Box 6245, West Palm Beach, Florida, 33405, that alleges MALACHI LOVE-ROBINSON (DOB: 05/12/1997), 1209 North Australian Avenue, West Palm Beach, Florida, 33405, is practicing medicine at NEW BIRTH NEW LIFE MEDICAL CENTER, 4700 N. Congress Avenue, West Palm Beach, Florida, without being duly licensed in the State of Florida. (EXHIBIT #1) A check of the DOH database reveals that LOVE-ROBINSON does not possess a valid, State of Florida license. On February 16, 2016, Department of Health Unlicensed Activity Investigator CARLA J. SUTHERLAND, in person, issued LOVE-ROBINSON a DOH Notice to Cease & Desist, and a DOH ULA Uniform Citation (EXHIBIT #7) On February 16, 2016, Palm Beach County Sheriff s Office agents arrested LOVE-ROBINSON for Unlicensed Practice of Healthcare Professional (F.S (1)(a) and Practice of Medicine without a License ( ). 2 DOH INVESTIGATIVE REPORT CASE NUMBER: INVESTIGATIVE NARRATIVE This case is predicated upon a complaint from CRIME STOPPERS OF PALM BEACH COUNTY, P.O. Box 6245, West Palm Beach, Florida, 33405, that alleges MALACHI LOVE-ROBINSON (DOB: 05/12/1997), 1209 North Australian Avenue, West Palm Beach, Florida, 33405, is practicing medicine at NEW BIRTH NEW LIFE MEDICAL CENTER, 4700 N. Congress Avenue, West Palm Beach, Florida, without being duly licensed in the State of Florida. (EXHIBIT #1) The Department has probable cause to believe that LOVE is not licensed by the Department or the Board of MEDICINE and is practicing MEDICINE, and is leading the public to believe that he is licensed as a medical doctor, or is engaged in the licensed practice of medicine violation of Sections , (1)(a) and (2)(d), Florida Statutes. Further, on 02/02/2016, 02/10/2016, 02/12/2016 and 02/15/2016 Department of Health Investigator found LOVE- ROBINSON holding himself out as and leading the public to believe he that he is a medical doctor, and engaged in the practice of medicine on the following websites: New Birth New Life Holistic and Alternative Medical Center & Urgent Care Facebook page, New Birth New Life Medical Center LLC Facebook page, LifeScript.com website and his personal Facebook page. (EXHIBIT #2) Subject is not licensed as a medical doctor. Leading the public to believe one is licensed as a medical doctor without being duly licensed is strictly prohibited by Section , Florida Statutes, and constitutes a crime. A check of the DOH database reveals that LOVE-ROBINSON does not possess a valid, State of Florida license. On 02/11/2016 INVESTIGATOR CARLA J. SUTHERLAND made contact with SOUTHWEST COLLEGE OF NATUROPATHIC MEDICINE & HEALTH SCIENCES, 2140 East Broad Road, Tempe, Arizona, 85282, and spoke to PAULINE CAPORALETTI, Associated Registrar at the college, via telephone, requesting verification that LOVE- ROBINSON had attended the school. On 02/11/2016, SUTHERLAND received, via correspondence, from CAPORALETTI, a letter of verification stating LOVE-ROBINSON had never attended the SOUTHWEST COLLEGE OF NATUROPATHIC MEDICINE. (EXHIBIT #3) On 02/11/2016 SUTHERLAND made contact with AMERICAN ASSOCIATION OF DRUGLESS PRACTITIONERS CERTIFICATION & ACCREDITATION BOARD (AADP), 2200 Market Street, Suite 803, Galveston, Texas, 77550, and spoke to DR. DONALD A. ROSENTHAL, via telephone, requesting verification of educational documents that LOVE- ROBINSON submitted as verification that he was eligible to be board certified by AMERICAN ASSOCIATION OF DRUGLESS PRACTITIONERS and AMERICAN ALTERNATIVE MEDICAL ASSOCIATION (AAMA). ROSENTHAL faxed SUTHERLAND copies of what appeared to be an Official Transcript from SOUTHWEST COLLEGE OF NATURAL MEDICINE, which SUTHERLAND had already confirmed to be fraudulent. On 02/11/2016, SUTHERALND was contacted by ROSENTHAL regarding the documents he was submitting were very dark images. ROSENTHAL confirmed, over the telephone, the documents were school transcriptions and certificates from SOUTHWEST COLLEGE OF NATUROPATHIC MEDICINE and ARIZONA STATE UNIVERSITY. On 02/17/2016, SUTHERLAND received, via fax, two letters addressed to LOVE-ROBINSON written by ROSENTHAL, notifying LOVE-ROBINSON that his board certification and membership with the AADP and AAMA is null and void due to the fact that LOVE-ROBINSON S educational documents that were provided with application were false and had no validity. (EXHIBIT #4) On 02/16/2016, SUTHERLAND observed these two certificates, which had been issued by ROSENTHAL, hanging in the waiting area of LOVE-ROBINSON S medical practice. SUTHERLAND also observed these two certificates posted on LOVE-ROBINSON Facebook pages. On 02/11/2016, SUTHERLAND contacted ARIZONA STATE UNIVERSITY, University Registrar s Office, P.O. Box , School Code: , Tempe, Arizona 85287, via their webpage requesting verification that LOVE-ROBISNON had attended the school. On 02/15/2016, SUTHERLAND received, via correspondence, notification there are no enrollment records for LOVE-ROBINSON at their school. (EXHIBIT #5) Page 2

3 DOH INVESTIGATIVE REPORT CASE NUMBER: On 02/16/2016, an undercover law enforcement agent entered the NEW BIRTH NEW LIFE MEDICAL CENTER requesting to see the doctor. The undercover law enforcement agent was seen by LOVE- ROBINSON to wit on: 02/16/2016, LOVE-ROBINSON offered medical services and held himself out as a medical doctor to an undercover law enforcement agent. LOVE-ROBINSON gave the undercover agent a physical exam by checking the undercover law enforcement agent s temperature, blood pressure, lungs, heart and weight. LOVE- ROBINSON stated that the undercover law enforcement agent s lungs were clear. LOVE-ROBINSON provided medical advice by telling the undercover law enforcement agent to use over the counter medication for allergies, and that he felt she was healthy and should not have any issues. LOVE-ROBINSON told the undercover law enforcement agent that he was a Doctor of Homeopathic Medicine and a health care practitioner specializing in all natural treatments. (EXHIBIT #6) On February 16, 2016, Department of Health Unlicensed Activity Investigator CARLA J. SUTHERLAND, in person, issued LOVE-ROBINSON a DOH Notice to Cease & Desist, and a DOH ULA Uniform Citation (EXHIBIT #7) On February 16, 2016, Palm Beach County Sheriff s Office agents arrested LOVE-ROBINSON for Unlicensed Practice of Healthcare Professional (F.S (1)(a) and Practice of Medicine without a License ( ).
