3 In the Etheric Realm over the city of Moscow, Russia pulsates the Temple of Freedom from Oppression. Here is located the Focus of the Freedom Flame protected and sustained by the Great Cosmic Being Known as the Goddess of Liberty, Alexa along with the Brothers and Sisters of her Retreat. The purpose of this Ascended Master Retreat is to establish the Spirit of Freedom not only in the hearts of those who are harshly oppressed but in the hearts of all mankind so that the Christ Self may manifest in each one,

4 taking control of the life of each individual and freeing them from human slavery. Since Order is the First Law of Heaven, this Temple like all others, has admirable organization, not only to care for the different degrees of advancement of the Chelas, but also to meet all the requirements of Freedom that is needed for the Blessing. There are several departments under the Ascended Masters direction, with the assistance of numerous chelas; here are some of these departments: Spiritual Liberty, which is the release of contact with thoughts, feelings, actions, people, places, and circumstances that are in accordance with the Will of God. Personal Liberty, which is freedom from external restrictions (including discord, disease and lack) from slavery, captivity or control of another, as well as freedom of opinion, freedom of conscience and its expression. Civil Liberty protects the right of citizens of any nation to live in peace and prosperity with the right to share in the establishment and maintenance of their own governments. Artistic Liberty, the development of all artistic faculties even those latent in their expression. This includes the qualities of God that stimulate the genius and its inventions for the good of humanity. Requests, petitions, and prayers, are lovingly received and then charged with the Power of the Flame of Freedom. They are then referred to the different departments that contact the Christ Self of different individuals,

5 or the Silent Watchers of Different Locations, as the case may be, to provide the required service. Liberty and Freedom are inextricably linked with each other, expressing themselves as manifestations of the Deity when they are allowed to act through unascended humanity. Liberty, as our gentle readers know it well, derives from the word Libra which means book and, in this case, refers to the Book of The Law of Life, which is God s Eternal Truth. Liberation (Freedom) comes from the practical use of that knowledge, and from the practical use of the Laws of that Truth through constructive efforts to assist the human race to manifest its Divine expression, individually and collectively. WITHOUT THE KNOWLEDGE OF THE TRUTH OF GOD S LAW, THE TRUE DIVINE FREEDOM CAN NEITHER BE EXPRESSED CONSTRUCTIVELY, PERMANENTLY, NOR WISELY. At the time of the sinking of Atlantis, those who kept the Flame of Freedom and those who volunteered to bring it to safety before the submergence of Its Temple were directed to turn their attention and their course to what is now the Sud ( South ) de France. They obeyed, and the hardships, resistance, faith, love and sacrifice that made such a mystical transfer possible, could not be told in these few pages. Suffice it to say that the Freedom Flame was established in France and Its pulsing power has inspired men and women throughout ages to wish to use Liberty wisely for themselves and to help liberate all mankind by the same wise use of that virtue. The Freedom Flame focus established at that point so many ages ago, explains why France has been identified with freedom of consciousness for centuries, and it was the hope of the Great White Brotherhood that through the impetus of that Flame the United States of Europe could be

6 externalized through the Court of France, in the early seventeen century during the reign of Louis XIV. Although Saint Germain tried, without success, to reach the conscience of the Rulers of France until the reign of Napoleon Bonaparte, He was able to draw the substance of that Flame through the living hearts of those men whom he inspired to bring Love of Liberty across the sea to the new Land of Hope for Liberation and through the souls of Lafayette, Von Steuben, Kosciuszko, Pulaski, De Kalb, Rochambeau and others, a mystical transfer of that impetus of Liberty, was anchored in the heartbeat of America s conscious heart. It was not by accident that the people of France were inspired to give America the symbol of Liberty, which is located in the harbor of New York City, as an expression of their love and friendship as an external senseand as a focus of the Freedom Flame from an Internal point of view. The Keynote of this beautiful, pulsing Freedom Flame (Flame of Liberty) lies within the French National Anthem, La Marseillaise which explains the feeling of inspiration that flows through the hearts and souls of all those who love liberty, wherever this song is played, or sung. Now the Mighty Flame of Liberty has a new Central home, As the present world conditions compel, The Tones of Liberty contained within the French national Anthem are also in Tchaikovsky s 4 th Movement of Symphony No.5 a powerful piece of music that is more compatible with the Slavic people who now strive to Free them from the weight of the political oppression. During this month especially, play this music frequently so you that you can get to know your brothers and sisters in the so-called foreign Lands. Always remember them in your decrees and as you enjoy your own Freedom and Liberation, realize that through your energies you are passing these Divine Gifts to others less fortunate!

7 BELOVED KARA Silent Watcher for Russia I AM speaking to you from the Historical Focus in the Etheric Realm that they now call The Temple of Freedom from Oppression, over Moscow, Russia. Despite the opinions in the consciousness of many people across the Planet, this country is truly beautiful. Moscow, seen from an Enlightened Spiritual Consciousness represents the force, and its radiation has been built through centuries affirmative and negatively faithful to a purpose. The first rulers had inherent in their beings an almost unshakeable resolution that their commands be followed without delay whatever may come just as many Russians have learned to withstand the harsh climate, (and to even) cross the ice of the Russian Steppe and the Tundra ahead, facing the extreme cold. And so was born and continues to the present- the feeling of We will be the leaders of many and will conquer! Don t you see in the frozen extensions, some of the austere resolution so

8 inherent in the consciousness of the present regime? Over the City of Moscow the Etheric Focus is pulsating with great anticipation because it already feels the Radiance and Consciousness of the Glorious Goddess of Liberty. Their rulers had dominated the people of this country in a merciless way, because the pattern of oppression weights heavily on all. One has to remember that many of the great Lifestreams of Civilization have incarnated to this country, and all kinds of arts have flourished for centuries. But now this has been quickly silenced as those in power maintain strict vigilance over all freedom of expression for fear that might give rise to ideas contrary to the yoke of illegitimate rule. Consequently there is much that now is under the lock and iron key of the favored few. Consider the men of science, and the technology they could manifest if another channel were allowed than that of the military power. Because of the restriction of personal freedom, many brilliant consciousnesses remain imprisoned, useful only to the iron will of another. As the Focus Radiates, Our Mighty Lady of Liberty attracts the chela s attention, and they in turn unite with The Brotherhood, you will see powerful changes taking place. Yes, It will take a little of the so-called time, but you will notice a softer attitude towards the Heart of this Planet- the United States of America- and then, in the not too distant future, you will see the frozen spaces softening and melting where the etheric records of cruelty are still pulsating and waiting for the Transmutation. As the Silent Watcher of Russia, while I constantly hold the visualization of perfection manifested for this Nation, I long for the time when all the people under the Soviet rule could have the assistance of their brothers and sisters who live freely in other lands. They are not different than you. Remember that a Lifestream evolves from an embodiment to another, returning many times to different countries and cultures, so that you can fully experience all that this precious Earth has to offer. Many of you

9 have had more than one embodiment in this country or another country of Byzantine and Slavic origin. As you listen to the Russian Hymn Save, Oh God Our People - the original Russian National Anthem unites all with the call of the hearts of those who are oppressed, and as you continue and listen to the 4 th Movement of Tchaikovsky s Symphony No. 5, you will fully experience the Three Fold Flame as the Divine Key to each ones personal Liberation, sharing the joy of being released from captivity, and finally marching with millions of weary and hungry people, as the Goddess of liberty, with the chelas of Saint Germain, take them out of the gray skies to the Glorious Sunlight of a New Age of Liberation. Come and meet the people that are forced to live under the shadow of the Sickle and Hammer, Give from your Liberating energies to give them theirs. Imagine, if you wish, The Temple Of Freedom From Oppression as you can see any beautiful Russian Cathedral- with its many golden domes each crowned with the representation of the Three Fold Flame- and shining in the Sunlight. The temple is of immense proportions, and easily lodges thousands of beings that will come here at night. In their etheric vehicles, everyone will find many things familiar with their senses, because the tradition and customs of the Baltic and Slavic States have been the same for a long time. The Temple is a mixture similar to the Archangel Michael Cathedral and the Annunciation in the Kremlin. The Temple - It is predominantly white and gold with decorative accents of pink and blue. A colossal structure, crowned by a very ornate bell tower on top of which is a representation of the golden torch of Liberty. Around it are the seven smaller towers, each of different height and crowned with the well-known golden dome. Inside the Central tower hangs a glorious array of bells of many different sizes and shades, pealing the sweet tones of Liberation and freedom that are able to

10 penetrate and break the steel shell of the resistance, melting the wall of fear that dominates every facet of Soviet Life. Inside the Temple you will find much of the beauty of past ages exposed in all its glory - jewel-encrusted ornamentation, intricate tiled floors and friezes, as well as treasures of art of every kind. Just as Lady Liberty came to know and love the magnificent art of her former home in France, so also she has brought that love of Beauty with her to Russia. For the Lifestreams reduced to the oppressed life of a thin and colorless existence, a visit to the Temple of the Liberation of the Oppression will give them Hope again. If only they knew that everything they have come to love and appreciate is still vibrantly alive, they will return to their individual orbits with the Triple fold Flame shining brightest within their hearts, for the only reason of having been in the vicinity of the Flame of Liberty. As the dominant attitudes soften, all that is good again will be allowed to flow freely through the worlds of those creative lifestreams that seek to express the beauty of God in this world of form. Come often to this Focus in Moscow, and feel the pulsating of the Flame of Freedom pass through your vehicles. Know that the Three fold Flame is the Central Heart of your Free Will, and that with this Liberation you have the true Freedom to exercise the Divine right of the perfect FREE Precipitation of the restrictions and controls of the external world.

11 Hail, children of Light! I, the Goddess of Liberty, have come this morning to fire you into action on behalf of the Government of this Nation, and all the Nations throughout this Planet Earth! It is imperative at this time of world crises and change that you each make dynamic invocations for Ascended Master Government for every Nation on this Planet. We have told you that America is the heart of the Planet, China the throat, and India the head. One moment's thought will show you the absolute necessity for ACTION at this time. Our beloved India has lost that great Statesman Nehru and the future course of the Nation is your responsibility! Yes, yours - no matter in which country you presently reside! Before the Permanent Golden Age can come forth in its fullness, the various Nations must have Leaders who will be receptive to the directives and promptings of the Ascended Masters of Wisdom, who will guide them into the Path which will make all nations, all peoples, all creeds - into "Nations under God!" Oh, dear children - feel, feel, feel the compulsion of that statement! This is not a time of half-measures - this is a time of a CALL TO ARMS of the Children of Light! Arm yourselves with the weapon of light, and the God direction to bring Ascended Master Government all over the face of this Earth, which can be accomplished by rhythmic, dynamic Calls. I repeat, "I AM" come to FIRE YOU INTO ACTION! Take the Torch of Liberty, which is yours to carry all through the atmosphere of this Planet! In the name of God Wisdom and Understanding enlist in the Spiritual Army of Lord Michael and mighty Astraea to clean out the subversive forces, which are rampant everywhere - yes, I say 'everywhere'. You are in the Army of Light, Torch Bearers of God Freedom! You have sung to our Beloved Ascended Master Saint Germain - "I'll take thy

12 banner with me, as we go far and near." PROVE IT - NOW! Please, a word of great importance it is absolutely necessary that you do not rush forward into this mighty activity without the good sense of trained chelas. Before you enlist in the mighty Army of God's Will, please be prudent enough to exercise the wisdom of GOD PROTECTION! A soldier does not rush into battle without the necessary equipment to protect him against the enemy and I say to you with all the conviction of my being the enemy of the sinister force is something with which to reckon. Lord Michael, that being of tremendous Power and Light always wears Armor of Light and carries his Sword of Blue Flame! Think well before you engage in this Activity of the Century, with your Superiors, the Ascended Host of Light, yes, and the Cosmic Beings. All who wield tremendous power! If you are half-hearted in this engagement, better that you "rest on your oars" in the activity of Purification and Transmutation of this specific enemy, which seeks to attack the Government of the Peoples of Earth! We require chelas who are dauntless, bold, brave but who are equipped with wisdom and good common sense directed not by personal desire - but by the Individualized Presence of God which abides within their hearts! It is time that you set aside your human free will, and APPLY, yes; make application to Lord Michael, the Archangel, to join his Ascended Legions of Light, as well as the mighty Astraea! Of course a chela never ventures forth without the protection of his Mantle of Light with which he has garbed himself upon awaking in the morning. Ask Lord Michael and Mighty Astrea - they are waiting for volunteers when you apply for admission for this tremendous service, to give you a permanent Armor of Light, and I can assure you now that they will also assign you to a Legion of Light where you will each have an Angelic Companion from their special Legions - not just for your company - ah, no

Unless you are dauntless in this Cause imbued with God Wisdom, desist and let our more Illumined brothers march in Freedom's Cause. In these United States of America, the Heart of the Planet, the pulse beat must be kept steady, and strong, to keep the Light flowing through the whole body of the Planet! Can you understand the exigency of this? The fever heat of contest among peoples and parties is rising, but, thank God, we do have those representatives in key positions that are qualified and to whom others will listen, and through their directing wisdom much dissipation of unified force can be averted! NOW is the time for God-Action by those chelas who have the privilege of communication with us and are ready and willing, like the Patriots of old to forge ahead in the name of God Freedom! Oh, that wonderful Being who is your King in this New Age, Beloved Saint Germain, who has fired into God-Action the volunteers of yesteryear, and is ready and waiting, and I AM at his side, to bring into manifestation Governments and Nations, under God! Knowing you are each centered within the Immortal Victorious ThreeFold Flame within your hearts, visualize the Power and Light of the Legions of Lord Michael and mighty Astraea going into action with their Swords of Blue Flame and carrying the banner of the Ascended Master Saint Germain! All resistance to Light must, and SHALL go and this is possible of accomplishment through the accelerated action and cooperative efforts of the chelas who profess to love the Beloved Saint Germain, and through that avowed affirmation are willing to join forces with the Cosmic and Ascended Host! What that Symbol and the Focus of myself has done to and for the hearts of those previously in bondage as they entered the Harbor of New York, as they silently, and sometimes audibly breathed a prayer of gratitude for having the privilege of coming to this Land-which is, and shall be kept "The Land of the Free and the Brave!" 15 Loved Flaming Spirits of the One Supreme Source of Life, I welcome this occasion when it is my privilege to speak directly to you. I do not come often to release audible instruction, nevertheless I AM always present within your blessed hearts. Why, may I ask, do you keep the doors of your heart closed to my greater expression through your beings? Liberty, God's glorious Virtue, is a tremendous power and for the most part, that great Virtue has been so charged with negation through human interpretation of that Quality, that it is the negative aspect of license which is being expressed through the deluded consciousness of mankind. Liberty is a Gift of God; license is the free will human interpretation! Dear Father-Mother God, awaken; oh awaken the souls and consciousness of men to the true feeling that is within the Holy Virtue of Liberty, which it is my privilege to embody! Beloved chelas, as you well know, I stand at the Gates of Freedom in the New York Harbor through the representation of my humble self, and this is a mighty Focus through which the Flame of Liberty does flow. Thinking upon the words relating to that monument - "give me your tired, your poor, your huddled masses..." that invitation has been accepted by millions throughout the years who have come to the Heart of the Planet searching for Freedom... and this is Good! I say to you today, beloved chelas, give me the poor in spirit, the clamoring masses of humanity all over the Earth. I stretch forth

16 my hand, holding the Torch of Light, which is radiating from my Being. I do not refer to a physical influx of individuals to these shores, but to the attention of mankind to the real meaning of God Liberty! On the return current, can I then infiltrate their consciousness with the glorious feeling embodied in that Virtue. "Oh, give me the poor in spirit"... for "I AM" ready, I AM" willing and "I AM" obliged, through the office which I hold in the Spiritual Hierarchy as an Expression of that Flame of Divinity from the Heart of the One Supreme Source, to cradle all the lifestreams upon this Planet within my bosom and nurture their beings with the God substance which is necessary for their further evolution. My Heart so longs to embrace all life and this shall be for it is ordained by the Father-Mother God! In these chaotic days, there are few who are imbued with spiritual courage - who are themselves, manifest examples of the true way of living. We have told you that you are our Representatives on Earth. You have done well thus far in making Calls for the Freedom of the evolutions of this Earth, but you have fallen short of being true Examples of the Light of God that never fails. Be not dismayed at my words, however. They are given in True Love in order that you will straighten your spines and stand erect in the knowledge that you are the Christ Presence walking the Earth. It is to you, beloved ones that I come to stir you into further action that you may fulfill the Plan of which you so willingly avowed to be a part before taking this

17 embodiment! I now say, and I could repeat it over and over - you must be Light Bearers in its true sense! Returning to the Representation of Liberty in the New York Harbor, that Gift which came from the Heart of France to the United States was and is a tremendous magnet to unite the peoples of Europe and the United States. It has been used to draw individuals from all over the Planet to these shores. With individuals of the various Nations residing here, it provides a facet through which can flow the One Consciousness to peoples all over the Globe. Now I would like to turn your attention to the Focus of Shamballa on Long Island. There has been much grumbling and speculation in the minds of the analytical students of Light as to the transferring of the Spiritual Currents governing the entire Planet to this location. The Spiritual Hierarchy knew the time had arrived to establish this Permanent Focus on this Sacred Isle, and contemplation by the sincere chela should make the reason self-evident. I dare say that I could count upon the fingers of one hand those chelas, even within this Assembly, who have any real comprehension of what this Holy Focus of Shamballa really means to the Earth and her evolutions. Oh, the audacity of the human consciousness that dares to speak with less than reverent tongue about this world encompassing Radiating Center of Light. Our gratitude flows in exceeding measure to all who have lovingly, oh so lovingly, given of the substance of their

18 worldly goods to establish and sustain this Focus. Please always bear in mind that what you have done has not been for any group of human beings, but for the Glory of God, the Creator of us all, and in compliance with his Will! Say you - why does the Spiritual Hierarchy require a physical Focus? Ah, this has occurred to some, and should any of you entertain that thought, please remember that mankind en masse are tied to the Spiritual Essence and Currents which flow unceasingly from Shamballa - to the just and unjust alike. It is God's Mercy that at least some of the Children of Light accept and acknowledge the existence of this beneficence and through this acceptance, the expansion of the Light takes place within their own beings, and in God's Love, so does that energy flow to the tiniest elemental, all the blessed and beloved lifestreams who have dedicated themselves to infiltrate the consciousness of mankind, and to the greatest Spiritual Leader. Each is fed and nourished by the outpouring from Shamballa through the balanced Activity of Love, Wisdom and Power, which our great Lord of the World, Beloved Gautama, holds in his Consciousness and Heart - he being the obedient and selfless Servant of the Supreme One, and through his tremendous dedication to the evolutions of this Earth. Many of you have come long distances to this Sacred Isle, and I say to you from near and afar, it is the Light within your hearts, which has brought you - you having responded to the pulsation

19 from the Heart of Pure Divine Love. The consciousness of all life must be anchored into the Heart of Freedom (these United States) and where else should the Central Focus be - the pulse beat of the Earth? Please treat this Holy Focus of Shamballa with reverence and humility, with at least the same reverence you would were I to tell you the physical doors of the Rocky Mountain Retreat were open and you could step inside in your physical garment! How the chelas would rush there, without consideration of self, of time, or expense! Yet, they do not fully cognize the magnitude of the Blessing, which is theirs when they are invited to come to Shamballa. I say with all the Power of my Being, that the erection of a physical Temple, no matter how humble, on these Sacred Grounds of Shamballa will provide a Beacon for the returning souls of men, returning to the Light to express the Glory of God's Kingdom on Earth! All the Members of the Spiritual Hierarchy know the "birth pangs" which are being experienced, but few there are among the chelas who are cognizant of the steadfastness required to accomplish this magnificent God Plan! As in the case of the Christian Dispensation, the currents were anchored into the substance of Earth with the Birth of Jesus, in humble surroundings, but they have flourished and endured through the centuries, and so shall it be with The Bridge to Freedom - humble and true expression of God's Will. Future generations shall know the Glory which is the manifestation of

20 God's Kingdom on Earth during the Seventh Ray Dispensation of our Beloved Lord and King, Saint Germain. Speaking about Spiritual Leadership, I would request that you make a call that there shall be raised up among the Nations of this Earth those dedicated individuals who will assume, in dignity, the responsibility of guiding the youth of today into the true way of living. There are some who are endeavoring to do this, but many more are required. There is a spiritual awakening taking place within the youth of today, but I say with great emphasis, that the uprisings which take the form of upheavals are the result of the demons of the sinister force who are endeavoring to anchor their destructive substance into one or more members of the youth groups who have fallen prey to their vibrations. Naturally, these destructive demonstrations are not God-ordained but they do show that the youth are looking for a new form of life, wishing to throw off the consciousness of the old and take on a new mode of living. From among the masses upon this Planet there are countless constructive lifestreams who can assist the youth and lead them into God's Way of Living. Do not permit your consciousness to entertain the fact that all the youth are on the wrong track, for that is far, far from the Truth. These chaotic demonstrations are the way of the sinister force to cause disruption, and you know the old statement "a rolling stone gathers no moss" - the moss, in this instance, referring to stability. That is how momentums are

21 built in a positive or negative manner. So you can understand our emphasis upon the fact that Youth Leaders are required to guide the Leaders of tomorrow into God's Way of living - today! A Spiritual Revolution, if I may use that term, is taking place specifically in the United States, and out of the unrest shall the Phoenix arise in freshness of Spirit from its own ashes! You know that this is a symbol of Immortality, so please expect and accept a change for the Good - God's way of living - to express first in the Cradle of Liberty, these United States. I shall nurture all within my Being and when their spiritual wings are strong enough shall you see the Light of God's Virtue of Liberty express here. I would like to tell you now the name of the Silent Watcher of the United States. That glorious Being is known as "Elysia". A moment's reflection will show you the connection with Elysian Fields, or a place of blissful abode --Paradise! The time has arrived when the children of Earth will be able to differentiate between Liberty and license. Although license is rampant upon the Earth at this hour, I, the Goddess of Liberty, have come to inspire you, to fire all of you with enthusiasm and I say, open the doors of your heart and let the great Flame of Liberty flow forth to enrich all mankind. At this very instant, flowing forth from my Being is the Cosmic Current which shall turn the tide and Liberty shall come into prominence upon this Earth as I, the Goddess of Liberty, turn the imperfection

22 contained within the negative aspect of license into the teeming Ocean of Violet Fire - all the Legions of the Violet Fire of Transmutation standing in readiness for this Fiat! And so It Shall Be! In true and humble Love for the privilege of having spoken to you at this eventful Class, I now impregnate your beings with the true feeling of the Virtue of Liberty! To the souls of all men upon this Planet I hear ye me - I, the Goddess of Liberty say - charge and charge and charge your beings with that God Virtue and send forth the Edict... LIBERTY shall triumph over human license! Good Morning!

23 Beloved, Blessed Children of God, thinking of you this evening, and then watching you at this glorious Service, you will excuse me if I feel the personal pride of a mother in children who have gone far, far, far into the world of form, and yet consciously of their own free will return now home, in Mastery, in Dignity, in Honor, and in Purity. Magnificent is your accomplishment individually, when from our Octave, we look through the billowing clouds of maya and the human creation of century after century of humankind's misuse of the God Energy of Life. Magnificent, indeed, is the Power of Light within the hearts of those who have enabled them to stand individually and collectively, living according to a code of honor and purity worthy of the Ascended Masters' Octave. Little do you know the strength of your own Light! Little do you realize the power of the Sacred Fire within your heartbeat, and I am come to liberate again within you those Powers of the Sacred Fire which you knew with me in the Great Central Sun before this world and all manifest form came into being. I was thinking of you the first time you did stand before me, before humanity began the long evolution upon the sweet Earth. Do you remember in your hearts that day? Some of you sweet and wholly innocent, belonging to the evolution of Earth, choosing to go forth into incarnation upon the Planet to achieve Mastery of energy and vibration - some of you strong, valiant spirits responding to the magnetic pull of Love, choosing to leave

24 the glory of Free Stars to be the Guardian Powers of the innocent whose evolution is upon the Earth. All of you stood within the Temple Flame of the Heart of Libra, that you might be blessed with Liberty to use your Life as you chose, and, incarnate, become part of the great evolution of this Earth. Every being who has incarnated, every being who has proffered assistance to the evolution of the Earth has had to accept the Flame of Liberty, which I am endowed to pass into and through the lifestream before such opportunity is given. So I know you well, Children of my Heart, and my Flame is woven into the essence of your own heartbeat, and it is my endeavor now to LIBERATE within your outer consciousness the memory of those powers of Instantaneous Healing, of Precipitation, of Levitation, of Divine Illumination, which you once knew, and which are lying dormant within the electronic flow of your life essence as it passes from your body. Beloved Children of God, Liberty and Opportunity are very similar in meaning. Those beloved people from foreign lands, who come into your beautiful harbor, come with the hope of Opportunity to use their life essence as they choose, to weave out of that essence success, to invest the talents of their individual beings as their own free will might prompt them, and it is so that my symbol, which stands in your harbor, and which stands for Liberty to pursue that course which is dearest to your hearts, is a symbol of Opportunity as well.

25 You, too, stand at the threshold of great opportunity - opportunity to grasp the friendship and association of every Ascended and Cosmic Being who stands in our Octave. Opportunity to draw forth from the Glory of your own Causal Body that tremendous momentum and power of good which is your own individual heritage, opportunity to serve your fellowman through the Perfection of the vehicles of your own individualization! Every man makes of his opportunity that which he, through his own free will, chooses. So when you are given Liberty, remember that through that Liberty you may develop God Freedom and God Mastery, or you may choose not to draw those Powers within the Heart of the Presence, and although you are at full liberty to have all that Heaven holds, you may remain still in bondage. I ask with all the power and intensity of my Being that you may feel within yourself a desire to LIBERATE the God Power within your heartbeat. As I am speaking with you, I ask that you liberate within your flesh body the whole Power within your heartbeat and allow it, in freedom, to fill your form. I ask you to liberate from your mental body those concepts that have bound you and limited you, and from the full power of your Christhood to reveal to you the Perfection of your Presence. The Flame of my Liberty is yours to use, dear hearts, and I am hoping that you will choose to use it to liberate those God Powers that I see active within that Flaming Substance which is your

26 Individual God Flame. In the early ages, before the human creation was woven out of the mind and feelings of humanity, we did not have, what is called today, a Board of Karma. There were but three of us who functioned as a Liberating Council, before whom came every lifestream incarnating, and at the end of the Earth life again came that same lifestream to us, bringing in the sheaves and a harvest of a life well lived, but there being no discord manifest through any consciousness, there was no need for Judgment - no need for Balance, - no need for Karmic Retribution. It was only after the laggards from the other Planets were admitted into the Earth chain, and they, through the power of thought and feeling, contaminated the consciousness of the natural evolution upon the Planet Earth, that the need and requirement for a Board of Karma drew forth from the Heart of the Silence those other Beloved Sisters and Brothers who make up the Seven Beings of whom you are so cognizant at this time. Because my Lifestream and my Flame were given the responsibility of LIBERATING the life essence of all incarnate spirits on the Earth, I have been, from the very beginning, the Spokesman of the Karmic Board, but now because of the tremendous assistance that has been given to humankind by you who are conscious of the work of the Brotherhood - you who are conscious of the great Violet Consuming Flame, and you who are conscious of our Endeavors to awaken the lifestreams of those

27 chosen to be the forerunners of the Cosmic Christ Age, the Sun itself chose to give to our Beloved Sister, Kwan Yin, the Goddess of Mercy, the place of honor at the head of the Karmic Council. I was among the first to congratulate her in this great honor, and I can tell you with great personal happiness, that as the two hundred thousand were examined before us - all were passed with merit, it was the lifestream and the momentum of the Beloved Kwan Yin and Saint Germain, who, through the use of that Violet Fire of Love Divine, made it possible for the Grant to be extended to include one million lifestreams. This is a tremendous opportunity for the peoples of Earth and you, my lovely Friends of God, who have woven your life energies day after day into those calls and decrees with deep and sincere interest in the awakening of the two hundred thousand, are blessed without limit, for without your calls this accomplishment could not have manifested. It is one thing for a wholly Free Being to ask for dispensations from the Heart of the Eternal, and it is quite another for human beings bound round by their own personal karma, and by all the accumulation of their individual effluvia, to choose to step aside from thought of personal gain, and in the dignity and mastery of impersonal service, call for the victory of life through lifestreams with whom they are not even acquainted in this outer world.

28 I congratulate you individually and collectively for your love of the Light, and I thank you on behalf of the great Karmic Board, on behalf of all the Brotherhood, for your lovely service, and as you ponder on the consciousness of Liberty, will you be willing to give it freely to all the life that you contact? It is a most magnificent activity in freeing yourself from tension, from opinions, and from unhappiness. You know yourself how happy you are when someone says with feeling... "You are at complete liberty to do as you please." If you will, dear hearts, in working and serving one with another, trust in the Wisdom of the Presence of God, and in those of us who are privileged to see through the veil of your human creations into the Glory of your own Causal Body - trust us to know that, if we choose through any one of you to render a service, within the life and momentum of that lifestream is a Power of Accomplishment, and in your feelings give that one Liberty to unfold and develop and mature that God Nature which we see clearly and which can be manifest, if some among you have confidence in the God Life that beats the heart. Have you thought of the great Liberty, which your own Divinity has given you in the use of Life, and the Liberty, which all the Masters of Wisdom give graciously one to the other? If you will, my beloved children, set your own mental and feeling worlds in order, and just give LIBERTY to Life to expand, you will have the Eternal Gratitude of the Christ selves of those other

29 lifestreams who are drawn around you for a specific purpose, and who are endeavoring ofttimes at great odds to manifest some measure of God's Divine Plan. No unascended being can know what is within the pulsating ethers of the Causal Body, or what is within the power of the lifestream which may yet be dormant, and which at the psychological moment can be released to bring great assistance to great numbers. There is no such thing as happenstance, the workings of this Law is inexorable, as well as impersonal, and as steel filings are drawn to the magnet, so are the souls of Light drawn around those Focuses at one with them, and whom we see can render a specific service in a certain locality, for the good of all. You who are sons and daughters of Liberty are friends of my Heart, and the children of my bosom, and as I look into that glorious Flame of your Heart, and as the Light unfolds those petals and expands through your form, and the life liberated within, I know that you are Master through the Liberating Life, which is your true Being. I thank you for giving me the Liberty of entering your world, and I open my World and my Consciousness to you, and we shall, I am sure, in the future move forward in a much closer association, rendering greater service to God and our fellow man, in liberating life wherever we see it bound - oh, not only in the distortion of the physical form, but right within our midst where

Nobody can hold the Higher Consciousness for you if you wish to dwell in the lower realms... but with all the Radiation going forth and so recently at the Summer Classes, the Great Lords of Light in Heaven's Realms are hoping that your consciousness will expand within the next six months so that when you appear before the Members of the Karmic Board at the close of this year, you will show great improvement in the expansion of your Light! If you so choose to accept the opportunity, which I present to you this night, you can stand before us in the full stature of the Christ. O, to dwell within the Presence of God is such a beautiful estate! It is not separateness, it is joining with all the Beauty of the Universe and all the Joy of Service in helping your fellowman to a like estate. 35 Shining co-servers in embodiment, welcome into the Heart of the Golden Temple of Liberty blazing like a Torch in the ethers over Moscow. Angels of Liberty shall be with you this entire month and are even now entering your auras, as we endeavor to liberate you from the oppression of the human consciousness this month. The greatest weapon of the human consciousness is fear, whether it expresses through International Affairs or in your own individual world fear, which holds you back from the Freedom of your own True Self. There is only one antidote for fear and that is LOVE; as expressed by Paul, the Apostle; "Divine Love casteth out all Fear". Liberty is a sister of Love, connected as one at the Heart center. It is no coincidence that the Chateau de Liberte was always the Home and Retreat of the Chohan of the Third Ray of Love, as well as holding the Focus of Liberty. Now we have transferred the Liberty Aspect of that Love Focus to the very spot where it will do Its greatest good in releasing this Planet from the oppression of human consciousness... from fear into the Light of God through Liberty. We at the Cosmic Levels have simply given notice to the human consciousness that liberation into Freedom is at hand for this Planet. In many ways Russia represents the last great efforts of the mass effect of human consciousness in maintaining its grip on the Planet through fear. Russia symbolizes the human ego or personality on the global scale, which now is so afraid to lose

36 control and therefore lose its very existence by allowing freedom of spirit. Like your own personality, it marshals its defenses against true Liberty, out of fear for its own existence. Like your own personality it needs to be understood for what it really is and loved free. We have repeatedly counseled not to do battle with your own personality, but rather transmute it; so too this holds on the international level. Like Others of the Ascended Realms, I have managed to impress some measure of my service through the writings of various authors. Such a one has written, "Liberty means Responsibility... that is why most men dread it". (George Bernard Shaw) This thought reflects the answer to the question asked by many in the so-called free world; "why do not the people of Russia or any oppressed nation rise up for their own liberty?" Unwillingness to take full responsibility for their own lives; their own destiny is a great deal of the problem. They would rather allow others to shape it for them, for in avoiding liberty one also avoids responsibility. As I have told you before: (Divine Principles this issue) I present each of you as you enter embodiment with the full liberty to create your own reality on this Planet and with that comes God Responsibility. Avoiding that responsibility now and thus avoiding liberty, stems from ignorance and fear. Poland is an example of the willingness to try to regain such responsibility and is another symbol on a global

37 scale. You are seeing the human personality in its last attempts to maintain oppression through fear. The willingness to reestablish individual liberty and thus national liberty, is Godgiven through me and it will eventually manifest. Victory is assured! Thus you can also see where your calls for the Sacred Fire will be most helpful; toward the transmutation of ignorance and fear among the peoples of oppressed countries everywhere... transmuting the hold of the human personality and releasing the Cosmic Virtue of Liberty to pulse through their inner vehicles. Then you would eventually see it manifest on the screen of national life as well. Beloved ones not only during March will the tones of Liberty ring more powerfully through the inner worlds of humanity but also when the Planet enters the House of Libra (Liberty) in September. Thus I have a double opportunity this year, at opposing stations of the Zodiac, to release the Liberty Flame that is necessary to secure God Illumination. I humbly ask for your assistance at both of these times and throughout the year by making of your consciousness a LIBERTY BELL and "Proclaim Liberty throughout all the land, to all inhabitants thereon". 38 I take this opportunity to apprise you that there will be many changes in the year. With the acceleration of the vibratory action we will release various aspects of Truth, which have not heretofore been revealed. In this instance my Cosmic Name is ALEXA, and its very tonal quality carries an increased radiation, which we could not release at an earlier time. Liberty, dear ones, is one of the Twelve Aspects of Deity, and you may find my keynote within the recording of "The Golden Voyage". We have told you, have requested you, counseled you to remain in a state of harmony so you would not experience any resistance to the higher level of instruction which is forthcoming. I would like to speak about the Virtue of Liberty... Liberty is an Inner Quality. It is like the flame of a candle in a still atmosphere with no flicker of the flame whatsoever when you blend into the Silence within. The Torch of Liberty in the New York Harbor actually represents the FLAME OF FREEDOM in all peoples... "harbor" of the soul... an anchorage of the Flame of Liberty in one's being. One must be careful when they wish to use the Flame of Liberty - to do so from the center of one's being, otherwise the radiation is a negative one. It is my great privilege to be a member of that august Council known as the Karmic Board. Yes, many know of our existence and remember that twice a year we carefully scrutinize the children of Earth - particularly those who are aware of our presence. Yes, you invoke us - lend your voices in song - in

39 intercession - which is well and good. We carefully review the radiation which is coming from the Earthplane for we are responsible to sanction the various edicts and plans which are submitted by other Members of the Spiritual Hierarchy; as well as review the requests the chelas present before us... some very noteworthy and some which have been implemented in the past! I wish to impress upon your consciousness that one or more of us is consciously turning our attention Earthward to ascertain the manner in which a grant we have given is being used. As you are aware, when a request is presented to us, and we acquiesce, we are responsible for the energy expended by the applicant toward its fulfillment. When one goes to a store for a certain commodity, he does not receive it unless he produces the coin of the realm or receives it in exchange for some comparable service. We are grateful you acknowledge our existence and are thankful for your attention during the time our individual Aspect of Deity is activated according to a Sun Sign. You well know that all Virtues are being released at all times according to your attention. At specific intervals, through your attention, the Reservoir of that Virtue is beamed to the planet and her evolutions in an intensified manner. Remember always the Virtues of the Godhead are available to anyone. To be a beneficiary of a Grace one must accept its presence, and in turn let it flow through your being... you the dispenser of the Gift to all Life.

Realize that your energies blend into the Cosmic energy of Life which we release... and like a rivulet blending with a river... continuing unto the lake and the mighty oceans... all flowing in their specific area to form the great Water element... the emotional element which cushions the planet. I bring this to your attention in the hope you will keep it in the forefront of your consciousness... that a miniscule undine is one with all the Water Element, and envies not the mighty undine upon whose strength and power depends the actions of the inhabitants of this planet for stability. You have seen the sunshine on a body of water and its light reflected upon the undines and in joyful acceptance the shimmering light causes the onlooker to witness the cooperation of the so-called great and small. Ah, dear children, can you not see why harmonious radiation is essential? Have you not witnessed the ravages of the elements - the great storms, which cause such destruction and crippling effects? Why? The free will of humanity has released negative energy in the form of hatred, greed and the multiple destructive forms of thought and feeling. In like manner, consider what the inharmonious radiation of humankind does to all life. Remember,

Bear in mind the symbolic Torch I carry... you, individually, have some specific Virtue or Virtues on which you have a momentum which you chose during your travels in the Inner Realms before taking embodiment. The Flow of Liberty through this Sacred Statue has been simultaneously rededicated and reconsecrated in the Sun of Helios and Vesta! And standing with the God Parents in this Celestial Ceremony is every Cosmic Being who has ever tied their Sacred Energies into the Hope of an eternally Free Earth. Feel yourself animating the Statue of Liberty yourself, with your own Light... feel your right arm outstretched, holding aloft the beacon of Liberty and its rededicated Golden Flame... feel in your left hand the BOOK OF LIFE for this planet, inscribed upon it the final passages of the Earth into eternal Liberty and Freedom... feel upon your head, the Seven Pointed Crown, giving you the authority of the Godhead to example true Liberty for all humanity in this embodiment!

44 Feel your feet planted steadfastly upon the Earth, anchoring this Cosmic Energy into the body of beloved Virgo and into the water element, representing the great sea of the emotional nature of humanity... through the top of your head, now see the Cosmic Ray of Liberty from the Sun, anchoring in your Heart Flame. From there, this Golden Ray proceeds downwards to establish itself into the earth, water, air and fire elements. And from the Heart, this Cosmic Ray expands outwards as a Radiating Flame, a beacon of Liberty, until you know yourself as a blazing Focus of Spiritual Liberty, living amongst humankind... the robes of your consciousness now glow with the Golden Radiance of Liberty, as you are now completely aligned with my Cosmic Consciousness and Flame... through this ONENESS OF BEING, we have now established living, breathing Temples of Liberty, tangibly radiating this Golden Essence into the lives of the people, through our chelas around this globe, the Group Avatar... So be it! It is Done! (pause)... The attention of the planet is ours to work with at this time when the outer celebration of the Restoration of Liberty is taking place in New York City Harbor. But let us continue to concentrate on the Spiritual opportunity, for that is our service, united tonight in the elevated Consciousness of Freedom, "I AM". Then truly may each one dispense the gift of his own Divinity to all life on this planet. This original Grant of Liberty, given in a Divine Ceremony within the Sun, is like a magnificent jewel hidden yet from sight, buried in the Heart of all humanity. But when the Light of the New Age, the Light of the Cosmic Flame of Liberty, strikes this jewel It will glow brighter and brighter and brighter until It blinds humankind to the darkness of the human condition. This consecrated night, as man's attention is upon the relighting of the outer flame upon the Statue of Liberty, I shall project through the avenue of Consciousness provided by the chelas, the first Rays of the Light of Spiritual Freedom into the hearts of every man who has not yet opened to the dawn of the New Age. One of the most dynamic activities you enter into is that of giving decrees, particularly those calls for the sacred Violet Fire! I would like to tell you today that you may actually consider a decree as a message directly from the heart of an ascended master or other cosmic being. It may be a short message, but it is effective in its action. In group work, it is also a very unifying activity of brotherhood, and the responses from the Realms of Light are indeed great.
