2 Tuesday ARTICLE Holland ordered to cut greenhouse gases A court in Holland has ordered the Dutch government to cut greenhouse gas emissions by at least a quarter by Three judges said the decision was, "to ensure that the Dutch emissions in the year 2020 will be at least 25 per cent lower than those in 1990." Environmentalists hope others around the world will follow Holland's lead in a global drive to reduce emissions. Gerben-Jan Gerbrandy, a Dutch member of the European Parliament, echoed this sentiment, saying: "This historic ruling will have far reaching consequences in the Netherlands, Europe and the rest of the world." Bill Hare of Climate Analytics agreed. He said: "This could be the first judicial warning shot to governments around the world." The judges' ruling came after 900 Dutch citizens took legal action against the Dutch government to get it to comply with international regulations. Holland was far behind many other countries in reducing carbon emissions. It was on target for a 14 to 17 per cent reduction by The Dutch court decided this was unacceptable for a country as developed and progressive as Holland. It also said that hitting a target of just 17 per cent would cause huge embarrassment for the Dutch. The Dutch government must now accelerate existing plans to close coal plants, increase the use of windmills, solar energy and other renewables, and drastically cut the amount of gas it takes out of the ground. 1. Emission 2. Ensure 3. Unacceptable 1. What do you think of the decision of the Dutch court? 2. How likely do you think it is that other countries will follow Holland's example? Why? 3. Why have people kind of forgotten to act on climate change?

4 Thursday DEBATE There should be a worldwide ban on the use of driftnets Drift netting is one of the easiest and oldest fishing methods in the world. Driftnets are large nets that float vertically in the water. Any animal that passes through the driftnet gets caught in the net. Many call for a worldwide ban on the use of driftnets because of the environmental damage that they cause. Today our debaters will discuss whether there should be a worldwide ban on this fishing method. Pros: There should be a worldwide ban on the use of driftnets. Fishermen try to catch fish with the driftnets. However, sea animals, such as sharks, whales, dolphins, turtles, and seabirds, also often get caught in the nets. Fishermen leave the driftnets in the water and return after long periods of time to collect the fish. When they return, they often find dead or hurt sea animals tangled in the nets. Many of these species are now endangered due to driftnets. Cons: There should not be a worldwide ban on the use of driftnets. A total ban on driftnets would cost thousands of fishermen their jobs. It would also damage the fishing industry because fishermen would not be able to catch as many fish. There are many ways to make driftnets safer for sea animals. Finally, cars are an important mode of transportation, but they cause a lot of pollution. Why is no one calling for a ban on cars? 1. Drift 2. Tangled 3. Endangered 1. What can you say about the issue? 2. Which side are you with the debate? Why? 3. What are the advantages and disadvantages of driftnet fishing?
5 Friday BUSINESS IDIOM FOCUS Read and be familiar with the Business Idiom below and use them in your conversation. Fishy When the security guard saw a light in the store after closing hours, it seemed to him that there was something fishy going on. He called the central office and explained to his superior that he thought something strange and suspicious was occurring. Why study idioms? One of the keys to speaking like a native is the ability to use and understand casual expressions, or idioms. Smell a Rat How come the front door is open? Didn't you close it before we went shopping? I'm sure I did. I can't understand it. Frankly, I smell a rat. Me, too. I'm convinced that something is definitely wrong here. We'd better call the police. Go to the Dogs Have you seen their house lately? It's really gone to the dogs. It's true that it has become run-down and in serious need of repair, but I'm sure that it can be fixed up to look like new. I guess with a little carpentry work and some paint it could look pretty decent. Take the Bull by the Horns Julie had always felt that she was missing out on a lot of fun because of her clumsiness on the dance floor. She had been putting off taking lessons, but she finally took the bull by the horns and went to a professional dance studio for help. She was tired of feeling left out and acted decisively to correct the situation. Let the cat out of the Bag Bob was going to retire from teaching in June, and the foreign language department was planning on presenting him with some luggage at his retirement dinner. He wasn't supposed to know about it, but someone let the cat out of the bag. At the dinner Bob acted surprised, even though someone had told him what he was getting before the official presentation.
