existing sunken tennis court. He noted that it is a flag lot that is 26 from Hedges Lane and the property is two acres. He stated that it will be an English Country style house with an earthy stucco finish with a khaki colored trim. There will be a taper sawn, wood shingle roof, custom doors and windows. The walls will be stucco and the trim will be painted wood. They are not exactly sure of the trim color yet, but it will be a lighter color than the stucco. There will be a natural stone chimney. Chairperson Sandford asked that he come back before the AHRB when they have decided on the trim color to which Mr. Greenwald agreed. Mr. Greenwald noted that the renderings are too crisp and that he idea is to have the structure look like an older house. Stucco has stones in it, it will be cracked and it will have vines growing in it. It takes a while to get to this point. Barbara Slifka stated that it looks suburban New Jersey. 11

12 Mr. Greenwald noted that it is earthy. It has taper sawn cedar shingles on the roof, which are thicker, a natural colored paint and natural stone chimneys. He noted that the windows are not enormous and the scale of them is small. The idea is for it to feel like an older home. Chairperson Sandford stated that it may be an old English Tudor home, but it is not a Sagaponack home to which Mr. Greenwald responded no, Sagaponack homes are all cedar shingles. Mr. Greenwald presented the renderings and noted that the house is not visible from the road. Gideon Mendelson asked if the style was client driven to which Mr. Greenwald responded yes. He noted that this design is a departure from shingle style. Tom White noted that there is not much like this in Sagaponack. Mr. Greenwald stated that if you look around East Hampton Village and East Hampton town you will see many turn of the century or Mediterranean or English inspired homes to which Tom White responded but not in a farming community. Mr. Greenwald stated that he thought the materials being earth-tone driven would give it some age and an old feel to which Barbara Slifka noted that there is nothing old looking about this house. She asked if he was building this for a client to which Mr. Greenwald responded yes. Chairperson Sandford asked if the front of the house is curved to which Mr. Greenwald responded yes. Chairperson Sandford asked if there is parking in the front to which Village Building Inspector John Woudsma responded that it is not in the front yard because you can choose your front yard on a flag lot. They moved the parking out of the front yard and into a conforming area. The front door does not designate the front yard. You can select your front yard on a flag lot. Chairperson Sandford noted that the chimneys fit this house. Nick Martin noted that this house is not representative of the style of Sagaponack. He asked if it will be visible to the neighbors to which Mr. Greenwald responded that the neighbors will see the roof, which is cedar shingle. Chairperson Sandford noted that Tom White commented that they have kept the decks down and she is okay with that. 12

13 Mr. Greenwald stated that it is a flag lot, the roof will be taper sawn cedar, which is a thicker shingle that has more shadow and more character to it and the stucco will be a natural, organic color. Chairperson Sandford commented that although this house is not sitting on Hedges Lane, the AHRB has to consider the neighbors. She asked Mr. Greenwald to bring to the next month s meeting three perspectives and three color renderings of truer colors, especially the trim color. Tom White noted that this design is out of the context of the Village to which Nick Martin agreed and asked what jurisdiction does the AHRB have and what would they base it on to which Tom White responded that what currently exists in Sagaponack is what we have to base it on to which Barbara Slifka noted that there is nothing else like this in the Village. Chairperson Sandford stated that the question is, does it matter, to which Barbara Slifka responded that she does think it matters. Tom White stated that he wants more time to digest it and to get a clearer context. Gideon Mendelson stated that this would be more typical north of Montauk Highway. Nick Martin asked if we can give the architect some direction to go on. He obviously worked very hard on it. Mr. Greenwald stated the Village Code does not say that you cannot have a stucco house. It does not say that you cannot have brown trim. Nick Martin stated that this style is not indigenous to Sagaponack. We need to give the architect some ability to either rectify or. Chairperson Sandford stated that the style is not really tweakable. She suggested maybe shingle siding to which Mr. Greenwald responded that they did do a rendering with shingles, but they came back to stucco. Chairperson Sandford stated that her eyes were drawn to the basic design. She noted that gambrels came to Sagaponack in the 1970s and that is what communities do...bring in new styles. Barbara Slifka stated that this is not a new style to which Chairperson Sandford responded that it is new to us. Nick Martin stated that it is more of a Germanic Tudor to which Mr. Greenwald responded that he would not call it Tudor style. It is more of an English Cotswold style home to which Chairperson Sandford responded except then you get into the issue of scale and noted that this is a huge house to which Mr. Greenwald responded not really. 13

14 Chairperson Sandford asked how many square feet this house is to which Mr. Greenwald responded 7,000 sq. ft. Gideon Mendelson commented that the front elevation feels massive. Chairperson Sandford stated that she was amazed to find that the whole center (the front entry) is a semi-circle coming forward to which Gideon Mendelson stated that he does not like that element either. He understands internally that to the stairwell it is a major focal point, but he feels that it is a departure to which Nick Martin noted that is a very important element. Nick Martin stated that the architect has provided something that the owner has approved his work and there is nothing specific except the massing and style that we can speak to. This is a difficult quandary and the reality is that there is something off putting to the Board. It is certainly not in the quality of your work or the quality of the drawings. It has to do with the massing. Chairperson Sandford stated that maybe there is something that we can agree with. She noted that she much prefers the rear more then the front. Mr. Greenwald noted that Sagaponack Village Code does not promote the issue of porches. If given the choice of an extra bedroom or a beautiful front porch, the client chooses a bedroom because it is all under the same gross floor area. There is a flaw in Sagaponack s code. You do not want people to build front porches to which Chairperson Sandford responded that there are tradeoffs. She does not see it as a code issue. Chairperson Sandford asked if he had any other thoughts on presenting the front façade differently a porch would be more inviting to which Mr. Greenwald responded that the renderings do not do it justice. The landscaping would soften the front façade. Mr. Greenwald stated that they are also proposing to construct a pool house with a basement and a pergola across the front. Chairperson Sandford stated that the AHRB will need the renderings and drawings. Tom White asked if there are two porches off of the left side of the structure to which Mr. Greenwald responded that there is an entrance porch and a family room porch with a deck over the top, which gives some appeal to the asymmetry. It makes it less formal to which Barbara Slifka noted that the entry is so formal. Chairperson Sandford stated that she would like Mr. Greenwald to return with ideas and thoughts about modifying the front façade and to provide hand drawn renderings. She also suggested that he may have ideas about the trim color. 14

15 Gideon Mendelson asked if there was ever an alternative for the rounded front entry to which Mr. Greenwald responded no. Barbara Slifka noted that the stucco color is perfect beach. Mr. Greenwald noted that the house will not be visible as it is from the road to which Chairperson Sandford responded that maybe in the future it will be visible. Gideon Mendelson stated that it may look better if it is rendered in a more organic, looser style with plantings in front, you are saying that it may be approved to which Nick Martin asked if Mr. Greenwald saw Eric Woodward s renderings. He noted that they are too lacking of detail. Somewhere in between would be better. Mr. Greenwald asked if the AHRB is saying that they are not against symmetrical facades, but they feel this design is too symmetrical to which Chairperson Sandford responded that the verticals seem almost opaque and that is what troubles her. It is not necessarily symmetry. Nick Martin noted that it is a formality that is not in character. And to your earlier comment is 7,000 sq. ft. a large house, it really is not any more but I think the way that it is presented as a wall with two pieces that come forward is very imposing and with the renderings on top of that.the whole composite is killing the presentation somehow. He wonders if there is not another way of breaking the form of it with maybe a lower roof or asymmetrical presentation. Gideon Mendelson noted that this is a really good example of one of our biggest challenges. Mr. Greenwald noted that they just approved a black plastic house, approved a modern house with walls of aluminum windows and you approved some fake gambrel thing to which Chairperson Sandford reminded him that the AHRB like the materials he is using. It is the structure and shape they are concerned with. Gideon Mendelson stated that each Board member is viscerally reacting to something in every presentation. The materials in this project are organic and he actually likes this material a lot. Do we see a lot like this is Sagaponack no. He still has a red flag, but he likes it. Nick Martin stated that in relation to Nilay s presentation, that house is very modern and Chairperson Sandford noted that it is also a very different scale. It is a very small house. Gideon stated that he is reacting to the formality and scale of this house. If the massing and proportion were smaller.he likes that it is new and usual. They are 15

16 creating uniqueness, but it is still foreign country. That is why he is struggling. It is not the material and the design is beautiful. It still feels like a departure. Chairperson Sandford asked for a motion to table the application until the June 24, 2013 meeting. A motion was offered by Gideon Mendelson and seconded by Tom White. It was unanimously approved. V. DISCUSSION ITEM 1. Ralph Rastu Architect: Brian Glasser 673 Sagaponack Road McDonough & Conroy Applicant proposes relocation. alterations and addition to an historic house Ralph Rastu, owner and contractor, stated that the existing structure is an historic house that they are proposing to move and add two additions to. He continued to explain that the existing structure has 2 additions that were added over the years which they plan to remove. He also explained that they designed the additions to the house around the beautiful weeping birch tree and that the project conforms to the zoning set backs. He also explained that they worked very hard to keep within the zoning regulations when designing the renovation. Tom White stated that this is not the first move of this house. Mr. Ratsu agreed noting that they did some research on the house and determined that it was originally located on the property where McCoy Real Estate is now located on Montauk Highway and then moved to its present location in the mid 50 s. It was owned by Porter who sold it to Golightly. Mr. Rastu continued to explain that the house currently faces Sagaponack Road. They are proposing to move it to face Sagg Main Street and keep the exterior the same and the whole house intact. Chairperson Sandford asked if the current façade of the house would disappear to which Mr. Rastu responded no that the three sides would actually remain intact and that the new two story addition would face Sagg Main Street. Chairperson Sandford noted that the Board is interested in the public view. Nick Martin stated that the new additions appear to match the historic structure to which Mr. Rastu responded that it does to a certain extent but that they are leaving the rounded windows and the freeze board which would accentuate the historic structure. He continued to explain that they have added transoms on top of the 8 over 8 windows to which Chairperson Sandford responded that she would not support the transoms as they are not original to the historic home. 16

17 Mr. Rastu noted that it is difficult to add on to this structure due to the zoning restrictions and setbacks and still be able to incorporate what someone would want in a modern day house while still keeping the old farm house feel. Tom White asked if the chimney comes down the front of the old house to which Mr. Rastu responded no, it is located in the back of the house as it currently exists. Chairperson Sandford asked if the gable would face the street to which Mr. Rastu responded yes. Chairperson Sandford asked if there will be two curb cuts to which Mr. Rastu responded yes. Mr. Rastu explained that he would like to change the address of the property to a Sagg Main Street address as opposed to the Sagaponack Road address which it currently has. Nick Martin asked if the construction will be board and batten to which Mr. Rastu responded yes noting that the roof will be singled. Nick Martin asked if the board and batten will be left natural to which Mr. Rastu responded yes. Gideon Mendelson asked what the square footage of the new portion would be to which Mr. Rastu responded that they are proposing to add approximately 3,700 sq. ft for a total square footage of 5,970 sq. ft. Tom White asked if they will be removing the existing front façade to which Mr. Rastu responded yes, they will build right over it. Chairperson Sandford noted that this is an historic house and that would be a problem. Barbara Slifka asked why they are not keeping the front façade to which Mr. Rastu responded that is how the architect worked it out noting that the existing floor plan of the historic structure is not usable. Barbara Slifka noted that this is an historic house and the front façade is important. Mr. Rasu stated that they are making the existing house into one big room. Barbara Slifka asked if he was using any of the old materials of the existing house to which Mr. Rastu indicated that they plan to reuse the old flooring material but most of the materials were in rough shape. She also asked if the fireplace was old. Mr. Rastu noted that he did not believe that it was as it would have been very difficult to move the house with the fireplace intact. 17

18 Chairperson Sandford noted that the applicant made a decision on which façade to preserve which is not the front façade. She indicated that she could be persuaded to agree but would not support the addition of the transoms. Gideon Mendelson noted that there is something off on the elevation renderings. There does not appear to be enough space for the transoms. Tom White commented that there is no integrity to this design. Nick Martin noted that the exposed header jam is a nice element. Tom White stated that he would argue with which façade to have visible on Main Street. He noted that with it being on the corner they have two facades. Mr. Rastu will keep the existing weeping birch tree and noted that now you can not see the house from the street. Nick Martin noted that there are a lot of gables on the addition. He explained that he would like to see the roof line more aesthetically pleasing and functional. He suggested three facing gables. The Board agreed that this is a very important corner. Mr. Rastu noted that he is trying to preserve the existing structure as oppose to demolishing it. Gideon Mendelson stated that because of that, it needs to be the house. This design has too many changes to the original structure. Chairperson Sandford told the applicant to use their suggestions for their redesign and that they look forward to what he will come back with. Gideon Mendelson noted that this project could be a good example of the preservation of an historic structure incorporated into a viable option for a potential buyer and still remain within the zoning code. VI. MOTION TO ADJOURN MEETING Chairperson Sandford asked for a motion to adjourn the meeting. A motion was offered by Gideon Mendelson and was seconded by Barbara Slifka. It was unanimously approved.
