But which countries have contributed to it the most? A new study from Concordia University in Montreal reveals the prime culprits - and it's not good news for Britain and the US. The data looks at total carbon dioxide emissions and global average temperature increases from 1750 to 2005, taking into account fossil fuel combustion and land-use change, as well as methane, nitrous oxide and sulphate aerosol emissions. The team, led by Associate Professor Damon Matthews at the department of Geography, Planning and Environment, measured the percentage of temperature change that could be attributed to individual countries. They found that, since 1750, the United States has been the largest single contributor to global warming, responsible for nearly 20 per cent of the rise in average temperature. Second in the list was China, followed by Russia, Brazil and India in the top five. Germany came in sixth, with the United Kingdom ranked seventh overall for its contribution to global warming, accounting for roughly 4.4 percent of temperature change. The picture changed dramatically when the team calculated the contributions to global warming on a per capita basis - looking at which countries had been most responsible for a rise in temperature relative to their population. 1. 4 DAY 4 DEBATE Korea has a moral obligation to help international victims of natural disasters Natural disasters have always been one of the biggest concerns for human civilization. Most people have heard the story of ancient Pompeii and the devastation that a volcano caused there centuries ago. Furthermore, as the human population continues to grow and people are forced to expand their cities more and more in order to find places to live in, threats posed by natural disasters also grow accordingly. For example, Hurricane Katrina devastated New Orleans in 2005 when it caused the flooding of a very large portion of land that had been made artificially inhabitable through the use of dams and levees. Likewise, recent environmental changes have resulted in storms becoming even stronger. The recent typhoon in the Philippines was one of the strongest storms ever recorded. Along with earthquakes, tornados, and floods, these natural disasters have caused massive damage to countries that are incapable of dealing with the problem. What do you think the response should be from those countries spared the fate of suffering a massive natural disaster? Should they be morally obligated to help or not? Pros: Korea should feel obligated to help the international victims of natural disasters. This is not a political question. It is a moral question. All human beings should be able to put aside their differences in the face of a natural disaster because anyone in the world could become a victim at some time in his life. Likewise, Korea should set the example of aiding those in need so that if Korea ever suffers from a massive earthquake or typhoon, others will feel obligated to donate their resources to Korea. No matter what political or philosophical differences a country has with another country, people should feel compassion for societies that are unable to help their citizens after suffering a natural disaster. As sad as the realization may be, natural disasters are some of the great unifying factors of human existence. Cons: Korea did not force societies to be founded in disaster prone areas. Therefore, Korea is not responsible for helping those societies when the inevitable happens. It may sound callous, but Korea must prioritize its own disaster preparedness and not waste precious resources helping other societies that may even be political rivals.
