3 November, Rituraj The currency ban has been a huge headache for millions of Indians. Since the old rupee notes are the bread and butter of most financial transaction in India, everybody has been rushing to exchange them. But because the supply of new banknotes is far smaller than the supply of old ones, there are currently strict regulations on the quantity of new banknotes that people can withdraw at any given moment. So here are the mixed views of public to know what are the effects of demonetization so far? PEOPLE IN QUEUES OUTSIDE THE BANKS It was a so sudden ban that due which everyone is facing problem even talking about my personal experience I was not having change and the canteen manager was not accepting 1000 rupees note due which I borrowed food. Problem is faced by everyone but government is focusing on unaccounted money which should not be left loose and that right also, this would help in proper taxation as well. (Ms. Neha Vatsal, Faculty SOMC) Common people are facing problem as they are not able to get the needful daily commodities as well as note exchange has also became challengeable task. But when we see it in terms of nation welfare it is a strict action taken to bring back black money. (Abhishek Srivastava, Student, LLB IX) The policy is poorly implemented and has a high cost for those who are least able to bear it. But as it is government's decision we have to follow it. So we should follow and support him. We might have to face quite problem, but for our welfare we can do this. (Devendra Thapliyal, Security Incharge, IUU) India became free in 1947 from britishers but, I felt Independent when current government implemented demonetization. I am in favour of demonetization. Let us analyze what education means to us. In the usual sense of the term education implies studying books, of various subjects, appearing for exams, passing them and getting jobs. However, it is not limited to this. Education is the progressive discovery of our own ignorance. The objective of education is to prepare young minds in such a way that they become lifelong self learners. Education means the growth of human beings in totality. Yes, they should be able to earn a living, but more important than that is that they should be able to return to the environment whatever they have taken from it. For this achievement, the education imparted should be more holistic and environment oriented. Every individual who is educated should, besides earning a living for himself, be an asset for his family, society and the nation. The idea of education must be to bring out the creativity of the individual. When creativity, inquisitiveness and righteousness will blend, we shall have enlightened citizens who will be brave enough to face the challenges of life. Even after 69 years of independence, illiteracy is still rampant in our nation, though we are soaring high and touching pinnacles in all spheres of development. In spite of the government's plan and directions to the Ministry of Human Resource Development the current literacy rate of our country still remains about 74.04%. We have achieved partial success but there are still miles to go. The education system should be multi dimensional facilitating the creation of aware citizens. Today we nd newspapers lled with the reports of various crimes. The educated unemployed youth get involved in various criminal activities due to lack of moral values that are instilled in a person while at school. Money is the only thing that matters to such misguided youths. Thus, value based education should be imparted by parents and schools alike to every child. Marks are a mere indicator of the knowledge gained in a particular subject and are not a measure of a person's character. The principle goal of education is to create individuals who are capable of doing new things, not simply repeating what other generations have done. I am convinced that an education system that fails to end up with creative, civilized and enlightened citizens is a complete failure. 4 4 Editorial Demonetization in India It had come as a surprise to everybody - the citizens, the nation and even to the government!, when Prime Minister Narendra Modi announced at 8 PM on Nov. 8, 2016 that Indian Rupee Notes of Denomination 500 and 1000 would cease to be a legal tender at the stroke of midnight and these will be just worthless pieces of paper. In his 40 minutes of speech, the PM urged people to join this maha-yojna against wide spread corruption. On the eve of the US election, the decision to demonetize currency notes came as part of a larger move to capture black money and fake currency, and thus curb corruption. Without digging into the brief history of demonetization, we can't understand why such a decision has been taken. The term demonetization is not new to the Indian Economy it has been bought into practice by RBI in January 1946 and again January The demonetization of high denomination bank notes was a step primarily aimed at controlling illegal transactions. It was a part of a series of measures which the Government had taken to take action against anti-social elements. This is strange as seen from one perspective. In 1946, the idea was to demonetize but it became more of a conversion. In 2016, we are calling it 'demonetization' but it is actually 'conversion'. While going through the past and current decisions we can see there are both parallels and differences with the 2016 episode. Both are aimed at curbing black money, though this time, security was an additional challenge. In the earlier occasions RBI was mostly against the exercise and was proven right. This time it seems RBI has welcomed the idea. The big difference, obviously, is the size this time. Previously, it barely affected the common people but this time the impact is huge with 85% of the currency out of the system. The rst demonetization was a case of conversion and the second was of cumulation while this one is projected as demonetization but is more of conversion. The immediate reaction to the announcement was inevitable. Long queues were formed outside ATMs at night, as citizens hurried to withdraw Rs 4000 in denomi-nations of 100 multiple times. This situation played out across India. Soon, ATMs ran dry, leaving people stranded. Meanwhile, vehicles clogged up petrol stations, until petrol pump attendants allegedly stopped accepting notes of Rs 500 and Rs 1,000. Over the next month, there will undoubtedly be a signi cant shortage in cash supply, not just of Rs 500 and Rs 1,000 bills, which are being taken out of circulation, but almost every other denomination as well. This move deeply affects the working sections of society such as drivers, maids, cooks, electricians, plumbers etc. There has been little or no doubt in anyone's mind that demonetization is an excellent move in waging a war against black money and busting the fake currency racket. The criticism chie y revolves around the manner in which the entire mammoth exercise has been executed. However, currently people are facing a lot of problem in getting cash money and cash withdrawal but more importantly, it is being expected that India will see a tremendous progress in the expansion of the nancial system and cashless payment methods in the near future. It would not be wrong to say that we are on our way to becoming a cashless society. November, 2016 NON-VOTING IS A CRIME Gandharvi Vaish "Every election is determined by the people who show up." Larry J. Sabato The quote above perfectly describes the theme of this essay; if illiterate show up, they choose who promise them in nite possibilities for better future. This being said the more aware a person is, the more aware are his choices of choosing her/his country's leader. Non-voting is a crime. This statement is true in its very essence because we are giving ourselves a chance to step into darkness and doom by giving power to anybody to make decisions on behalf of ourselves. Albeit, non-voting is not a crime legally, but morally it is. Constitutionally, people have immense power but they choose not to use it. A person who does not vote loses the opportunity to be protected by the leader of his choice. By not voting a citizen deliberately misses upon his constitutional right to choose the right leader and take the correct decision for his welfare. During the early phase of our government, women and the poor were denied the opportunity and the right to vote; only men who were educated or were of a higher class were allowed to vote. Even when citizens are provided with this great opportunity they prefer to waste it without knowing its ample bene ts. Given this statement, citizens who are 18 and above and do not hold a voter's ID card should be ned and warned about its repercussions. EVERY VOTE COUNTS! Even in a country with 1.26 billion people, the vote of each and every citizen matters because even one vote can change the winning chances of the right candidate. If the wrong candidate is elected, rstly, citizens who did not vote are to be blamed because they did not ful ll their vital responsibility; secondly, by the election of the wrong candidate we are putting our country's future to risk and subject to exploitation. Since the constitution is for the people, of the people, by the people and also to the people, it is our major duty to ful ll this voting right given to us by the law, and hence respect it. Also, the representatives we choose meet and make decisions for the entire population, implying that we should proudly vote and encourage them. To resolve this, government and NGOs associated with the issue should come forward and spread awareness about the importance of voting. Firstly, one needs to be made aware "why" one should vote. S e c o n d l y, c i t i z e n s themselves should try to understand and adopt the practice of voting and become aware of its bene ts. Thirdly, f o r p e o p l e w h o t h i n k t h e candidates standing in the election are not worth their vote, there is an option of NOTA on the voting machine. NOTA stands for 'None of The Above', implying that their vote has been counted though they did not vote for any candidate in particular. Citizens can be made aware by TV programs and newspaper articles. Political activists too should do public speeches from time to time like political campaigns for encouraging citizens to vote, especially in rural areas. In all, everyone who is eligible to vote should ful ll this duty given that it is bene cial not just for a person but for the country as a whole. Surbhi Manhas Trump Sarkar: The World May Never Be the Same Again The U.S. will see a change in the White house as Donald Trump has been elected the 45th president of the country. The victory of Donald Trump is being viewed from different perspectives. For many, it is an unexpected and surprising victory, contrary to media speculations. On the other hand, many people has already anticipated this victory for Trump. The success of Trump has raised numerous questions because; rstly, he has never held any public of ce or governance related job earlier and secondly the various controversial speeches which he has delivered as part of the election campaign. Trump's eccentric election campaign has added many questions in the minds of the people all around the world about his impact around the globe. Especially from India's perspective, it becomes very important to know how the Trump government will affect India? The India-US relationship is vital and important which goes beyond economic, commercial and people ties. Both these nations are ying high with shared democratic values. Therefore, in the coming days it will become stronger and more stable. However, India needs to act upon some of the policies which may get impacted with Trump Sarkar. Before the results were announced, at an event whose theme was Humanity against terror' organized by a Republican Hindu group, Trump said that if he was elected President, then India and its citizens would have a big friend in the White House. To garner maximum votes from the Indian community in the United States, Trump played the Hindu card by showing his love for Hindus. During the whole campaign, Trump used very strong words to eradicate ISIS and control immigration from those countries that export terror. India has witnessed the marginal support for ISIS among youths. If the restriction of immigration and terror export is successfully implemented then it would hurt Pakistan. The Indian government would be looking forward to Trump's plan to establish a commission on radical terrorism. Trump, in an interview, said 'India is doing great' but no one likes to talk about it. He on various occasions talked about India and the Indian Prime Minister Narendra Modi. He said at an election campaign that during his Presidential period 'India and USA will become best friends, He also supported India's ght against terror and has shown his radical and extremist approach while talking about immigration. All of this shows that it is dif cult to speculate that whether the Trump government would be good for India or bad. As we have been observing that the effect of some of Trump's plans are bene cial for India while some plans affect India negatively. Overall, the Trump government would be benevolent for India as the positive impacts outnumber the negative ones. 5 November, ENVIRONMENTAL POLLUTION IN DEHRADUN Surbhi Manhas The environment is where we all meet; where all have a mutual interest, it is the one thing all of us share. - Lady Bird Johnson Every winter, thick blue smoke envelops this town of Dehradun, casting a shadow on one of the most picturesque valleys in Asia. Doon is a broad valley. This sometimes gives rise to a lateral inversion that does not allow hot air to rise from the valley. As a result the smoke settles over the valley, says Hugh Gantzer, resident of mussoorie and a member of a monitoring committee setup by the Supreme Court to restore the 'natural normalcy of the Doon Valley'. Air pollution in Dehradun has been in the headlines for recent talks. More than a decade ago it was limestone mining, but it was banned in 1986 by the Supreme Court in response to a public interest litigation. But today, vehicular emissions are the main reason for air pollution. According to the road transport authority, only 10,000 vehicles were registered in Dehradun between 1937 and There are more than 126,452 vehicles plying on roads at present, more than 100,000 of these are two-wheelers. However, the length and width of roads have increased only marginally and result is traf c congestion. Air pollution is concentrated in the middle of the town. Saharanpur road, Gandhi road and the Railway station areas are the most polluted ones. The impact on public health has been telling the prevalence of respiratory diseases has risen alarmingly over the past decade and most cases are linked to air pollution. Climate change is happening, humans are causing it and perhaps it is the most serious environmental issue faced by us. The only way forward, if we are going to improve the quality of the environment, is to get everybody involved. Plans to protect air and water, wilderness and wildlife are in fact plans to protect mankind. Strangers in Love were no longer strangers Strangers in love were no longer strangers, For their hearts had embraced. The moonlit waves rolled and two strangers Had souls clothed in romance interlaced. If you were water, A day without you would kill the camel. If you were at stake, The God will gamble. I am looking for the share Where my paper boats wrecked If I could salvage the coins and the stamps, and the stones And the legends, and the lessons I collected passionately from places My father would take me as a kid If I could salvage the unadulterated poems from the past Born of innocence and star gazing Our memories of rowing the boat across the lake And putting snake shells in sand castles Where my paper boat sailed Let us make love when it rains Under the stars rowing the boat Across the lake We let the cloths fall and the moon light Cover us for the rest of the night And I read you this poem In distant land of enchanted realm Where stars adorned the skies And paper boats sailed Let us y back in time to this place When we held hand walking along the shore at sun down Now an ancient practice. Reports that have come out have shown how begging rackets run by organizations ultimately pro t goons. Another aspect of this 'profession' that has been covered is how people, instead of working hard to earn their daily wages, nd it easier to beg for alms around the city. What these reports have completely ignored are the ones who did not have a choice. The ones that were too old or just plain helpless. The ones in despair. The ones we met. In life, there are no constants. Beggars weren't always beggars. Some of them had jobs, houses and respect in the society. They even owned a piece of land to grow their crops on. They had enough to appease their appetite. However, they don't anymore. Maybe it was a husband's death coupled with a son who turned sel sh or recession that made hundreds of people loses their jobs. Maybe it was a land ma a who encroached upon their land in a bid to construct high rise apartments. They all have their reasons and stories. If only I wasn't old. Such is their mindset that they think ageing, an entirely natural process, is something to be shunned. Abandoned by family, too old for labour work and with no chances of getting work anywhere else, they resort to much needed help from this world. Help that will ll their stomachs and maybe get them a safe place to sleep. Help in the form of food and money. This is exactly where the media has harmed them. It has made people believe begging is a profession. It has made them ignorantly suspicious. People have been wiped out of empathy for the needy. All because of some people who chose the easy way out. But we urge you, the readers, don't lose out on all the empathy this world tries to drain you out of. Someone out there really needs you. Make sure that you help that someone. Remember, they didn't choose this. They have their reasons. They have their stories. If only you would stop and listen. If only you would stop and help. Just like the age old Christmas quote puts it, Be not mean to strangers, lest they be angels in disguise.

6 6 November, 2016 TRAVELLING MAKES YOU HAPPIER Tulika Mamgain Travelling is one of the best things the world. It keeps you busy, it lets you explore, it makes you fall in love with yourself, it tells you about different places and helps in exploring and understanding oneself too. Travelling has a lot of bene ts; it can improving mental well being, travelling makes you happy by providing new experiences and memories, breaking your usual routine and allowing you to meet people all around the world. There should come a time when everyone must forget everything and just takes up an unexpected situation and travel around the world. Travelling expands the horizon of our mind and teaches us to smile even in dif cult times. R e l a t i o n s h i p Harshita Hajela I guess we were always just good close friends but somehow I could not see that thin line and got dragged away. This thin line being mentioned here, am sure, it will strike some chords of your memory strings because we all are extremely familiar with it. Somehow this line with unde ned thickness, length, texture and visibility; sometimes, have always taught us something yet has failed to make us understand nothing and has left our minds baf ed at the end. The mathematical equation of line, 2+2=4 has also failed to solve this speci c line as it has all variables and no constant at all. It is always great to have a friend with opposite gender because psychological researchers have proven that friendships with opposite gender are stronger and jocund as compared to that with the same gender provide that the balance is maintained. The problem arises when the balance is disturbed. The reason is the mismatch in goals at both ends and the happiness of one is coming at the expense of other. Somewhere in between hanging out together, sharing and knowing each and everything about each other, texting from time to time and always being there for each other, you start getting too attached and at some point of time emotions nd their way. Fantasy Reality Vs Sanya Vij MAJMC III I woke up one night with tears in my eyes. Saw some people weeping I heard some cries. Saw the reality in my dream, Fantasy was the real world. What it may seem? Superman here, Spiderman there. All looking like clowns in a fair. Hope I could be one of them, But then my spine caught the reality's stem. There is no Superman to y you to school, You can take the bus and look like a fool. There is no Batman who gives a good bash, When you see the goons you give the cash. You are not Beckham to amaze them all, Only if the PT teacher, gives you the ball. The nights are wow! But the days are uff, Your happiness goes poof poof poof. The Dreaming time; was always the best, Horrible was reality and the rest. But reality was real and I was stuck. Thinking like that I chuck it all up. It is then when you are getting close to that unde ned blurry zone. It is this instance when you can t control your mind and the line of friendship and relationship fades away. You start believing that knowing and understanding each other too well is suf cient enough to lead you towards the walk of beautiful relationship further. The problem arouses when your best friend doesn t feel the same way and it is then when we become familiar to the tem Friend Zone. The problem is that you lose your ability to rational thinking and let the emotion overpower you. You fail to see that such relationship will already be starting with extremely high expectations! And over a period of time you also realize that the thing you would wish to have in best friend can be totally different to the things you will want your life part to have. We say, it s great to nd a best friend in your mate but it s not necessary that your best friend can prove to be your ideal partner. There s no vandalism in sketching a boundary between friendship and relationship to save you from the worst and there is also no harm in using logics. Because in worst case if the relationships fail, you not only loose a partner but also your best friend. So guys, choose when to love, because when you make a choice, you change the future. W E E P Snigdha BBA I Why do we really weep? Is it always because of sorrow and pain? Can it be an outcome of anger or relief? There is no right answer but there is certainly a reason. Sometimes we overlook, or fail to see in the depths. It may be a rather horrid place to be in, preferably a place most of us try not to reach. Why? Well, the answer is quite simple. It's not easy to leave, once in. So, the easiest task is to weep till overwhelmed feelings leave our conscious mind, letting a trace of that 'feeling' lingers on our subconscious mind. Now, this feeling bothers our mind from time to time, whether being in the known or not as for a person who takes certain events or situations on the heart, such a petty feeling would keep on building up till it's not a feeling anymore, but a solid structure standing right in front of us, rebelling and blocking our moves. Sometimes the blockade may lead to a downfall or act as a motivation. It only depends upon what shape we let this barrier take. As they say we are the masters of our mind. So should one weep? Allowing the situation to take the better of us? No. Weep, one should to allow us to take control of the situation. Life i s B eautiful Harshita Hajela It s not the years in your life that counts; it s the life in your years. Beautiful quote. Isn t it? Ever wondered what life exactly means? We often hear people complaining about not having a good life. Ever tried thinking about how is the good life like? I m sure everyone will have a unique de nition of that. Some might believe that a good life is having/earning a lot of money while some may believe in the thought of living the good life with their loved ones. Well, the grass always appears to be greener on the other side. The ones, who don t have money, want the rst and the ones who don t have lovers, wish to have the second. In simple language, are we trying to imply that having a good life is all about having what you don t have. Does that sound right? Or it should ve been like; we lead a good life if we are happy with what we have. What other opinions do we have? Something different. Something that s lacking in all these true but not completely true sentences. Now let s just try a bit harder to introspect that. What do we people live for? For the ones we lover? For our family? Teachers? For ourselves? For our dreams? Yes! That sounds a bit convincing. The basic motive of our life is to go after what we want. So basically we live to ful ll our wants or dreams. We might have a dream of owning our dream car. What if we get that, then? We build up a new dream. Are we able to work as hard as we did for the previous one? People aspire for a lot of distinct things. Some people, people of my age want to crack CAT, GMAT or the entrance exams of their dream college. That is their dream. Rajat Roy MAJMC III It is said that, Respect is not a thing that you get; instead you have to earn it. It does not remain constant. It may sound weird but it is true. Respect depends upon the current equations and circumstances that are prevailing for you. Let us take an instance. You have a very close friend and the bonding between both of you is eternal. But some mishap takes place and you both end up in a scuf e over some issue. Will you get the same respect you used to get earlier, the next day? Certainly you will not get the same respect, because now the equation between both of you differs from the past. It is like the current value of your shares in the market. Like valuation of shares depends upon the current scenario of the market. Similarly, your respect depends upon your current valuations of the terms with different people of the society. So be kind and gentle as it is said, As you sow so shall you reap. So promote goodness, positivity and humanity and you will get the same from the society. This is what you will earn as Respect. I ve heard people saying, basekbaar job lag jaaye r mauj hi. Is having a lot of mauj our dream? Well, human shave innumerable wants and thus, dreams are varied and disparate. If we have a dream, we have a goal. That goal is the reason of living. A person, who has a bigger goal, leads a bit harsh life than the one having smaller goals. In simple words, a good life is what we lead when we have a goal, and we re working for it. On the contrary, what if we don t have any? Or we have it but are not able to work for it. Or we ve already lost a 100% chance of achieving it. What then? Are we as good as dead? We are in a condition where we don t anything except re; in return what we get is just water. Salt water. Water that we can t even drink. Death isn t reversible we say. But I think it is. What I told now might ve been told before. But death being reversible is something unreal. Because the parody lies here. In the concept of dying. We are dead when we don t have any motivation, when we don t have dreams, when we are full of agony. Death is when we are lonely. Not alone, but lonely. But, when we pull ourselves out of it, we come back to life again. So don t worry if you are dead! You still have a chance. You may need someone by your side for that. Or maybe you can do it alone. That depends. And yes, when our souls leave the body, it is just deliverance. Not death, but deliverance!

7 November, Personality An Interview with Prof. SANDEEP PANDEY (Magsaysay Awardee Social Activist) Interviewed by Dr. Sushil Rai A renowned Social Activist and Magsaysay Award winner Prof. Sandeep Pandey is committed to ght against corruption and strengthening democracy at the grassroots in the society. He cofounded Asha for Education with Dr. Deepak Gupta (Professor at IIT Kanpur) to catalyse socio-economic change in India through education of underprivileged children. He is much focused on Right to Information and other forms of citizen participation in removing corruption and improving the ef ciency of governance. He leads the National Alliance of People's Movements (NAPM), the largest network of grassroots people's movements in India. He does not wear ironed clothes and does not take milk, as according to him, cows produce milk for their young ones. He is always clad in white kurta pyajama and simple slippers. Excerpts from an interview with Editor Dr. Sushil Rai: After passing 11 years of its enactment, how do you rate the success of RTI? Well, I think, it is not being used very much. I think, I saw, somewhere less than one percent of the population is using it, so that is quite unfortunate because as the Act says, it is a tool in the hand of citizens to check the corruption. And in India you saw during Anna Hazare s movement, how so many people were sensitised towards this issue of corruption and came out and participated. People are fed up with corruption. But it is a tool which could have been used systematically, they could have checked corruptions. But unfortunately, people in our country, even though they are politically very aware, are not very organized. I would say in taking action against corruption a lot of energy you know is dissipated in random efforts. That is very unfortunate part. Citizens are not playing the role, what they should. In your opinion, how powerful tool the RTI is? Oh! RTI is very powerful. We have known and seen, how it has forced the departments to maintain their records properly, which they were not doing earlier and it has imposed some pressure on the bureaucracy to become honest and not to indulge in corruption they were doing earlier. Even now corruption has taken place, but they have to be very careful. So, I think, half of the corruption which used to take place at the lower level is now ended because the bene ciary list and everything has to be now made transparent. Earlier there was a time where most of the bene ciary lists were fake containing the names of dead people. For example, muster roll contained the name of upper caste people who never do manual labour work in the villages, the people who had left the villages to go and work in cities. So, at least, now such kind of corruption has been reduced to a great extent. However, people are doing corruption, but they are taking risks. They can be exposed by using RTI and action can be taken against them. How is RTI empowering the rural society? Well! Even in a rural area, I would say that our people are politically very aware. And once who knows something about RTI, are using RTI with the help of somebody else. They get their application and written by others, I know lots of people who themselves don t know how to read and write, but with the help of anyone, they are using it. According to you, what are the major challenges before RTI in empowering the rural society? First of all, we have to create an awareness program where more people can use it, to start using it. So, for example, they should be introduced at school and college level. If, the school or colleges who are to teach the students, how can use it, if all the government employees who are to teach how to use it, if public camp can be organized to the citizens to teach how to use it, that will increase the numbers of RTI. That is one thing which needs to be done. And secondly, the of cers are chosen 8 uoecj 2016 Hkkjr ds bfrgkl esa,d cgqr gh egroiw.kz fnu cu x;k tc ç/kkuea=h ujsaæ eksnh us ns'k dh 80 izfr kr eqæk dks ns'k ls lekir dj fn;ka Hkkjrh; turk ikvhz ds yxhkx 3 lky ds dk;zdky esa ;g lcls cm+s QSlyksa esa ls,d jgka jkrksa jkr ns'k esa 500 vksj 1000 ds uksv dh dksbz dher ugh jgha,d ns'k tgk vkt Hkh yksx dkxt ds uksvksa ls viuh jkst ejkz dh t:jrksa dks iwjk djrs gsa] ml ns'k dh vfkzo;olfkk esa bruk cm+k cnyko lekftd rksj ij fdruk dkjxj gs\ ç/kku ea=h us ns'k ds ukxfjdksa ls 50 fnu dh eksgyr ekaxrs gq, ;g dgk fd yksxksa dks vkus okys Hkfo"; ds fy, 50 fnu dh ijs'kkfu;ksa dk lkeuk djuk im+sxka ysfdu D;k gekjk ns'k bruh cm+h lel;k >syus dks rs;kj Fkk\ uksv can djus ds,syku ds lkfk gh yksxksa ds eu esa vleatl dk ekgksy lk cu x;ka isvªksy iai esa yach yach drkjsa yxus yxha yksx vius iqjkus gks pqds uksvksa dks fdlh Hkh rjg ls [kpz djus dk ç;kl djus yxsa 'kkfn;ksa dk volj lkeus Fkk vksj yksxksa ds ikl islk gksrs gq, Hkh isls dh deh gks x;ha lksus esa fuos'k c<+ x;ka vxys fnu ls gh,vh,e esa yach yach drkjsa yxus yx x;ha vdkmav esa isls gksus ds ckotwn Hkh yksx isls fudkyus esa v{ke FksA vkadm+s lkeus vk;s fd vxyh frekgh esa Hkkjr dh thmhih esa Hkkjh fxjkov ns[kus dks fey ldrk gsa dkys /ku ds ekfydksa ds idm+us ds fy, fd;s x, QSlys us vke turk dks t~;knk rdyhq igqapk;sxha Hkkjr vksj foeqnzhdj.k to implement this act. For example, PIO, rst appellant and second appellant of cers, even the information commissioners, they must be very sensitive of cers who should take an extra effort to implement this act according to its norms. My colleague in Hardoi, Uttar Pradesh, is an illiterate person. His name is Mohan Lal. Even before RTI came in 2005, he used to le lots of complaints related to the problems in the villages. He still uses carry bag with full of applications that he inspects. So, there are always people everywhere, every village, every block, every tehsil, every district and every state, who les applications. So, we people are active who are ghting for citizen s right. So, such people are using RTI very actively but such again number of such people are not very at large. But still I would like to say, compared to the educated people, the percentage of using RTI in the village are not less than the educated people. So in that way, it is good credit to our uneducated rural politically aware masses who have kept the spirit of democracy alive in our country. Inadequate implementation of RTI is a very serious problem not only in UP but most of the states. How it could be solved? Yes, that is true. RTI is not being implemented properly. The information is not being given in time. The role of appellate authority is not most extent. The commissioner also tends to take the side of PIO rather than the applicant. They do not act according to the spirit of the Act. If they were acting according to the spirit of the act, they would help the applicant to get the information and penalize the PIOs, but this is not happening very much. The PIOs who are penalized often they are ned or pardon. Therefore, it tends to weaken the act. The PIOs get the feeling, they know, nothing will happen to them and they become more careless in implementing this act. In various states, there are so many corruptions at the village and block levels. How much space you see for RTI while most of rural people are not aware about RTI and aware people don t want to come forward due to fear of enmity and insecurity of life? Many people they don t use RTI because they don t want to create enmity. They don t want to put themselves at risk, but then if the people don t come forward and use it, even taking the risk of annoying some of cers or some people vested interest, the things will not be changed. So, people in want to change corruption the end, they will have to take some risk. There are number of RTI, they have been attached, some of them have been killed, they are working allies other manner, like government employees, you know he and she marginalized. They are not given good posts. So this is very sad. Is this RTI a perfect Act or some changes are required in this Act? No, the RTI is a perfect Act. It is considered as one of the best acts in the world. But the problem in this country, is in spite of having such good constitution, so many good laws, rules and regulations, we don t implement things properly or according to their spirit in which the laws or rules were formed in our constitution. We often tend to nd loopholes, so that we can avoid the implementation of uncomfortable segments of these laws and rules. That is again based on the thoughts of the people. People are not very honest, who are in charge of implementation. Do you think, newspaper can play an important role to aware the rural people about RTI? Yes. Of course, newspapers can play a very signi cant role to spread the RTI messages to aware the public and society. Newspapers themselves can use RTI to access information which they can make publish so that people don t have to individually le the RTIs on the matters of public interest and importance, and then more people will be encouraged to do it.
