1 Universal Declaration of spirituality as a fundamental right and public policy by David Quispe Salsavilca 1 Human beings of all the world's towns with different religious beliefs, agnostics and atheists proclaim this Declarative Charter of Spirituality as a fundamental right and public policy in order that every National and Federal State of the Planet assume it as part of its policy state favoring the realization of the development of propitious training to human dignity, strengthening moral values of public authorities and citizens in general, as well as interreligious dialogue that effectuate a culture of peace, focusing on human dignity. Preamble Considering that human dignity is the fundamental value of society and the State that legitimizes all exercise of political power, which is at its service. Affirming that to guarantee human dignity and thus human rights it is necessary to develop and promote spiritual exercises, understood as any practice aimed at developing an existential approach that goes beyond self-centeredness, recognizing the dignity of the human in each individual and realizing in authentic and personal ways the question about the meaning of life. Recognizing the religious diversity of beliefs, ideologies, thought and cultural diversity associated with its gestation; and identifying the existence of a variety of spiritual activities that were developed within each society as a result of an ancestral tradition or cultural custom or a deliberate and organized by parishes, a plurality of churches, meditation centers or associations of free citizens activity. Particularly, recognizing the spiritual value of religious, agnostic and atheistic beliefs as within them have been developed, as a tradition, spiritual practices of the Christian Judeo- 1 The author is president judge of the Fourth Courtroom Administrative of Lima Appellate Court from Peru.

2 Hindu tradition, Catholic and evangelical traditions in diverse schools, Taoist, Buddhist, Muslim, Sikhism, the sacred path of Sant Mat, or Latin-Greek humanism until Victor Frankl's logotherapy, and comprehensive ontological coaching, among others. Recognizing that the economically expanded market worldwide has the engine of selfinterest, and that while it has strengthened economic and political freedom, it has in terms of the public service found a weakness of motivation manifested in acts of corruption or lack of interest in political participation, resulting in a crisis of survival of the species characterized by global problems that put all life at risk of life as we know it today. This includes such problems as climate change, development and trafficking of nuclear weapons, drug trafficking and inter-religious wars; Convinced that there is a community of increasingly interdependent global human life facing global problems where every decision has not only individual or national impact, but also reaches a global impact that may be negatively irreversible. Aware of the urgency of taking decisive action to transform structures and training systems in the development of the individual, and that it is necessary to promote and develop in every human being, especially public officials, in addition to the rational and physical informative training currently developed by the education system and the mass media, a universal spirituality; development must include a space of "introspection" or "recollection" through activities that have a long tradition which is conducive to addressing in an existential way the big questions of why and wherefore, the meaning of life and death and our historical legacy to future generations. We proclaim this Universal Declaration of Spirituality as a fundamental law and public policy, and we call upon the United Nations General Assembly and other global organizations to adopt it as a common purpose for all peoples and nations of the world, so that both individuals and institutions accountable for promoting through teaching, education and awareness, respect for these rights to the development of spirituality recognized in this Declaration; we must ensure, through prompt measures and progressive mechanisms both national and international, this recognition and universal application among all the peoples and states of the World.

3 Article 1. Right to Spiritual formation The right to spiritual formation is a fundamental human right that coexists and reaffirms respect for religious freedom or belief, cultural and thought, tolerance and human dignity as the supreme value of society and the state. The secular nature of the constitutional state is not an impediment to recognize the value of spiritual practices, which transcends all religious creed and is located within the heritage of humanity, and which includes every human being naturally, including the agnostic and atheist. Within the plurality of religious beliefs the individual human being freely chooses his or her spiritual practice. Article 2. Right-Duty of Spiritual Retreat in public officials Every citizen who has access public office any public official in his career, especially who hold high public office, should experience a spiritual retreat in the modality of choice as a special requirement for the exercise of public function. The retreat may not last less than two days. Article 3. -The Public Policy for the promotion of Spirituality The national policy for the Promotion of Spirituality should be part of general government policy, and at the same time, it transcends government policy because Spirituality is a constituent of the legitimacy of all public power. This is in the interest of humanity, and every state is obliged to promote it in its population, citizenship and the holders of public power. In relation to public officials, the promotion is done through an autonomous body other than the Government and the powers of the State.
