Sir/Madam, Subject: Project Prashikshan need for support and coordination from each region Nodal Officer - Reg. Kindly refer to above mentioned subject. 2. As you are aware the roll out of Income Tax Business Application (ITBA) is going to be completed shortly. To equip the employees of the Department for effective usage of the ITBA application, a PAN-India training for officers /staffs of the Department under Project Prashikshan is planned to be imparted by a team of trainers from M/s TCS, the Service Provider for the ITBA application. Officers/staff will be imparted a 2-day training on HRMS/ITBA modules at different training centres spread across 40 locations in the country. This is a huge project in itself and requires utmost coordination and effort at each region to make the training successful. 3. The Project Prashikshan has been envisaged to cover the following activities to meet the long term and short term needs of the Departmental functioning through the ITBA/HRMS platform: TCS trainers will be selected for imparting training to employees at 40 locations of the Income Tax Department. i. Training will be imparted at TCS facilities in Tata-ION centres in batches of 100. ii. To meet different training needs for different levels of officers/staffs batches are grouped into three categories viz. (a) employees upto ITI, (b) all AOs and equivalent (ITO through DCIT) and (c) Supervisory Officers from JCIT and above. 1

2 iii. iv. At these 40 locations ITBA training will cover a quick overview of all modules in a two day schedule with special emphasis on assessment. Project Prashikshan has been divided into four phases: a. Train the Trainer Program- In this phase around Departmental employees out of those from NADT/RTI/MSTU/EDP will be trained at New Delhi on 24th, 25st and 26nd July, b. Pilot training for employees : To be conducted at Delhi 27th and 28th July to fine tune the training methodology c. Training program at 9 big locations-: During this phase major centres like Delhi, Mumbai, Kolkata, Chennai, Bangalore, Hyderabad, Pune, Ahmedabad, and Chandigarh will be covered starting from 31st July d. Training at the remaining 31 centres will be carried out- This phase will commence in August and will continue in parallel with the training program at 9 big locations mentioned above. v. In each big location the first lot of trainees would comprise of local resource persons who would be nominated by the respective PCIT/PDIT or Headquarters to Office of CCIT/PCCIT. These local resource persons would be facilitating the TCS trainers and Departmental trainer during the training program to handhold and assist the trainees. These local resource persons will continue to assist the officers and staff in the field in various ITBA modules even after the completion of the training program 4. For effective coordination for ITBA training at all locations, it is proposed that Officers in RCC may be designated as a Nodal officer for respective location(s). Suggested list of Nodal officers for respective location is enclosed at Annexure A. Additional / Alternate Nodal officers can also be nominated by each region depending on local requirement under intimation to this office. Designated Nodal officer will be required to do the following: i. Enrolment of Trainees: Receive nomination requests from PCCIT/CCIT/DGIT/PCIT/PDIT/CIT/DIToffices and enroll the trainees in batches through the HRMS interface. To nominate/enroll ITD officer/official for ITBA training, Administer Training module is introduced under HRMS for online nominations. By default, Administer Training module is accessible to all RCC Admins for online nominations. However, HRMS role GOV_TRN_ENROLL can also be assigned to any other Nodal Officer like DCIT Hqrs etc. who can also nominate officer/official online through Administer Training module. Instruction for online nomination through Administer Training module is enclosed as Annexure- B. 2

Grouping of Trainees: The Nodal Officer along with Hqrs/Admin can group PCIT charges/ Ranges in each ITD office in various cities and place them in Batches at Training locations which are most logistically suited. It may be noted that there is no restriction or requirement that employees from each CCA region must be trained within their region. For example officers/ staff from Faridabad (NWR region) can attend training in the Tata ION center at Sarita Vihar, New Delhi. While nominating through HRMS interface, care may be taken to accommodate all nominated officers/officials of a particular charge in a single training batch for easy management of resources etc. iii. Logistical Support: CIT (Admin &TPS) may ensure that trainees are provided transportation to the Tata-ION centers either through operational vehicle, Buses starting from the Income Tax Office or trainees may come directly to the Tata-ION centers on their own arrangement. These arrangements have to be made for all batches. These arrangements must be clearly communicated to all trainees and Nodal Officers / Administration are responsible for coordination iv. Infrastructural Support: While TCS has made arrangements for providing projectors and screens at most centers, in the following places they have expressed some difficulty - 1) Delhi, 2) Mumbai, 3) Chennai, 4) Hyderabad, 5) Bengaluru, 6) Kolkata, 7) Vishakhapatnam, 8) Pune, 9) Chandigarh, 10) Nagpur. It is requested that good quality video projector and 6x8 Screens (4 in Number at each location) may be arranged for the duration of Training. v. Environment -The Training locations at most places do NOT have airconditioning. Nodal officers may visit the centers and ascertain the comfort/airiness and requirement for additional fans, if any. If possible Portal Airconditioners, if available, may be provided/installed by local administration. vi. Training Site Visit and checklist- Nodal officers and admin staff should visit and Inspect the designated training area (classroom area) in the identified facility for: a. Total number of seats. b. Total number of useable seats after discounting any unusable seats i. Seats without a working computer ii. Seats from where the projector screens are not visible due to blockage by pillars or any other physical hindrance like mounted speakers iii. Those falling between the projector and the projector screen c. Air-conditioners (for sites where these are installed) d. An actual working demonstration or trial run to check: 3

4 vii. viii. e. Placement of projectors and projector screens (minimum 2, more if needed depending on the training area layout) projector screens should be comfortably visible from all useable seats f. Audio speakers placement and trainer voice audibility from all sections of the training area g. Quality and volume level of audio setup h. Availability of collar/ cord-less microphones and their working (one for trainer and 4 for facilitators at the minimum) i. Presentation slides displaying on all the projector screens and simultaneously on all the trainee terminals j. Internet connectivity and access to the training environment of ITBA from the trainee terminals Other arrangements a. Quality of lunch TCS will arrange the pre-packed lunch which is planned to be served during the training days. Nodal officers may confirm the quality of lunch. b. Parking arrangements for officers vehicles will be available. c. Light ambience for comfortable viewing of projected screen. Glass window panes may be covered with dark brown paper or cloth if required. This may be ensured. d. Training material will be provided in a CD. Trainees may bring their own pen/pad etc for notes. e. Feedback form will be online and each trainee is expected to give feedback at the end of the program. Attendance and discipline CIT (Admin) may communicate the following and Nodal Officers may ensure: a. Training is mandatory for all eligible employees. There should be no cancellation after nomination. b. Trainees must reach the training center at least 15 min before start of the training program at 930 am. c. Mobile Phones should be in switch off mode for the entire duration of training d. All trainers who have attended the Training of Trainer (ToT) program should be available on rotational basis (at least 2 per batch) to help the TCS trainer in providing contextual/experiential knowledge. The duty roster may be prepared for each training location accordingly. e. All Local Resource Persons who have been trained should be available on rotational basis (at least 4 per batch) to assist the trainees specially during hands-on training. 5 f. At least 1 staff from hqrs or admin should available for each batch on rotation basis to help in guidance, logistical support, assistance, attendance etc. 5. In view of the above, and to make the entire program successful, it is requested that the process of nomination of officers/staffs for different batches may please be commenced at the earliest. 6. 8 Annexure B INSTRUCTIONS FOR NOMINATION ON BATCHES FOR TRAINING ON ITBA 1. Log in to HRMS. 2. Go to Administer Training as shown below. Figure 1 : Menu-Administer Training 3. After clicking Administer training, the following screen will appear. 4. Click on Training Enrollment. Figure 2 : Click on Training Enrollment 5. Search for batch number, or date, or location. Any criteria can be used to search for the batch in the location. 6. In the search results which will come at the end of page, click on the relevant course. If the batch on a particular date is full, please look for another batch. Batches have a typical strength of 100 ( some locations may have lower capacity and the same in mentioned). Batches for senior officers will be smaller (approx. 50) 8

Click on the (+) button for multiple enrollment in the same batch. After the enrollment the user will get the SMS and giving the course number, Date and time of commencement, address of training location on Tarang mobile number and departmental name based id. 8. No cancellation or change will be permitted. Training is mandatory for all employees for the level TA or above. 9
